EXECUTIVE SUMMARY
Recommendation to approve the submittal of the FY23 Program of Projects grant application to the Federal
Transit Administration 49 U.S.C. § 5307/5339 FY23 for grant funds to support the transit system capital and
operating costs in the amount of $4,974,431 through the Transit Award Management System, accept the
award, and authorize any necessary Budget Amendments.
OBJECTIVE: To obtain grant funds for the operations and management of the Collier Area Transit (CAT)
System, including capital projects.
CONSIDERATIONS: Each year the Public Transit & Neighborhood Enhancement (PTNE) Division receives
federal grant funds for the management of the CAT system under Urbanized Area Formula Grant Programs (49
U.S.C. § 5307/5339) to be used predominately for transit capital projects as defined by the Federal Transit
Administration (FTA).
FTA published the annual apportionment formula on January 27th, 2023. Collier County is located within the
Bonita Springs/Naples Census Urbanized Area; therefore, a portion of the 5307 funding is shared with Lee County.
The amount of 5307 funds allocated to the Bonita Springs/Naples Urbanized Area is $4,382,649. The 5307
apportionment designated for CAT is $3,933,690 and $448,959 for Lee County Transit. The 5339 apportionment is
$362,341 and is not shared with Lee County.
Staff prepared the proposed Program of Projects based on Collier's total allocation for 5307 and 5339 funding
$4,296,031. The Program of Projects has gone through the Public Involvement Process, which concluded on June
24t'', 2023. The Public Transit Advisory Committee reviewed and endorsed the program of projects on June 20',
2023.
Proposed projects include:
1. Transit enhancement projects which include the rehabilitation of bus stops and bus wraps
2. Safety and security enhancement that include the installation of badge access and security cameras.
3. Provision of Americans with Disabilities Act (ADA) paratransit services
4. Facility Rehabilitation including roof replacement, facility maintenance, and reconfiguration.
5. Bus Stop improvements including the installation of bus shelters and bus stop seating.
6. Preventative Maintenance of Rolling Stock
7. Operating Assistance which requires fifty percent (50%) local match
8. Electric Charging equipment for support vehicles.

A grant application must be entered into the Transit Award Management System (TrAMS) to utilize these funds.
The application has been prepared and attached for the Board of County Commissioners' (Board) consideration.
The grant requires a twenty percent (20%) match. Collier County received approval from the Florida Department of
Transportation (FDOT) for the use of $886,633 transportation development credits as a soft match for the grant.
The grant application includes $23,700 from auction proceeds for local match. In addition, the grant requires a fifty
percent (50%) match for FTA defined operating assistance.
After review and approval by FTA, the grant award is electronically executed in TrAMS by the Growth
Management Deputy Department Head, who serves as the Board -appointed designee. PTNE and the Office of
Management and Budget (OMB) grants compliance staff will also use the electronic system to manage the project
and submit all required reports.
As noted in the attachment, staff is requesting pre -award authority from the Board to create the required budget
appropriations for the new fiscal year as it is essential for funds to be budgeted in time for the beginning of FY24.
FISCAL IMPACT: Budget amendments are required in FY23 to recognize grant revenue within CAT Grant Fund
(4031) in the amount of $3,933,690 for Project 33871 (Section 5307), $362,341 (Section 5339) for Project 33872,
and to appropriate the surplus proceeds in the amount of $23,700 within the Match Fund (4032), Project 33871.
Collier County has received approval from FDOT for the use of Transportation Development Credits in the amount
of $886,633 as a soft match for the twenty percent (20%) capital match requirement in addition to $23,700 from
auction proceed within Fund (4032).
A cash match of fifty percent (50%) is required for the operating assistance portion of the award and is available
within CAT Match Fund (4032) Reserves in FY24 supported by an annual transfer of General Fund (0001)
Revenue. A budget amendment in FY24 is required within CAT Match Fund (4032), Project 33871 in the amount
of $654,700.
GROWTH MANAGEMENT IMPACT: Transit capital and operations support goals and objectives of the
Transportation Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for
Board approval. -DDP
RECOMMENDATION: To approve the FY23 Program of Projects and authorize the County Manager or
designee to submit a Federal Transit Administration 49 U.S.C. § 5307/5339 FY23 grant application to support the

Application Executive Summary
This application is to request section 5307 funds apportioned to the Bonita Springs/Naples UZA in the
amount of $4,382,649 for FY23. The Collier County portion of the FY23 apportionment is $3,933,690
and the remaining amount of $448,959 is allocated to Lee County. The Collier portion of the FY23
apportionment is identified as STIP number 410146-1 for capital projects and 410146-2 for operating
assistance. STIP pages are attached to this application.
The purpose of this award is to provide funding for a variety of transportation -related projects, including
preventive maintenance for 1 year, operating assistance for 1 year, ADA paratransit services for 1 year,
the replacement of three support vehicles, bus shelter rehabilitation, bus wrap rehab, safety and
security enhancements to facilities, bus stop improvements, and facility rehabilitation. The award will
cover a period of five years, from October 1, 2023 to March 30, 2028.

