16.B.9 07/ 11 /2023 EXECUTIVE SUMMARY Recommendation to approve the selection committee's ranking and authorize County personnel to begin contract negotiations with Jacobs Engineering Group Inc., concerning Request for Professional Services ("RPS") No. 23-8108, "Design Services for Collier Area Transit Operations and Maintenance Facility," and bring a proposed agreement back for the Board's consideration at a future meeting. OBJECTIVE: To approve the selection committee's ranking of RPS No. 23-8108 and authorize staff to negotiate an agreement to engage professional design services for the Collier Area Transit Operations and Maintenance Facility project. CONSIDERATIONS: The Collier Area Transit ("CAT") Operations and Maintenance Facility is located at 8300 Radio Road and consists of a 10.04-acre parcel that contains a maintenance building, including maintenance bays, parts shop, vehicle parking and offices for operations staff. The parcel also contains a separate administration building, outdoor storage for buses and support vehicles, fueling island and a bus wash facility. The facility supports both the fixed route and door-to-door paratransit services. The County hired an engineering firm in late 2020 to conduct a structural and functional assessment of the Operations & Maintenance Facility who recommended that it would be more cost effective to build a new Operations & Maintenance Facility on the existing site than to rehabilitate the current facility. The construction of a new facility would accommodate continued on -site transit operations during construction, eliminating the cost and operational inefficiencies of temporary offsite operations required under a rehabilitation scenario. On March 14, 2023, the Procurement Services Division posted RPS No. 23-8108, Design Services for Collier Area Transit Operations and Maintenance Facility. To stimulate interest, the response deadline was extended twice, and County personnel performed additional vendor outreach. The County received two proposals from firms by the May 3, 2023, submission deadline; both of which were found to be responsive and responsible. A selection committee met on May 23, 2023, scored the proposals, and short-listed the two firms to provide presentations. On June 13, 2023, the selection committee convened for presentations and ranked the firms as follows: Firm Names Final Ranking Jacobs Engineering Group Inc. 1 Atkins North America, Inc. 2 Staff is recommending that the Board approve the selections committee's ranking and authorize staff to begin contract negotiations with the top -ranked firm, Jacobs Engineering Group Inc. ("Jacobs"). Jacobs has been providing professional engineering services in Florida for over 36 years and has previously provided services on various County projects. If staff is unable to reach a proposed agreement with Jacobs, they will continue negotiating with the second ranked firm until a proposed agreement can be brought back for the Board's consideration at a future meeting. FISCAL IMPACT: There is no fiscal impact at this time. If the contract is awarded, it will be funded with Federal Transit Administration grant funds, utilizing Collier Area Transit Grant Fund (4031). The negotiated contract and any necessary budget amendments will be brought to the Board on a future agenda. GROWTH MANAGEMENT IMPACT: This action supports the goals and objectives of the Transportation Element of the Growth Management Plan. C-2 Naples, FL 34112 All proposals shall be submitted online via the Collier County Procurement Services Division Online Bidding System: https://www.bidsync.com/bidsync-cas INTRODUCTION As requested by the Public Transit & Neighborhood Enhancement Division (hereinafter, the "Division or Department"), the Collier County Board of County Commissioners Procurement Services Division (hereinafter, "County") has issued this Request for Professional Services (hereinafter, "RPS") with the intent of obtaining proposals from interested and qualified Consultants in accordance with the terms, conditions, and specifications stated or attached. The Consultant, at a minimum, must achieve the requirements of the Specifications or Scope of Work stated. Collier County is pursuing the design and eventual construction of a Collier Area Transit Operations Center and Maintenance facility to support the Collier Area Transit bus system. The project is intended to be constructed on the existing Collier Area Transit -owned property located at 8300 Radio Road, Naples, FL 34104. There is no alternate location for system operations during construction, so it is necessary that the construction plans should identify how bus operations will be maintained during construction as the ongoing system administration and vehicle maintenance is essential to the provision of service to the public. This RPS will result in an award for all design services associated with the Collier Area Transit Operations and Maintenance facility. This solicitation will be grant -funded and all grant provisions apply as specified within this solicitation. BACKGROUND Collier Area Transit's existing facility is located on a 10.04-acre parcel. The existing facility contains a maintenance building, with maintenance bays, parts shop, vehicle parking, offices for operations staff, a dispatch area, and a training room. The existing structure has met its useful life and sustained damages from previous storms that has not