Agenda 09/26/2023 Item #16C 1 (Purchase of specialized equipment needed to repair, and maintain operations at water and wastewater plants, pump stations and wastewater collection systems)09/26/2023
EXECUTIVE SUMMARY
Recommendation to authorize expenditures under Board approved standardization of goods, and accept
single-source waivers, for the purchase of specialized proprietary equipment and services needed to
establish, repair, and maintain operations at water and wastewater plants, pump stations, and wastewater
collection system to meet demand and maintain compliance. (Not to exceed $6,000,000 annual spending for 1
year from CCWSD Funds (4008, 4012, 4014)) (This item is a companion item 16C2)
OBJECTIVE: To continue consistency with the reliable products, equipment, and services that are standardized
and utilized at the critical infrastructure, water plants, wastewater plants, and wastewater collection system for staff
to provide continuous operations and maintenance of those critical facilities.
CONSIDERATIONS: Collier County Water Sewer District (CCWSD) continue to evaluate products and
equipment that are both least vulnerable to cyber attacks and supply chain interruptions of global market a s much
as possible, to serve and provide life sustaining services to our customers 24/7/365, in compliance with the
applicable Laws.
For over 30 years, the Public Utilities Department (“PUD”) has been using Allen-Bradley/Rockwell Automation
products. On May 28, 2013 (Agenda Item 16.C.2.), the Board waived competition and authorized sole-source
purchases of Allen-Bradley/Rockwell Automation products from Rexel for a period of five years. On July 10, 2018,
(Agenda Items 17.D and 16.C.9), the Board authorized the standardization of the following two highly specialized
proprietary product categories needed to repair and maintain potable water production facilities, wastewater
treatment facilities, and distribution/collection systems infrastructure necessary to maintain compliance and meet
customer demand: 1) Allen-Bradly/Rockwell Automation electrical control and power equipment; and 2)
Endress+Hauser magnetic flowmeters, based on staff’s recommendation to reassess the market within 10-years
supported by an independent third-party engineering review. Staff completed a Waiver of Competition Request
form, which the Procurement Director approved for a period starting July 10, 2018, through September 30, 2023,
for the following:
Manufacturer Single Source Authorized Vendor
Allen Bradley/Rockwell Rexel USA
Endress + Hauser TriNova
These products ensure that the Collier County Water and Wastewater Division (the "Division") remain in
regulatory and operational compliance with Florida Administrative Code Chapter 62 - 600 (Domestic Wastewater
Facilities), Chapter 62-610 (Reuse of Reclaimed Water and Land Application) and Chapter 62-555 (Permitting,
Construction, Operation and Maintenance of Public Water Systems), as well as other local, State, and federal rules
and regulations. Staff's due diligence and performance based testing further enhances the benefits of standardization
including best value efficient operations, fewer spare parts, less spare part storage, thus reducing the need for
additional warehouse space, less spare part obsolescence, reduced training, and more efficient integration with the
department’s Supervisory Control and Data Acquisition Systems (SCADA) controls.
On July 10, 2018 (Agenda Item 17.D and 17.E), the Board also approved including the recommended standardized
items in the Utilities Standards Manual for installation at Master Pump Stations, Submaster Pump Stations, and
Wastewater/Water Treatment Facilities, and included a County Approved Products List as Appendix F in the Board
approved Collier County Water-Sewer District Utility Standards Manual under Ordinance No. 2018-36. The
approved listed consisted of specialized proprietary equipment and services from Evoqua Water Technologies,
Fluid Controls Specialties, Rexel USA, TriNova, and Xylem.

