EXECUTIVE SUMMARY
Recommendation to approve an after-the-fact payment in the total amount of $19,250 to Benevate, Inc.,
d/b/a Neighborly Software for a grant management software implementation, administration, hosting
services, and five subscription licenses through October 31, 2023, for the Hurricane Ian Insurance
Deductible program and online application portal supporting the State Housing Initiative Partnership
Disaster Assistance grant award that was not properly processed as an Amendment to Agreement No. 19-
002-WV as required by the Procurement Ordinance.
OBJECTIVE: To approve an after-the-fact payment in the amount of $19,250 to Benevate, Inc., (“Benevate”) for
a grant management software implementation, administration, hosting services, and five subscription licenses for
the Hurricane Ian Insurance Deductible program and online application portal supporting the State Housing
Initiative Partnership Disaster Assistance grant award.
CONSIDERATIONS: Collier County Community and Human Services Division (“CHS”) administers numerous
federal and State grant programs with hundreds of applicants, and many subrecipients. Benevate is the producer and
sole source vendor of the Neighborly Software’s Economic and Community Development hosted software used by
the County.
On October 15, 2018, the County entered into Agreement No. 19-002-WV with Benevate for a grant management
software program - Neighborly. The initial implementation of the system has been completed, and staff is using the
software program to manage the majority of CHS's federal and State grant programs, including those for direct
assistance. The vendor's services include implementation, hosting software, and an online portal for enrollment,
qualification, administration, monitoring, and reporting of federal and State grant programs.
On November 8, 2022 (Agenda Item No. 11.N), the Board accepted the State Housing Initiative Partnership
Disaster Assistance award to assist eligible Collier County households that sustained damage as a result of
Hurricane Ian to pay for their insurance deductibles. Due to the urgency of the Hurricane Ian recovery efforts, staff
obtained pricing from Benevate for program implementation services for the Hurricane Ian Insurance Deductible
Program and Hosting fee for the associated online portal for applications but did not memorialize the acquisition
through an amendment to the agreement as required by Collier County Procurement Ordinance No. 2017 -08, as
amended, to be able to increase the agreement amount by $19,250 to support the application portal development
and services and five subscription licenses. This after-the-fact approval is requested because staff should have
processed a contract amendment prior to authorizing the commencement of these additional services.
Due to the need to quickly develop an application to deploy funds to residents following Hurricane Ian, staff did not
timely complete the necessary contract amendment, which was required to be able to increase the contracted
amount by $19,250 to support the application portal development and services and five subscription licenses.
Additionally, a purchase order was not properly opened prior to authorization for this expenditure or
commencement of services.
Staff recommends approval of an after-the-fact payment to Benevate, Inc., for the Hurricane Ian Insurance Disaster
Recovery program and five subscription licenses through October 31, 2023, in the total amount of $19,250 to
continue operations of this grant management system program, which is in the best interes t of the County and its
residents.
Staff is exploring amending Agreement No. 19-002-WV to extend it through its current October 2023 expiration
date to ensure that the Insurance Deductible program and portal subscription is properly included in the offered
services.
FISCAL IMPACT: Funding for this purchase is currently available within the Collier Co Seniors Fund 1806,
CCAP Project (33699) in the amount of $19,250.
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan with this Executi ve
Summary.

CHS will be purchasing a dedicated computer server and twenty (20) additional user licenses to
manage Federal and State grants, and housing programs through the Benevate, Inc. d/b/a Neighborly
(Neighborly) Software system.
Collier County CHS administers multiple grant and housing programs with thousands of clients,
hundreds of applicants, dozens of contracts and partners/subrecipients, and requiring
as many as 20 years of follow-up monitoring. For over a decade, Collier reviewed the availability of
technology solutions and there has been a dearth of available products. What was available were stand
alone solutions for one part of the process, for example applications or inspections, but not a life cycle
system that could manage the differences in each program type. Implementation of a life cycle system
for grant management is essential to Collier County to streamline grant operations, increase timeliness
and accuracy, ensure consistency and accountability, reduce time and effort on no value activities,
create an electronic permanent record, and allow for simple and accurate reporting and dashboard
management view of essential activities. Working on spreadsheets is prone to error, and lacks essential
process controls. This software program is essential to ongoing processes of Federal, State and local
grant management in addition to supporting the CARES Act and U S Treasury Emergency Rental
Assistance (ERA)program activities.

This software automates the enrollment, qualification, administration and reporting for the Collier County

Enables Collier to originate, and administer deferred, forgivable and amortizing loans. Software allows
for an on line portal that allows sub-recipients to apply for grant funding, submit monthly
accomplishment reports and make draw requests.
Enables contractors to bid on construction projects, update their insurance/license information and
make draw requests.
Enables 3rd party housing inspectors and partners to administer programs on behalf of Collier County.

