EXECUTIVE SUMMARY
Recommendation to discuss and consider options for potential budget and millage reductions to the
Tentative Budgets for FY 2023-24.
OBJECTIVE: That the Board of County Commissioners discuss and consider options for potential budget and
millage reductions to the Tentative Budgets for FY 2023-24.
CONSIDERATIONS: The budget process consists of activities that involve the development, implementation, and
evaluation of a plan for provision of services and capital assets. The Collier County budget process is part of an
overall policy framework that guides the services and functions of the County. The budget serves a key role in that
policy framework by allocating financial resources to the programs which implement the County's overall strategic
vision and policies.
To assist the Board in making informed decisions staff develops an annual budget policy that discusses the budget
process and identifies key budget controls, responsibilities, requirements, and expectations. Fiscal year 2024
budget policy was approved by the Board on March 14, 2023. Based upon this guidance, staff presented for review
and consideration the proposed FY 2023-24 budget which was the subject of workshop discussions on June 15,
2023.
Following discussions on the proposed FY 2023-24 budget in June, the Property Appraiser updated preliminary
June taxable value numbers with July certified taxable values. At the Board meeting of July 11, 2023, the Board
adopted the required resolution establishing proposed millage rates as the maximum property tax rates to be levied
in FY 2023-24 and reaffirmed the September public hearing dates for the budget approval process. Conforming to
TRIM procedures,the Board received its tentative FY 2023-24 budget on July 14,2023.
The first of two Advertised Public Hearings on the FY 2023-24 budget was held on Thursday, September 7, 2023.
At that meeting the Board directed staff to add an item to the September 12, 2023, regular Board agenda to discuss
and consider options for potential budget and millage reductions to the FY 2023-24 Tentative Budget. Specifically,
the Board directed staff to:
1. Identify those budget elements included in the FY 2023-24 Tentative Budget that are above the guidelines
established in the Board's budget policy adopted on March 14,2023.
2. Provide potential budget or millage rate reductions to the FY 2023-24 Tentative Budget.
A press release and social media posting advising the public of this addition to the Board's agenda was provided on
Friday, September 8,2023.
FISCAL IMPACT: Any Board approved budget and millage rate reductions to the Tentative Budget will be
presented for adoption at the second and final Advertised Public Hearing on the FY 2024 budget. The final
Advertised Public Hearing is scheduled for Thursday,September 21,2023,at 5:05 PM.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney,raises no legal issues at this
time and requires majority vote for any direction. Note that any direction given will be non-binding to the millage
that is ultimately set by the Board at its September 21"second Budget Hearing. -JAK
RECOMMENDATION: That the Board provide direction on budget and millage rate reductions to be made to
the FY 2023-24 Tentative Budget.