With the continued expansion of the County, and in support of the general need for maintenance, repair,
replacement, operational, and capital improvements projects, PUD recommends allowing future purchases under
single-source Waivers for the purchase of specialized proprietary equipment and services from Evoqua, Fluid
Controls Specialties, Rexel USA, TriNova, and Xylem as needed to construct, repair, and maintain water and
wastewater treatment facilities to maintain compliance and meet customer demand. This equipment requires regular
maintenance to sustain 24/7 operations, meet customer demand, and stay in compliance with all regulatory agency
requirements. These specific items are required because they are proprietary in nature and cannot be directly
replaced with an alternate product and require the Board’s approval to purchase them under a single source waiver.
Further, processes and structures are tailored to a product’s physical configuration, treatment capacity, and
efficiency, which prevents alternate products from being installed without significant rework. Attachment 1
contains the Waiver Request forms with the single-source letters for those products and services, which, as to each,
includes the purpose, explanation, market research, and manufacturing relevant to acquiring those specialty items
and services.
Note, there are two separate Fluid Control Specialties waiver requests - one which covers the previous
standardization approval from July 10, 2018 for Rotork valve actuators, replacement parts, and repair services as
presented herein; and the second companion waiver request (Accela #26427) which covers Emerson, Rosemount,
Rosemount Analytical, AMS TREX, and Micromotions products. Separate contract file tracking mechanisms will
be established with Procurement in SAP to delineate the $100,000 for Rotork and the $100,000 for Emerson,
Rosemount, Rosemount Analytical, AMS TREX, and Micromotions products.
In accordance with Section Eleven, subparagraph 11 of the Collier County Procurement Ordinance, as amended,
staff requests that the Board find that it is in the best interest of the County to waive competition and allow
procurement of the requested products and services required to meet the PUD’s operational needs.
Waiver annual amount not to exceed by manufacturer and authorized vendor is summarized in the fiscal section.
Increases to the annual amount not to exceed from previous Board approvals are due to supply chain challenges,
raw material & chemical cost increases, new plant expansions coming on-line within the waiver request time frame,
and expansion of utility operational maintenance, repair, rehabilitation and capital improvement programs.
Staff is requesting approval to purchase from the authorized vendors listed above for Fiscal Year 24 from October
1, 2023, through September 30, 2024, as an opportunity to pursue utilization of piggyback contracts, competitively
bid, or negotiate contracts to include but not be limited to availability, warranty, pricing schedules, and cost
increases. County staff will continue to utilize piggyback contracts as available
FISCAL IMPACT: Funds are available in the Collier County Water-Sewer District Operating Fund (4008), the
Water User Fee Fund (4012), and Wastewater User Fee Fund (4014). As the utility system ages, the quantity of
materials purchased will vary depending on the actual repair/replacement needs.
The attached single source waivers quantify the annual not to exceed purchase amounts as follows:

Donna,
Normally the PO’s come to us and Heyward is our contracted Rep firm in Florida. So to answer the
question PO’s normally come directly to Evoqua.
Hope you all are safe down there with the storms. Please let me know if you need anything else.

Allen Bradley-Rockwell Motor Control Center (MCC), Variable Frequency Drive (VFD), Programmable
Logic Controller (PLC), PLC I/O Cards, Fiber Optic SFP Modules, Network Switches, Un-interruptable
Power Supply (UPS)-DIN Rail, Power Supplies (120VAC and under), breakers, interface components,
software, and Services. Eaton (Cutler Hammer) Motor Control Center (MCC) and components,
Variable Frequency Drive (VFD), Breakers, and replacement parts and services. This equipment is
utilized for electrical power distribution to equipment and supervisory control and data acquisition
(SCADA) systems that are utilized in the water and waste water processes.
MCCs and VFDs have to be configured to become operational via the SCADA system. Each MCC and VFDs
manufacture has its own way to configure their particular MCC and VFDs. Collier has extensive experience with
these brands and how to configure their equipment as well as integrate the equipment into the PLC. Similarly, MCCs
and VFDs are now coming with smart interfaces and IPs to allow for integration via Ethernet/IP to the PLC. PLCs
use a specific programming language that is proprietary to the manufacturer. The county has been using these
brands for over 25 years. This equates to countless hours of training time and familiarity of the programming
language used in their PLCs. Keeping the PLCs consistent and standard across the county helps continue the
reliability and up time for our utilities that our customers have grown accustom to. If other types of PLCs were
introduced into the county, another programming language would have to be learned and supported by operations.
By continuing with the referenced equipment that operate, control, monitor and maintain all critical operating systems
for all water and wastewater processes, the PUD is ensuring a continued, compliant and sustainable operation.

How was the decision made to use this vendor? Describe in detail if a formal standardization process was performed via
Procurement or if there is a historical precedence established for the use of the product, please explain purchase, and use history and the
current level of County investment in the product.
Explain why it is in the County’s best interest to use this product/service rather than issuing a competitive solicitation: What are