been repaired requiring demolition after a new facility is built. The parcel also contains an administration building, a secondary transfer station with bus bays to the north, employee parking, outdoor storage/parking for buses and support vehicles to the east and west, and a fueling island and a bus wash facility to the south, all in which will remain and must be operational during construction. Collier County has worked with Johnson Engineering in collaboration with Wendel, to assess the existing conditions of the facility and prepared a preliminary program with the two conceptual design alternatives that are included with this solicitation (see attachment `A'). Attachment `A' has been provided for informational purposes and as a guide for the preparation of the final design for the new facility. The design will be for the construction of a state-of-the-art, sustainable, operations, and maintenance facility; the infrastructure to support the electrification of a fleet of 2 vehicles; the construction of solar panels over designated parking areas for utilization of existing space and reduction of ambient site temperature. The design for the new facility shall address the needs of both operations and fleet maintenance; with space to accommodate administrative staff, Bus Operators; Dispatchers; Lockers rooms; Training room with space for Bus Simulator; Parts and Equipment storage; Solar Canopy for Bus Parking; Electric Bus Charging Station; and Maintenance Bays. The Consultant will be expected to work with Collier County staff and coordinate as necessary with partner organizations such as facilities, permitting, and external utilities or any external or internal organization that may be needed for the coordination of this project. In addition to the structural age, there are several other concerns with the existing maintenance building, including m operational compatibility, environmental issues, and limited security that requires the structure to be demolished and rebuilt. co c T Collier County would like to replace the existing Operations and Maintenance Facility with the construction of a new facility that C will be optimizing available space for effective operational use, with the utilization of Leadership in Energy and Environmental ,. Design (LEED) standards as feasible. The overall design must include, but is not limited to: o0 • State-of-the-art devices to maintain a sustainable fleet, including electric vehicles. • A secure and efficient parts room. • Green technology initiatives such as solar canopies to energize the operation and maintenance facility or a portion of it and provide shade for para-transit buses. • A simulator training area to enhance operator safety. • Incorporate a Digital Think Room as a Business Intelligence (BI) tool. • Incorporate the efficient use of energy with bi-directional electric vehicle charging systems, vehicle to building and battery to battery direct charge & discharge technology. • Incorporate security with upgraded entrance and exit for the buses and employees into the operations and maintenance facility. The proposed improvements will be made on the existing property which has already received a NEPA Categorical Exclusion. The Consultant shall provide the full scope of design, permitting, bidding, and contract administration services necessary to complete the projects as described including but not limited to the following: 1. Provide all programming and preliminary design documents for use in establishing the basis for the final design of the site and building(s). These documents will include site plans, floor plans, and building elevations in sufficient detail to illustrate the program of spaces, convey general building and site design and generate a project budget. 2. Provide all geotechnical, topographical, traffic, environmental, and species surveys, reports, and studies necessary to fully permit and complete the project. Prepare and submit all permits related to the project, including Site 00 Improvement/Development Plans and the building permit, to ensure necessary permitting is completed to facilitate the I* project schedule. Coordinate with the Project Manager as necessary during the submission of the building permit. N c 3. Coordinate with the County and/or Project Manager to provide detailed layout drawings of the furniture, fixtures and w equipment as necessary. W o. Post Design 3.1 Contractor Bidding Phase: a. Assist in preparing addenda, as required, to interpret, clarify, or expand Bidding Documents. b. Consult with and advise the County as to the acceptability of the contractor and subcontractors, suppliers and other organizations proposed by the Prime Contractor for those portions of the work as to which such acceptability is required by the Bidding Documents. Consult with the County concerning, and determine the acceptability of, substitute material and equipment proposed by the Contractor when substitution prior to the award of contracts is allowed by the Bidding Documents. d. Attend a pre-bid/quote conference. e. Attend the bid opening, review bids, qualifications. f. Provide a recommendation letter of award with a "Reference Log" showing date, time, and comments of all contacted references provided by the prospective contractor. 