K.1 07/25/2023 EXECUTIVE SUMMARY Recommendation to appoint two members to the Black Affairs Advisory Board. OBJECTIVE: To appoint two new members to the Black Affairs Advisory Board, to four-year terms expiring on June 25, 2027. CONSIDERATIONS: This nine -member board was created in 1991 to identify and evaluate problems unique to the black community, review and recommend ways to ensure open communication between minorities and Collier County government, and provide periodic reports to the Board of County Commissioners. Terms are four years. A list of the current membership is included in the backup. Three seats on this advisory board expired on June 25, 2023, and one member resigned on May 10, 2023, for a total of four vacancies. The vacancies were advertised and applications were received from the following: APPLICANT CATEGORY DIST. VOTER ADVISORY COMM. Darren Beckford n/a 3 Yes None Reyna Manor n/a 4 Yes None STAFF RECOMMENDATION: This board has been unable to have a quorum for several months, and so has been unable to make recommendations for appointment. Staff recommends that Darren Beckford and Reyna Manor each be appointed to the Black Affairs Advisory Board, to four-year terms expiring on June 25, 2027. A recommendation memo is included in the backup to this item. The remaining vacancies will continue to be publicized. FISCAL IMPACT: None. GROWTH MANAGEMENT IMPACT: None. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board approval. - JAK RECOMMENDATION: That the Board of County Commissioners adopts the Staff Recommendation, and authorizes the Chair to execute the attached resolution confirming the appointments. WHEREAS, Collier County Ordinance No. 91-38 established the Black Affairs Advisory Board to provide periodic reports to the Board of County Commissioners that identify and evaluate problems unique to the black community and recommend ways to ensure open communication between minorities and Collier County Government; and WHEREAS, Ordinance No. 91-38, as amended, provides that the Advisory Board shall consist of nine members; and WHEREAS, there are currently four vacancies on this Advisory Board; and WHEREAS, the Board of County Commissioners previously provided public notice soliciting applications from interested parties; and WHEREAS, staff has provided the Board of County Commissioners with its recommendation for appointment.