As CHS has attended industry conferences over the last few years we have become exposed to
additional software solutions, and networked with other community development and housing
organizations to learn of their experience. CHS has reviewed the functions available with several
systems (Elation, ZoomGrants, CDM, and Neighborly Software). Please see the attached chart for a
summary of the requirements and capabilities of these systems.
CHS is currently using the software system and the overriding benefit we see with this system is its
ability to cover all of our programs for grants and housing, be they state, federal, or local programs. One
location for all of our programs is a huge benefit in and of itself in terms of maintenance, training,
consistency, etc.
CHS has reviewed the functions available with several systems (Elation, ZoomGrants, CDM, and
Neighborly Software). In order for CHS to administer multiple grant and housing programs we would
need to contract with three different software vendors to accomplish what Neighborly Software is able to
do. The purchase of Neighborly Software has been a cost savings for the County. The pricing has not
change in the past two years.

In addition to the answer to "decision" above, additional research has been conducted this month. Neighborly has
become a leader in grant management software in the Country. Many Counties in the State of Florida are
managing grant program using this system. When searching the internet for "grant management" systems what
one finds are primarily systems for not for profits or others seeking funding, and the systems provide them a
method for managing grants they receive. These are not applicable to our situation. Also, research for community
development systems often returns results for systems that would be used by our GMD for permitting, inspecting,
similar. Some information has been added to the attachment that shows a comparison of the top contenders.

THIRD AMENDMENT TO AGREEMENT #19-002-WV
FOR
GRANT MANAGEMENT SOFTWARE
THIS AMENDMENT, made and entered into on this 14th day of July 2020, by and between Benevate,
Inc. (the "Contractor") and Collier County, a political subdivision of the State of Florida, (the "County" or
Customer"):
WHEREAS, on October 15, 2018, the County entered into a SAAS Services Agreement with
Contractor for the purchase of a hosted software for the enrollment, qualification, administration and reporting of
federal and state grant programs with a one-time implementation fee of $6,000 and annual hosting, maintenance
and support fee of $33,000; and
WHEREAS, on February 17, 2020, the County administratively approved the First Amendment to the
Agreement to include additional grant programs, add ten (10) additional user licenses and increase annual hosting,
maintenance and support fee to $49,800; and
WHEREAS, on June 9, 2020 (Agenda Item No. 16.D.9), the County approved the Second Amendment
to the Agreement to: include seven (7) additional Administrative Licenses at an additional cost of $6,300 and
replace Affordable Housing Density Bonus Program with Asset Management Program, and revise the expenditure
threshold language found under Section 11. Supplemental Terms and Conditions to require Collier County Board
of County Commissioners approval of expenditures exceeding $50,000; and
WHEREAS, in response to the COVID-19 crisis, grant funding is now available for Collier
County residents and small businesses but to administer the funding, staff seeks to further amend the Agreement
to add two additional Programs: (1) the Rental/Mortgage/Utility Assistance Program, and (2) Micro-
Enterprise/Small Business Development Program; one which will the replace existing Homeless Grant
Management (ESG) Program, increase the number of Administrator Licenses, and increase annual Hosting,
Maintenance and Support fee by $6,300.
NOW, THEREFORE, in consideration of the mutual promises and covenants herein contained, it is
agreed by the parties to amend the Agreement, as follows:
1. A one-time implementation and configuration fee of $8,000 of Micro- Enterprise/Small Business Program
and Rental/Mortgage/Utility Assistance Program ($1,500/each) and two months of Database Servicer
Capacity' for CARES Act ($2,500 per month) is added to the Agreement, as reflected in the below changes
to Exhibit "A."
2. Effective upon execution of this Third Amendment, the Hosting, Maintenance and Support fee will
increase to $62,400/annually, as reflected in the below changes to Exhibit `B."
3. The below attached Third Amendment Pricing Proposal is hereby incorporated into the Agreement
4. Except as modified through this Amendment, all other terms and conditions of the Agreement shall remain
the same.

THIS AMENDMENT, is made and entered into on this 13th day of October 2020, by and
between Benevate, Inc. (the "Contractor") and Collier County, a political subdivision of the State of

contained, it is agreed by the Parties to further amend the Agreement as follows:
1. Amend Exhibit D, Service Fee, to include additional Licenses, and a one-time implementation
fee as reflected on the attached Pricing Proposal dated September 30, 2020.
2. Except as modified through this Amendment, all other terms and conditions of the Agreement
shall remain the same.

includes: Rental, Mortgage and Business programs; purchase of a dedicated computer server to support
the programs, and an addition of 20 additional user licenses dedicated to the ERAP program.
NOW, THEREFORE, in consideration of the mutual promises and covenants herein
contained, it is agreed by the Parties to further amend the Agreement as follows:
1. Amend Exhibit D, Service Fee, to include the purchase of additional programs to support the
U.S. Treasury Emergency Rental Assistance Program (ERAP) and the Collier Assistance