3.2 Construction Contract Administration Phase: a. Attend preconstruction conference. b. Review and process monthly Contractor Payment Applications. C. Review shop drawings for all disciplines within ten (10) business days. d. Respond to Requests for Information (RFIs) within three (3) business days. e. Review and make recommendations on any use of allowances, contingencies and/or proposes amendments to the construction contract. f. Observe field observations of construction activities for the duration of the construction through all phases of the project and review CEI notes g. Incorporate the as -built drawings and information provided by the Construction contractor and any other vendors into an updated final drawing set in Auto CAD format, including all layers, references, and other accompanying files. h. Perform final completion inspections, review of submitted manuals, and all other contract closeout items. Coordinate with contractor and CEI to ensure full, complete, and organized close-out package. 4. Warranty Services 4.1 The FOR and his team will provide warranty services for one (1) year after the final completion of the project construction. Work under this item is to include, but not be limited to, the following: a. Post Construction walk thru: Generate a list of warranty issues and coordinate with the contractor. b. Review the post construction video and pictures provided by the contractor. c. Keep a log of all warranty issues. d. One (1) Year Warranty walk thru with the Contractor and County Staff. Our team will evaluate the programming developed for this facility, as well as the two preferred alternatives, and will work with PTNE and CAT Staff to refine, optimize, and develop a final site layout. In addition, Jacobs has reviewed the grant proposal to the Federal Transit Administration (FTA) and understands the projects goals and objectives as shown in Figure 3-1. Jacobs will develop a plan to allow continued operations and ensure safe traffic flows throughout construction since the proposed facilities will be constructed on the existing property. The administration building, secondary transfer station, fueling island, and bus wash facility must remain operational during construction. Our subject matter experts (SMEs) have reviewed the concept alternatives and have found areas where we see opportunities to improve the facility's layout and operations. For example, the scope indicates infrastructure to support the electrification of 2 fleet vehicles. In addition, the Transit Development Plan (TDP) identifies two new services with electric shuttles: the Naples Pier Electric Shuttle and the Bayshore Drive Electric Shuttle. Our team will draw on our experience for EV infrastructure planning and deployment and ensure this facility is designed with the capability to adapt to future needs and growing operations (ex. Transformer size, conduit sleeves, Layout for expansion). Our internal construction management experience in combination with our LEED and sustainable building design in Florida will minimize issues. ➢ Incorporate design components that will address both current -day and future needs to ensure a highly adaptable facility for an uncertain future. Our Green Fleet Division will bring previous experience to the County to ensure flexibility. Project Approach: Assembling Project Resources to Meet Each Phase and Major Element Programming, Preliminary Site and Building Design Our team will begin with the program and site refinement immediately to align the planning and design of the facility with the County's objectives and budget to ensure the project is completed within the grant schedule requirements. The focus will be on providing project stakeholders the necessary information to understand and support the final preferred alternative. Together with the County, Jacobs will convene a series of workshops and sessions to develop the final preferred alternative. Jacobs will confirm client and partner preferences for communication, document control, digital information flow and deliverable formats. Project planning will include site concepts which allow operational flexibility, meeting today's demand without impacting tomorrow's opportunities. Our team will undertake a review of existing operations and evaluate site conditions, access, circulation, constraints, and opportunities. In preparing the preliminary site and building design plan, key considerations will be type / size of vehicles, fuel containment, warehousing operations, overhead crane system, office operations, vehicle storage and fleet maintenance. Additionally, the building and parking lot layout selected will need to be evaluated for potential impacts to the site's surface water management system. Prior to starting the design of the project Jacobs will perform an analysis to determine all feasible LEED standards that can be utilized. Using the 3-D and BIM/Revit models the schematic floor and site plans will illustrate the proposed design and ensure the County is satisfied with the layout, operations, and movement within the facility. Design Phase During the design phase, our team will develop submittals for review by the County at the 30/60/90 percent phases. During these submissions, Jacobs will Lead collaborative design review sessions to confirm that all parties have the same understanding of the documents and final product. We conduct these collaborative reviews during the design development to engage project stakeholders throughout the entire design process. Jacobs is prepared to work with PTNE and the Operations and Maintenance Facility