EXECUTIVE SUMMARY
This item requires that Commission members provide ex-parte disclosure. Should a hearing be held on this
item, all participants are required to be sworn in. Recommendation to adopt a resolution amending
Resolution Number 2023-119, which expanded the boundary of the Town of Ave Maria Stewardship
Receiving Area to correct a scrivener’s error on page one of the Executive Summary adopted as part of the
Town Plan; and providing for an effective date. The subject property consisting of 5,928 acres is located
north of Oil Well Road and west of Camp Keais Road in Sections 31 through 33, Township 47 South, Range
29 East, and Sections 4 through 9 and 16 through 18, Township 48 South, Range 29 East in Collier County,

OBJECTIVE: Correct a Scrivener’s Error in Resolution Number 2023-119 relating to the Town of Ave Maria
Stewardship Receiving Area (SRA).
CONSIDERATIONS: On June 13, 2023, the BCC approved Resolution Number 2023-119 (see Attachment B-
Resolution Number 2023-119) which allowed the addition of land and revising land uses in Table 1, Ave Maria
Land Use. (Please see Exhibit C: Table 1 Ave Maria Land Use.) The purpose of this Scrivener’s Error to
Resolution Number 2023-119 is to correct an inadvertent omission of updates to the Ave Maria SRA Executive
Summary (Please see Exhibit D: Revisions to Executive Summary) to make it consistent with the adopted revisions
to Table 1 Ave Maria Land Use.
FISCAL IMPACT: It should be noted that this amendment is only to correct an inadvertent omission of updates
to Executive Summary page 1 of Resolution Number 2023-119. Therefore, this change by and of itself will have
no fiscal impact on the County.
GROWTH MANAGEMENT IMPACT: The original petition was reviewed for consistency and was found to be
consistent with all the applicable provisions of the Growth Management Plan. This Scrivener’s Error is only to
revise the Ave Maria SRA Executive Summary for consistency with the BCC-approved revisions to Table 1 Ave
Maria Land Use.
LEGAL CONSIDERATIONS: The proposed ordinance amendment will correct the record to reflect a prior
Board action. This item is approved as to form and legality, and it requires a majority vote for approval. (HFAC)
RECOMMENDATION: To adopt the proposed resolution to correct the Scrivener’s Error in Resolution Number
2023-119.

COMMISSIONERS OF COLLIER COUNTY, FLORIDA
AMENDING RESOLUTION NO. 2023-119, WHICH EXPANDED
THE BOUNDARY OF THE TOWN OF AVE MARIA
STEWARDSHIP RECEIVING AREA, TO CORRECT A
SCRIVENER’S ERROR ON PAGE ONE OF THE EXECUTIVE
SUMMARY ADOPTED AS PART OF THE TOWN PLAN; AND
PROVIDING FOR AN EFFECTIVE DATE. THE SUBJECT
PROPERTY CONSISTING OF 5928 ACRES IS LOCATED NORTH
OF OIL WELL ROAD AND WEST OF CAMP KEAIS ROAD IN
SECTIONS 31 THROUGH 33, TOWNSHIP 47 SOUTH, RANGE 29
EAST AND SECTIONS 4 THROUGH 9 AND 16 THROUGH 18,
TOWNSHIP 48 SOUTH, RANGE 29 EAST IN COLLIER COUNTY,

WHEREAS, on June 13, 2023, the Board of County Commissioners adopted Resolution
No. 2023-119, which expanded the boundary of the Town of Ave Maria Stewardship Receiving
Area by approximately 901 acres; and
WHEREAS, Planning Staff has determined that the maximum gross leasable area for
some of the uses in the Executive Summary to the Town Plan were not updated to match the
revisions to Table 1 Ave Maria Land Use on page 2 of the Introduction to the Town Plan and to
the Town of Ave Maria Land Use Summary attached to the Credit Agreement, which constitutes
a scrivener’s error.
NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA that Resolution No. 2023-119,
relating to the Town of Ave Maria Stewardship Receiving Area, is hereby amended by replacing
Pages 1-2 of the Executive Summary attached as Exhibit D to Resolution No. 2023-119, with the
revised Pages 1-2 attached herewith as Exhibit D.
This Resolution shall become effective upon filing with the Department of State.

Executive Summary
This Stewardship Receiving Area (SRA) Designation Application for Ave Maria is filed on behalf of Ave Maria
Development, LLLP. Ave Maria will consist of Ave Maria University and The Town of Ave Maria. The
cornerstone of Ave Maria will be the University, the first major Catholic university to be established in the
United States in more than 40 years. The town area of Ave Maria is designed as a compact, walkable
community around a town core which will contain as its landmark, an Oratory of distinctive architecture. In
addition, there will be distinctive residential neighborhoods offering a variety of housing types and lifestyles.
This SRA Designation Application, consists of 5027 5928 acres, 955 846+/- acres of which are dedicated to
the University and 4072 5082 acres to the Town, including 72 152 acres for public use (47.7 acres of public
school sites, 3.2 acres for fire station, 47 acres for Services District, and 23.8 54.6 acres in excess of
requirement for community parks).
Ave Maria University will support 6,000 students, and contains academic and administration buildings,
student and administration housing, recreation, sports, and support facilities.
The Town will contain a maximum of 11,000 dwelling units in a mix of residential unit types in the Town
Center, and Neighborhood General context zones.
Uses that provide the mix of services to, and are supportive of, the residents of The Town of Ave Maria and
university will be mainly located in the Town Core and Town Centers. The Town Core, Town Centers, and
Neighborhood Centers will provide a maximum of 690,000 1,078,943 square feet of gross leasable
retail/service goods and services, 510,000 square feet of gross leasable office, 35,000 square feet of medical
facilities, 350,000 184,000 square feet of gross civic, governmental, and institutional uses, 600,000 711,000
square feet of light industrial/warehousing, 40,400 square feet of mini-warehouse and 400 300 hotel rooms.
In addition, the town will provide public school sites, parks, golf courses, and other open space uses, while
Ave Marie University will provide, in addition to the above facilities, private K-8 and high school.
The maximum total daily trip generation for the SRA shall not exceed 4,320 two-way PM peak hour net
external trips based on the use codes in the Institute of Transportation Engineers Trip Generation Manual in
effect at the time of application for SDP/SDPA or subdivision plat approval.
There are few undisturbed native vegetation areas within Ave Maria, and all vegetated areas are subject to
ditches, berms, etc. Extensive areas of exotic monocultures (Brazilian pepper) exist across the site. The
predominant agricultural land use is evidenced by the absence of any lands which score higher than 1.2 on
the Natural Resources Index Map. The Natural Resources Index Assessment quantifies the acreage by land
use and demonstrates consistency with the Suitability Criteria, as is seen from the open space percentages
and the Applicant's commitment to provide access to Ave Maria from Oil Well Road and Camp Keais Road.

Town, and demonstrates that the Town consumes 28,658.4 36,098.4 Stewardship Credits. The Impact
Assessment Report and Economic Assessment Report demonstrate the self-sufficiency of Ave Maria as
related to impacted County facilities. This Application contains the Ave Maria Town Plan (SRA Development
Document) and Master Plan that set forth the allowable land uses and design standards for Ave Maria.
Ave Maria constitutes a Development of Regional Impact (DRI) pursuant to Chapter 380.06, Florida
Statutes. An Application for Development Approval (ADA) has been filed and is currently under review.