Funds will be used to cover all eligible preventive maintenance and operating expenses such as the
operation contract expenses and fuel; the procurement of 3 support vehicles and safety and security
equipment; the hiring of 3rd Party Vendors to design, purchase and construct bus stop improvements
and the rehabilitation of the fuel station and administrative facilities, and lastly the hiring of 3rd Party
Vendors to rehabilitate bus wraps and bus stops.
Funding will permit Collier County to meet preventive maintenance standards, continue to provide
operations and comply with its Transit Asset Management (TAM) Plan by extending the life of bus
shelters, replacing support vehicles that have met their useful life and rehabilitation of the fuel station
and administrative facilities, improving safety and security of assets and facility.
Collier County and the riders that rely on its service will benefit from continued services, permitting
workers to get to work and other destinations.
ALI 11.43.09 (114-00 BUS: SUPPORT EQUIP AND FACILITIES) will address both 1 % security and .
75% safety requirement through the purchase and installation of cameras and facility access
equipment.
This application also requests section 5339 Bus and Bus Facilities Formula funds apportioned to the
Bonita Springs/Naples UZA in the amount of $362,341 for FY 23. The apportionment is identified as
STIP number 434030-1. STIP page is attached to this application.
The award will provide funding to rehabilitate the Collier Area Transit administration facility and
purchase and install charging stations for support vehicles. The funds will be used to improve the
functionality and state of good repair of Collier Area Transit facility.
Transportation Development Credits in the amount of $886,633 and $23,700 local funds will be utilized
as the match for the capital grant projects in this grant, the source of the local match is from auction
proceeds. The overall start and end dates are 10/1/2023-03/30/2028. Collier County is not applying an
indirect cost rate to the activities within this application.

In addition to FTAs Buy America Act, which requires that the steel, iron, and manufactured goods used
in an FTA-funded project are produced in the United States (49 U.S.C. 5323(j)(1)), the Build America,
Buy America Act (BABA) (Public Law 117-58, div. G 70914(a)) now requires that construction materials
used in infrastructure projects are also produced in the United States. Refer to terms and conditions in
FTAs Master Agreement Section 15. The BABA requirement applies to this grant, in addition to the Buy
America Act, except to the extent that a waiver of either requirement may apply.
Collier County will follow all 3rd party procurement policies as defined in C4220.1 F (Third Party
Contracting Guidance). Collier County will ensure that contractors procured will not be on the FTA

Project Description
The Collier County portion of the FY23 5307 funding for the Bonita Springs/Naples UZA. ($3,146,952)
will be utilized for several projects that will maintain and/or enhance the Transit system for the
Community. A portion of the funds will be utilized to improve safety and security by adding cameras and
facility access equipment to existing facilities, with a useful life of 10 years.
Funds will be used to cover all eligible preventive maintenance and operating expenses such as the
operation contract expenses and fuel; the procurement of 3 support vehicles and safety and security
equipment; Design, purchase and construct bus stop improvements and the rehabilitation of the fuel
station and administrative facilities, and rehabilitate bus wraps and bus stops.
Transportation Development Credits in the amount of $599,363 and $678,400 local funds will be utilized
as the match for the capital grant projects in this grant. Collier County will comply with FTA's Buy
America requirement. Collier County will follow all 3rd party procurement policies as defined in C4220.

Dear Ms. Hanson:
As designated recipient of the Federal Transit Administration (FTA) Section 5307 Grant funds for the Bonita
Springs - Naples, Florida Urbanized Area (UZA # 123610), Collier County consulted with all potential
grantees in the urbanized area and is writing to the FTA Regional Office, through the Florida Department of
Transportation, to inform FTA of the intent and decision to transfer a part of the apportionment to the FTA
direct recipient Lee County (UZA#122430). The following is the 10.244% allocation of the Section 5307
Large Urban Apportionment for FY 2023 that will be transferred to Lee County.
FY 2023 FTA Section 5307 Large Urban Split Amount of $448,959
As identified in this Split Letter, the Designated Recipient, Collier County, authorizes the assignment/
allocation of Section 5307 Large Urban funding to the Direct Recipient, named herein. The undersigned
agree to the Split Letter and the amount allocated/assigned to each Direct Recipient. Each Direct Recipient
is responsible for its application to the Federal Transit Administration to receive Section 5307 Large Urban
funds and assumes the responsibilities associated with any award for these funds.
These allocations are consistent with Resolution 2004-190, executed by the Collier County Board of
Commissioners on June 8, 2004. The Resolution remains in effect and has not been amended or rescinded.

This letter responds to Collier County - Collier Area Transit's request on July 21, 2023 to the
Florida Department of Transportation for $886,633.00 in Transportation Development Credits
(TDCs) to be used as "soft match" for Collier County - Collier Area Transit's State Fiscal Year
2023/2024 Sections 5307 and 5339 capital grant application to the Federal Transit
Administration (FTA). This grant will be used for preventative maintenance, ADA paratransit
services, vehicle replacement, shelter rehabilitation, bus wrap rehab, facility safey and security
enhancements, bus stop improvements and facility rehabilitation.
The Department concurs with Collier County - Collier Area Transit's request by authorizing the
$886,633.00, according to the enclosed Department memorandum of July 31, 2023 from Ms.
Gabrielle Matthews, State Rail and Transit Manager.
The following two actions are very important for Collier County - Collier Area Transit's staff to
carry out:
1. The amount and the use of these TDCs, the Department's Financial Management Project C6
Number and the page in the State Transportation Improvement Plan (STIP) where this o
project is listed should be included in Collier County - Collier Area Transit's FTA T-
Sections 5307 and 5339 grant application project budget sheets, and

In accordance with Title 23 United States Code Section 120(i)(1) and the State of Florida's
adopted policy regarding the use of toll revenue credits for public transit capital and planning
projects, we concur with your determination of eligibility and hereby authorize for Collier Area
Transit to use $886,633.00 in State of Florida toll revenue credits as soft match.
Use of the toll revenue credits as soft match will effectively allow for FTA funding of capital
projects at a 100% federal share. When providing a copy of this authorization to Collier Area
Transit, please ask them to reference the use of this credit in their project budget sheets of their
FTA application and send a copy of this authorization letter to their FTA Project Manager. Also
include the item number reference where these projects are included in the STIP. FDOT will
work with the Federal Highway Administration to ensure that the use of the toll revenue credits is
properly accounted for and recorded.
