EXECUTIVE SUMMARY
Recommendation to authorize a Budget Amendment in the amount of $881,250 to maintain compliance and
continue funding daily operations within the Water/Sewer Operating budget (Fund 4008).
OBJECTIVE: To reallocate the FY23 Water/Sewer operational funding to continue critical operations in order to
maintain compliance and reliability.
CONSIDERATIONS: The FY23 Water/Sewer Operating budget was finalized and approved prior to the
knowledge of increased operational costs across many of the mandatory required purchases for daily business
compliance requirements. Due to increased costs in Electrical, Chemicals, Fuel, and Utility Parts, the District is
reallocating priorities and deferring low risk maintenance projects to FY24 to cover budgetary shortfalls in
operating costs.
Examples of inflationary increases affecting District commodities include:
Electricity increased by 15% and is anticipated to increase another 10.1% in FY23.
Chemicals necessary to produce water, treat wastewater, and treat irrigation quality water have
increased between 10% and 150%.
Utility parts including meters, backflow devices, and petroleum -based PVC pipe and fittings have
increased by 20% to 25%.
Labor cost has increased by 20%.
FISCAL IMPACT: The requested Budget Amendment will provide funding for year-end operational costs,
$398,000 covering the electricity for the South County Water Treatment Plant and $483,250 covering the daily
operational expenses for Wastewater Division through FY23. The Budget Amendment will reallocate $881,250
within the Water/Sewer Operating budgets (Fund 4008).
GROWTH MANAGEMENT IMPACT: There is no growth management impact for this item.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for
Board approval.-SRT