Will this purchase obligate us to future ancillary products or services? Either in terms of maintenance or standardization.
Yes No
If yes, explain what types:
For over 25 years, the Public Utilities Department has been using these brands of products. It currently uses more than 2 MCCs,
120+ VFDs, and 200+ PLCs supplied by these brands to control its water, wastewater, reuse water, and solid waste processes
through the County’s Supervisory Control and Data Acquisition (SCADA) System. These electrical devices are critical for
maintaining compliance and meeting customer demand. The devices are highly technical, requiring investment in infrastructure,
systems, spare parts, and training. The performance and reliability of this equipment has been at or above industry standards.
Additionally, Allen-Bradley/Rockwell Automation brand is included in the County Approved Products List (Appendix F) in the Board
Approved Collier County Water-Sewer District Utility Standards Manual under Ordinance 2018-36 (BCC meeting July 10, 2018,
items 17.D and 17.E).
Changing to a different equipment manufacturer would not be cost effective. To change to a different
product would increase man hours to rewire and reconfigure many of the programs currently integrated
with our SCADA operations. Including purchasing additional technology, training staff to reprogram and
install the new technology, and update regulated Standard Operating Procedures manual.
Since 2008 the County has spent approximately eleven million dollars on the equipment referenced.
This equipment is the most efficient and cost effective solution available to provide a compliant SCADA
system to support the existing level of service requirement. Spending with these vendors is expected to
increase as the county is growing, adding plants to the water/wastewater systems as well as expanding
the current plants which is increasing the equipment we utilize.

Re: Rockwell Automation Authorized Allen-Bradley Distributors
Rockwell Automation extends and enhances its own significant automation capabilities by
partnering with a network of authorized distributors. Some of the many benefits that customers
enjoy working with their local authorized Allen-Bradley distributor include:
Access to local distributor inventory (including spares and replacement parts)
Technical assistance from local distributor product specialists
A knowledgeable staff that has access to factory training
Rockwell Automation support of local distributor activities
REXEL USA INC – Naples is the only distributor authorized by Rockwell Automation to sell Allen-
Bradley and Rockwell Software products, along with related services; including technical support
contracts as well as training, in the geographic area in which your facility is located. As a matter of
Company policy, Rockwell Automation only provides product and sales support to the local
authorized distributor, and it is our practice and policy to always promote and recommend that
customers buy from their local authorized Allen-Bradley / Rockwell Automation distributor.
Rockwell Automation discourages purchasing from non-authorized sources, including distributors
who may hold an Allen-Bradley appointment in another area.
If you purchase Allen-Bradley / Rockwell Automation products from an unauthorized source, you
may not receive the latest version. The latest version of Allen-Bradley products, along with related
factory product services, only is available through your local authorized Allen-Bradley / Rockwell
Automation distributor.
Also, products that are not purchased directly from Rockwell Automation or its local authorized
distributor may not be covered by a manufacturer’s warranty. Rockwell Automation’s standard

manufacturer’s warranty covers new Allen-Bradley products for a period of one year from the date
of Rockwell Automation’s or its authorized Allen-Bradley distributor’s invoice to the customer.
As a result, there is no assurance that products sourced from unauthorized parties will carry a valid
and unexpired manufacturer’s warranty. Customers purchasing products from unauthorized
sources should not assume that they will receive any rights under any Rockwell Automation factory
warranty. Only an authorized Allen-Bradley distributor may offer access to factory warranty
coverage on Allen-Bradley products.
We recognize that price can be an important consideration in any purchasing decision; however, it
also is important that customers understand what they are getting for that price (or in the case of
purchases from an unauthorized source, what they are not getting). Rockwell Automation firmly
believes that the best customer value in the long-run is achieved by dealing with the local
authorized Allen-Bradley distributor.

Rotork valve actuators, replacement parts and repair services.
These valve actuators are connected to the Collier County’s (the County) Supervisory Control and Data
Acquisition (SCADA) System. The actuator provides protection for equipment that may be located
where the surrounding atmosphere may produce an explosive gas or dust mixture or located in an area
of potential flooding.
To ensure that Collier County Water and Wastewater Divisions comply with all applicable, State and Federal codes,
laws, regulations, standards, policies and operating permits. Multiple Rotork valve actuators products are installed
throughout the Water, Wastewater, and IQ distribution systems. These valve actuators are connected to the Collier
County’s (the County) Supervisory Control and Data Acquisition (SCADA) System. The devices are highly technical,
requiring investment in infrastructure, systems, spare parts, and training. The performance and reliability of this
equipment has been above industry standards. The benefits of these actuators include a double-sealed enclosure,
non-intrusive infra-red commissioning, datalogging, and predictive maintenance capabilities. The actuator features
provide protection levels required for equipment that may be located where the surrounding atmosphere may produce
an explosive gas or dust mixture or located in an area of potential flooding. These actuators are cost-effective to
operate and maintain, and meet the highest standards for property loss prevention and safety. The predictive
maintenance capability gives the ability to first predict when actuator failure could occur (based on certain factors),
followed by preventing the failure through regularly scheduled and corrective maintenance.

