V Accepts Declines to serve as the coordinatino unit of government for the Florida Department of
Law Enforcement's Edward Byrne Memorial Justice Assistance Grant (JAG)Countywide Program.
I understand, for the purposes of the JAG Countywide Program, the county can only request and approve
applications for eligible subrecipients. In order to meet eligibility requirements, the county, and each
organization or agency identified through the 51% planning process kas provided by Florida Administrative
Code. Chapter 11D-9.002), must be able to document compliance with the following requirements prior to
receiving a subaward:

BACKGROUND OF REQUEST/PROBLEM:

CCSO was notified that FY 2022 Edward Byrne Memorial Justice Assistance Grant (JAG)
Countywide Program funding of $139, 516 was allocated to Collier County by the Florida
Department of Law Enforcement. The BCC has been approving the Sheriff to participate
in this program for over 25 years. The first step in the process is to have the County
act as the coordinating agency per the Certificate of Participation form. A grant
application will be submitted. This request is to:
1. Seek appointment of the Collier County Commission as the coordinating unit of
government for fiscal year FY 2022 Edward Byrne Memorial, Justice Assistance
Grant (JAG) Countywide Program funds and execute the Certification of
Participation. ,
2. Approve the Sheriff as the chief official applicant; the CCSO Finance Director
as the grants' chief financial manager, and the CCSO General Accounting Manager
(Grants) as the grants' contact person.
3. Approve the Sheriff's Office FY 2022 Justice Assistance Grant (JAG) Countywide
Program application when completed.
4. Approve acceptance of awards and associated budget documents.

EXECUTIVE SUMMARY
Recommend that the Board of County Commissioners serve as the local coordinating unit of
government for the Florida Department of Law Enforcement's Federal Fiscal Year 2022 Edward
Byrne Memorial, Justice Assistance Grant (JAG) Countywide Program and (1) authorize the
Chairman„to execute the Certification of Participation; (2) designate the Sheriff as the official
applicant and the Sheriff's office staff as grant financial and program managers; (3) authorize the
acceptance of the grant if and when awarded;and (4)approve associated budget amendments and
approve the Collier County Sheriff's Office to receive and expend-the grant funds.
OBJECTIVE: To seek appointment of the Collier County Commission as the local coordinating unit for
Federal Fiscal Year 20221Edward Byrne Memorial,Justice Assistance Grant(JAG)Countywide Program
and (1) authorize the Chairman to execute the Certification of Participation; (2)designate the Sheriff as
the official applicant and'the Sheriff's office staff as grant financial and program managers; (3)authorize
the acceptance of the grant if and when awarded; and (4) approve associated budget amendments and
approve the Collier County Sheriff's Office to receive and expend the grant funds.
CONSIDERATIONS: ;The Collier County Commission has participated in Edward Byrne Memorial
JAG projects for over 25 years. Federal Fiscal Year(FEY)2022 JAG Countywide Program allocation for
Collier County is $139,516.Board approval is needed for the Collier County Commission to continue in
the capacity of local coordinating agency.
The Sheriff's Office will prepare a grant application to utilize the$139,516 JAG Countywide allocation to
continue Law Enforcement Programs.
Board approval is needed to complete the process.
FISCAL IMPACT: The U.S.Department of Justice will provide$139,516 in JAG grant funds. There is
no local match requirement.
GROWTH MANAGEMENT: There are no Growth Management Plan impacts resulting from this
grant.
LEGAL CONSIDERATIONS:
RECOMMENDATION: That the Board of County Commissioners serve as the local coordinating unit
