Agenda 08/22/2023 Item #16F 2 (Approve Collier County State Appropriations Project request to be part of the Board's State and Federal Legislative and Administrative Priorities for 2024)08/22/2023 EXECUTIVE SUMMARY Recommendation to approve the proposed Collier County State Appropriations Project Requests to be part of the Board’s State and Federal Legislative and Administrative Priorities for 2024. ______________________________________________________________________________ OBJECTIVE: To approve Collier County’s State Appropriations Project Requests that will be included in the upcoming State and Federal Legislative and Administrative Priorities for 2024. CONSIDERATION: Each year, prior to the Collier County Legislative Delegation Meeting and the convening of the State Legislature in Regular Session, staff prepares a proposed list of State and Federal Legislative and Administrative Priorities for the upcoming year for consideration and subsequent endorsement by the Board of County Commissioners (Board). This year, the Collier County Legislative Delegation is scheduled to conduct its public hearing for local bills and local budget requests on Monday, September 11, 2023, at 9 a.m., in the Board of County Commission Chambers. This is very early in the 2024 legislative cycle and necessitates review and approval of the County’s State Appropriations Project Requests apart from the full State and Federal Legislative and Administrative Priorities that typically are produced in the fall of each year in consultation with our state and federal lobbying teams. Approval of the proposed project funding requests allows the Chair to present these requests on behalf of the Board at the Legislative Delegation Meeting. Project funding requests are produced by our departments based on project phase readiness, sufficient local funding to apply with requested state funds toward that project phase, and the ability to utilize the State appropriation during the fiscal year in which it was requested. FISCAL IMPACT: This executive summary has no immediate fiscal impact. GROWTH MANAGEMENT IMPACT: This executive summary has no immediate growth management impact. Though outpatient benefits are provided to veterans, the construction of these facilities is not provided for via the Veterans Administration State Veterans Home Construction Grant Program as part of a new construction project. President Passidomo has agreed to seek matching funding from the State for the construction of additional square footage for this outpatient services facility. The President may also seek an additional appropriation to supplement the County’s previous $30 million (to be used as the State’s construction match for the skilled nursing portion of the facility) to ensure a 65/35 federal and state construction funding ratio remains applicable to the projected cost of a new VA construction grant application. The County and our lobbying contractors will work to garner support for appropriation requests to advance the project and provide our area veterans with much-needed outpatient therapies and adult day health care in addition to inpatient long-term care skilled nursing services and memory care. Naples Park Public Utilities Renewal Project, 103rd & 104th Avenues - $4.5 million This phase of the Naples Park Public Utilities Renewal Program seeks to replace asbestos cement water mains and clay gravity mains and fire hydrants at the end of useful life, construct a new wastewater pump station, rehabilitate existing wastewater pump stations, and install backflow prevention devices and sewer cleanouts for 400 residents. It will also construct a new stormwater drainage system to improve water quality flow to the Vanderbilt Lagoon tidal system, which is connected to the Cocohatchee River, a waterbody included in the list of “Special Waters” in the Florida Department of Environmental Protection’s “Outstanding Florida Waters” water quality standards program. State Request: $4,500,000 24.3% Local Match: $14,000,000 75.7% 16.F.2.a Packet Pg. 754 Attachment: Appropriations Summary V3 (26316 : State Appropriations Project Requests Approval) West Goodlette-Frank Stormwater Improvements - Phase 2 - $17.9 million The West Goodlette-Frank Road Area Joint Stormwater Sewer Project (WGF Joint Project) is a joint effort between Collier County Stormwater Management and the City of Naples Utilities Department to address historical problems of street and neighborhood flooding along with septic tank and drainfield problems. The project will provide for approximately 1,200 septic conversions. Rehabilitation of 10 miles of stormwater system to improve flood protection and water quality will be completed in comport with the City of Naples’ sanitary sewers and waterline replacement. Design, construction, and restoration costs are shared with the City of Naples. State Request: $17,980,143 70% Local Match: $7,705,775 30% Palm River Public Utility Renewal Project: Areas 3, 5 & 6 - $7.5 million This phase of the Palm River Public Utilities Renewal Program will replace asbestos cement water mains and clay gravity mains and fire hydrants, construct a new wastewater pump station, rehabilitate existing wastewater pump stations, and install backflow prevention devices and sewer cleanouts for 300 residents. This phase will also construct a new stormwater drainage system to improve water quality flow to the Cocohatchee River, waterbody included in the list of “Special Waters” in the Florida Department of Environmental Protection’s “Outstanding Florida Waters” water quality standards program. State Request: $7,525,000 25% Local Match: $22,575,000 75% 16.F.2.a Packet Pg. 755 Attachment: Appropriations Summary V3 (26316 : State Appropriations Project Requests Approval) Golden Gate Water Reclamation Facility - $35 million This project will serve the Economic Innovation Zone of Golden Gate City and is the first phase to provide the foundation for septic to sewer conversions in Golden Gate City. This project will consist of the construction of a 4 MGD water reclamation facility that allows for the future conversion of septic to sewer for approximately 25,000 residents of Golden Gate City. This would represent 80% of septic parcels in the Collier County Sewer District on lots that are less than one acre. Golden Gate City is the major source of freshwater to Naples Bay but also delivers significant loadings of potential pollutants. Naples Bay abuts Rookery Bay, a DEP “Outstanding Florida Water” and exchanges waters with the Gulf of Mexico via Gordon Pass.
