Agenda 08/22/2023 Item #16B 5 (Appropriate an additional $2,667 to the Collier Metropolitan Planning Organization budget)08/22/2023 EXECUTIVE SUMMARY Recommendation to appropriate an additional $2,667 to the Collier Metropolitan Planning Organization’s (MPO) annual operating budget for FY 23/24 and authorize the necessary Budget Amendment. OBJECTIVE: To appropriate an additional $2,667 to Collier MPO’s FY 23/24 annual operating budget. CONSIDERATIONS: The Board of County Commissioners previously appropriated Collier MPO’s annual operating budget for FY 23/24 and authorized a budget amendment in the amount of $1,158,974, effecti ve July 1, 2023. Collier MPO’s Unified Planning Work Program (UPWP) was recently amended (Amendment 3) to include an additional $2,667 in planning funds recently awarded to Collier MPO for a total federal funding allocation of $1,161,641 in FY 23/24. UPWP Amendment 3 provides that, in FY 23/24, Collier MPO will receive $811,641 in Federal Planning (PL) funding to conduct transportation planning activities (that must meet Federal/State requirements for urbanized areas with more than 50,000 residents) and Surface Transportation Program - Urban Area (SU) funding in the amount of $350,000, to continue funding the 2050 Long Range Transportation Plan and related planning activities. The funding allocations are included in the biennial FY 2022/23-2023/24 UPWP, which the Collier MPO Board approved on May 13, 2022, and amended on September 9, 2022, October 14, 2022, and May 12, 2023. The Board of County Commissioners appropriates Collier MPO’s annual operating budget and acts as the custodian of Collier MPO’s account, with the Clerk of Courts assisting with the administration of the account. FISCAL IMPACT: A budget amendment is required to recognize the additional grant funding of $2,667 from the Federal Highway Administration Planning Program within MPO Grant Fund (1841), Project 33804, making the new budget total $1,161,641. There is no local match requirement. Funding begins on July 1, 2023 and does not coincide with the County’s budget cycle. 16.B.5 Packet Pg. 588 08/22/2023 LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board approval. -SRT GROWTH MANAGEMENT IMPACT: This request is consistent with Collier County’s Growth Management Plan.
