Agenda 08/22/2023 Item #16E 1 (Ratify agreements and authorize budget amendment for the executed Memorandum of Understanding between Collier County EMS for the Public Health Infrastructure)08/22/2023 EXECUTIVE SUMMARY Recommendation to ratify agreements and authorize necessary Budget Amendment for the executed Memorandum of Understandings (MOUs) between Collier County Emergency Medical Service (EMS) for the Public Health Infrastructure to decrease ARP21-06 (Public Health and Safety Operations and Response program) by the amount of $1 million and to increase ARP21-23 (Collier Public Health Infrastructure program) in the amount of $1 million within the Emergency Medical Services Grant Fund for the purcha se of equipment and delivery costs of up to four new ambulances and four light body trucks under the American Rescue Plan Act, Local Fiscal Recovery Fund. OBJECTIVE: To utilize American Rescue Plan Act, State and Local Fiscal Recovery Funds (SLFRF) for the purchase of Emergency Medical Service (EMS) vehicles to provide a high level of service in public health and medical response to residents in Collier County. CONSIDERATION: Since the onset of the global COVID-19 health pandemic, Congress has passed several pieces of legislation that provided funding for states, counties, municipalities, and tribal governments. Congress passed the American Rescue Plan Act of 2021 (ARP) and it was signed into law on March 11, 2021. Included in the legislation was a $350 billion Coronavirus State and Local Fiscal Recovery Fund of which Collier County has received an allocation of $74,762,701. Like the CARES Act, the use of the funds has been directed by the local government body, following US Treasury guidance. Allowable uses outlined in the ARP include: · To respond to the public health emergency or its negative economic impacts, including assistance to households, small businesses, and nonprofits, or aid to impacted industries such as tourism, travel, and hospitality. · To respond to workers performing essential work during the COVID-19 public health emergency by providing premium pay to eligible workers. · For the provision of government services to the extent of the reduction in revenue due to the COVID - 19 public health emergency relative to revenues collected in the most recent full fiscal year prior to the emergency; and · To make necessary investments in water, sewer, or broadband infrastructure. On May 11, 2021, the Board of County Commissioners (“Board”) approved Agenda Item #11J, an “After-the-Fact” agreement submitted to the U.S. Treasury. On March 22, 2022, Agenda Item #16D7, staff submitted Amendment #5 of the Plan to the Board that included acquisition of EMS fleet improvements. On March 28, 2023, the Board approved Agenda Item #16E3 for a necessary Budget Amendment related to Memorandum of Understanding (MOU) ARP21-23 superseding Subrecipient agreement ARP21-19 in the amount of $1,700,000.00, and authorizing the County Manager or designee to sign a Letter of Intent for a non-binding reservation for the purchase of equipment, products, or services under MOU ARP21-23. Funding under this MOU is allocated for the purchase of capital expenditures for Emergency Medical Services. The EMS project provides funding toward the acquisition of much-needed fleet improvements for Collier County EMS. Up to four new ambulances and four light duty trucks that will be added to the EMS fleet to enhance response to medical emergencies throughout the recovery phase of the pandemic. FISCAL IMPACT: Budget Amendments are required to decrease ARP21-06 (Public Health and Safety Operations and Response program) by the amount of $1 million and to increase ARP21 -23 (Collier Public Health Infrastructure program) in the amount of $1 million within the Emergency Medical Services Grant Fund (4053), Project 33848. 16.E.1 Packet Pg. 728 08/22/2023 GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this item.
