EXECUTIVE SUMMARY
Recommendation to authorize the Chairperson to execute Deed Certificates for purchased burial rights at Lake
Trafford Memorial Gardens Cemetery and authorize the County Manager or designee to take all actions necessary
to record the Deed Certificates with the Clerk of the Court's Recording Department.
OBJECTIVE: To ensure that the fifteen (15) Deed Certificates presented as part of this item are signed and
recorded.
CONSIDERATIONS: Collier County established Lake Trafford Cemetery in December 1964 on 20 acres, off Little
League Road in Immokalee. The Cemetery was used exclusively for indigent burials until it was opened to the public
in 1982. The Board formally adopted a cemetery operations policy in July 1982 under Resolution 82-105, which has
been amended several times since. Real Property Management Section of the Facilities Management Division, under
the auspices of the County Manager, is responsible for operation of the Cemetery, which includes preparing and
processing Deed Certificates indicating plot location, after the sale of burial rights to the public.
Historically, the Board of County Commissioners ("Board") has annually approved a resolution authorizing staff to
administratively process burial plot Deed Certificates. Instead, the County Manager directed staff to bring deed
execution and recording to the Board for consideration.
As such, the Deed Certificates will be presented to the Board for review and routed for signature and recording upon
approval. This is the first of those items under the new process.
The sale prices for cemetery plots have not increased in over 10 years. Staff is reviewing the target market and
pricing structure,. If appropriate, staff will bring the Board an item for consideration related to pricing.
FISCAL IMPACT: Proceeds of $5,469.20 were received for fourteen (14) deeds, consisting of $5,250.00 for plot
sales and $219.20 for doc stamps and recording fees. One (1) additional deed is a Claimed Pre -Need where payment
has been previously received. Plot sale receipts are deposited in General Fund (001), Immokalee Cemetery Cost
Center 122370.
GROWTH MANAGEMENT IMPACT: There is no impact on the County's long-range planning effort.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires a majority vote for
Board approval - RTT
RECOMMENDATION: To authorize the Chairperson to execute Deed Certificates for purchased Lot and Block
burial rights at Lake Trafford Memorial Gardens Cemetery and authorize the County Manager or designee to take all