If yes, explain what types:
The SCADA and operational systems were designed around these specific devices. Switching to other
manufactures could cause compatibility or interface problems, piping, and wiring modifications, costing
the County millions. The County has spent over one million dollars on these products since 2006.
Additionally, Rotork brand is included in the County Approved Products List (Appendix F) in the Board
Approved Collier County Water-Sewer District Utility Standards Manual under Ordinance 2018-36 (BCC
meeting July 10, 2018, items 17.D and 17.E).
These products have been proven reliable to withstand the harsh environment they are in. Maintaining
the current investment is in the best interest of the County. To switch products to a different vendor
would require redesign, training staff, new integration into the SCADA system, significant downtime and
risk of health and safety to the community. Additionally, Rotork brand is included in the County
Approved Products List (Appendix F) in the Board Approved Collier County Water-Sewer District Utility
Standards Manual under Ordinance 2018-36 (BCC meeting July 10, 2018, items 17.D and 17.E).
As the equipment listed is the most suitable and cost-effective for our individual application, a
side-by-side competitive bid is not practical as other units would not be a direct fit to our current system.
Additional costs to prepare multiple designs would be required. The additional capital cost of utilizing
other units is estimated to be $1-2 million. The County has spent over one million dollars on these
products since 2006.

Market research was completed by Public Utilities Department over the past year and included a variety
of sources. This brand offers solutions that other manufacturers do not offer. Staff cannot justify the
expense and risks associated with switching vendors.
Market research indicated that other utilities within Florida have deemed Rotork as a single source
through Fluid Controls Specialties.

How was the decision made to use this vendor? Describe in detail if a formal standardization process was performed via
Procurement or if there is a historical precedence established for the use of the product, please explain purchase, and use history and the

Explain why it is in the County’s best interest to use this product/service rather than issuing a competitive solicitation: What are

another brand/vendor were used?

Will this purchase obligate us to future ancillary products or services? Either in terms of maintenance or standardization.
Yes No
If yes, explain what types:
EH electromagnetic flow meters are a unique product and County has had excellent experience with them. EH flow meters are Ethernet ready and can plug into the County
SCADA wide area network without a conversion device to convert from analog to digital. A few other meters claim to be Ethernet ready, but they use internal conversion
modules to accomplish this. In addition, the County standard programmable logic controllers (PLCs) are manufactured by Rockwell. EH has a partnership with Rockwell that
makes integration of these meters with the Rockwell PLCs seamless. This seamless integration avoids the need for County staff to do additional programming to
accommodate the meters. There are several other electromagnetic meters traditionally used in wastewater applications (e.g. Badger and Rosemount)that accomplish the
measurement function as well as the EH meters. However, the Badger and Rosemount meters lack the full Ethernet compatibility and the ability to seamlessly integrate with
County Rockwell PLCs. EH Analyzers and Transmitters are a unique product and County has had excellent experience with them. EH Analyzers are easily integrated into the
County SCADA wide area network without a conversion device to convert from analog to digital.
Additionally, Endress+Hauser brand is included in the County Approved Products List (Appendix F) in the Board Approved Collier County Water-Sewer District Utility
Standards Manual under Ordinance 2018-36 (BCC meeting July 10, 2018, items 17.D and 17.E).
Prominent has over 60 yrs of experience in the design and manufacture of chemical pumps and analyzers. Prominent has been shown to be a world market leader in the
field and the County has seen the equipment to be reliable and accurate. Prominenet Fluid Controls has appointed TriNova Inc as the authorized representative for the
municipal market. This includes direct sales to local, county, and state governments throughout the State of Florida.
The County has spent over $2M with TriNova since 2013.
Standardizing with the referenced EH equipment has allowed for better utilization of time and optimized resources. The
Wastewater Division has purchased and tested many different makes and models of flow meters and determined that
Endress + Hauser products are dependable, reliable and rugged and can withstand deterioration from highly corrosive
chemicals and sewage. The large benefit with how this meter integrates into the County’s PLCs allows for advanced
metering and saves time and money is another reason why this is the best value for the advanced capabilities that come
with it.
Switching to other manufacturers vs. the ProMinent products would cause compatibility and interface issues including
piping, wiring, and space requirements. Changing to a different Vendor would require extensive and expensive
equipment modifications. Operators and technicians have been trained on the operation and repair of these units,
changing to a different equipment would require extensive training requirements.
TriNova is the sole provider for both of these companies products in the State of Florida.
The SCADA and operational systems were designed and engineered around these specific devices.
Switching to other manufactures could cause compatibility or interface problems, piping, and wiring
modifications, costing the County millions, failure to comply with existing operating permits and
requirements, as well as a potential health threat to our Community.
Replacement parts, equipment, maintenance items and services.