team to co -create and design a facility that efficiently meets the operational needs of the department. During this phase, our team will move forward with necessary geotechnical, topographical, traffic, environmental, reports, and studies necessary for the project. During the maintenance building design, team members will evaluate required Finished Floor Elevations per current regulations (SFWMD ERP: 13.3 ft-NAVD), fire flow demands, pumping capacity of the existing private wastewater pump station (if needed), connection to the emergency power exterior generator, and Americans with Disabilities Act (ADA) compliant facilities. Permitting Requirements and Approvals Our team brings in-depth permitting experience and expertise preparing documentation, exhibits, and permit applications. Our team will provide quality and timely permitting services throughout all permit stages, including organizing pre -application meetings, preparing applications, to coordinating with discipline approvers, tracking revisions, permit fees, construction inspections and final permit closeout. i nrougn our aecades of facility development experience in Florida, our local staff has worked extensively with agencies, providing an in-depth understanding of permitting processes, timefromes and requirements. Jacobs 3-2 DESIGN SERVICES FOR COLLIER AREA TRANSIT OPERATIONS AND MAINTENANCE FACILITY Familiarity with Florida Building Code The team Jacobs assembled has extensive experience complying with the Florida Building Code and other applicable codes for new construction, renovations, repairs, retrofits and additions. Our team brings in-depth knowledge of the unique challenges of creating safe and resilient buildings and structures in South Florida —where sun, wind, frequent rain, humidity, flooding, and major storm events are critical considerations. In developing designs and incorporating code requirements, Jacobs places special focus on the safety of building occupants and first responders. To support our building and permitting services for Florida clients, Jacobs in-house staff includes Florida Certified Building Officials, Fire Inspectors and all the various building trade inspectors. Our County work includes numerous projects that require compliance with High - Velocity Hurricane Zone (HVHZ) standards in accordance with the Florida Building Code for the area. These solutions increase the wind load tolerance of structures, strengthen their structural resilience to extreme weather and windborne debris, and deliver higher sustainability performance through greater energy efficiency. Our team stays abreast of current building codes and anticipated revisions, and we plan, design and construct facilities to meet all applicable codes, including the Florida Building Code 7th Edition (2020) for Building, Accessibility, Fuel Gas, Mechanical, Plumbing, Energy, and Test. Protocols for HVHZ and the National Electrical Code (2020). We also have in-depth working knowledge of Collier County design and Vertical Standards for Collier County Government Buildings (2018). Stakeholder Communication As design professionals we recognize the need to communicate our understanding of a project to stakeholders in a way that a boiler -plate engineering reports simply cannot accomplish. Our graphic artists work together with the architects to prepare 3-D models, creative graphics, visualizations, or virtual -reality walkthroughs to assist with project understanding. Project stakeholders may include: PTNE, CAT employees, suppliers, bus operators, dispatchers, operations and maintenance staff, Collier County boards and committees, and miscellaneous Collier County divisions such as Facilities Management. The Principal in Charge, Bill Gramer, has presented to the Collier County Board of County Commissioners and planning committees countless times and understands the timelines and schedules required with Principal in charge, Bill Gramer, presenting before the Collier County BCC alongside County staff stakeholder management. Quality Control Jacobs uses a comprehensive and industry -leading quality process that incorporates project -specific procedures manual, quality plan for checking and review, quality audits, and cost and schedule reviews throughout the project. Maureen Kussler has led this process for our team in the past and will be leading this effort for this project, ensuring a 60% completion "fresh eyes" peer review is performed prior to submittal to the County. Scheduling Expertise to Ensure Timely Submittal of Deliverables Jacobs understands that schedule control is one of the most crucial elements of project management. Jacobs' experience on more than 100 bus and maintenance facilities will prove invaluable to PTNE while developing the final alternative. Specific strategies we will implement to control project design and construction costs include: ➢ Conduct task -specific workshops with project stakeholders to discuss and evaluate project elements and finalize programming. ➢ Integration of project stakeholders into the design process will allow us to evaluate deliverables during development as opposed to milestone submittals thereby minimizing surprises and reducing late changes. ➢ Conduct weekly internal team meetings to discuss tasks requiring additional manpower, items ready for quality review, and the most efficient approaches to upcoming work tasks. ➢ Close and early coordination with project stakeholders to avoid negative project image by agencies or public. Contained within a 2.25-mile oval test track that is part of a 4 75-acre site is on infield complex including on integrated support services, observation tower, mufti-baygorages, conference facility, event space, workshop, fueling facility, offices, and dynamic terrain course. The building is one-story and will contain offices, lockers/toilets, kitchen, dining, meeting and storage areas. Sustainability and energy efficiency were incorporated into the project based upon LEED criteria, however, the Facility did not pursue certification. The facility will serve as the cornerstone for visitors during the U.S. Open Pickleball Championships. New Consolidated Maintenance and Warehouse Facility Jacksonville International Airport I Jacksonville, FL Senior Project Architect. Architectural and Engineering services were performed to design a Welcome Center / Clubhouse / Storage Facility of approximately 12,700 square feet in ENCP. Coordination with a separate Civil / Landscape package by the client's consultant including site work, utilities, parking modifications and Landscape / irrigation design was also included. The building is one-story and contains offices, lockers/toilets, kitchen, dining, meeting and storage areas. Sustainability and energy efficiency were incorporated into the project based upon LEED criteria, however, the Facility did not pursue certification. The facility will serve as the cornerstone for visitors during the U.S. Open Pickleball Championships. New Consolidated Maintenance and Warehouse Facility Jacksonville International Airport I Jacksonville, FL Senior Project Architect. Kevin's leadership was key for this design and construction administration project that includes four one-story buildings, a total enclosed area of approximately 48,400 SF and 20,000 SF of covered, non -enclosed area. The main building consists of a vehicle maintenance and warehouse with a loading dock. The smaller buildings consist of a covered, non -enclosed vehicle storage building, a 6,700 SF grounds building with paint shop, equipment shop and storage space, a 1,500 SF car wash building, and a 200-SF trash enclosure area. New Radio Transmission Station, Spanish Broadcasting System, Key Largo, FL, Project Manager. The project included design and construction of a new radio transmission facility and elevated steel platform located within an existing cellular / communication site, requiring coordination with the existing carriers on site without impacting their services. The project included electrical, mechanical and structural engineering services. Jacobs DESIGN SERVICES FOR COLLIER AREA TRANSIT OPERATIONS AND MAINTENANCE FACILITY SunTrax Connected and Autonomous Vehicle Test Facility Infield Buildings I Florida's Turnpike Enterprise I City of Auburndale, FL Project Manager. Kevin managed the design of the Loss of Signal Facility, the Fueling Facility, the Car Wash and the Central Charging Facility, which form part of a Large- scale, cutting -edge facility dedicated to the research, development and testing of emerging transportation technologies in safe and controlled environments. The project included the management of architectural staff, coordination with MEP, structural and civil engineering teams. Bombardier Service Center - Miami Opa-Locka Executive Airport, I Miami, FL Architect of Record. Jacobs was commissioned by Bombardier, which serves the Southeastern United States, Latin America and the Caribbean, for the design of their newest Service Center located in South Florida at Miami-Opa Locka Executive Airport. Positioned on a 32 acre site, the 261,364 SF facility provides space for client, administrative, shop, storage and hangar functions and is capable of providing a full range of inspection, maintenance, repair and upgrade services for Bombardier current fleet. This project was delivered via a Design -Bid -Build methodology. Kevin and the Jacobs team successfully overcame a number of project challenges including the design of a signature client entry space under the Florida High -Velocity Wind Zone requirements, the production of early structural steel design package to mitigate potential cost -risk associated with the imposition of United States tariffs on steel and the development of a unique containment approach for potential fire water effluent to satisfy requirements of the Miami -Dade County Department of Environmental Resources Management. Jacobs services included overall design project management, planning and programming, architectural, structural, mechanical, plumbing, electrical and fire protection engineering services. Service Plaza Renovations, Service Plaza Strategic Plan I Florida's Turnpike Enterprise I Florida Department of Transportation I Various Locations, F1 Project Manager. Jacobs provided architectural interiors and MEP engineering contract documents for seven plaza buildings of which 3, consisting of 58,500 SF, will be renovated and 120,500 SF will be new construction. Kevin led the team in providing complete architectural and MEP engineering contract documents for five convenience stores consisting of 3,500 SF each at five of the service plazas. We also provided civil, site utility engineering, landscape architecture and intelligent transportation system contract documents and professional surveying for six of the plazas. The project includes design elements which will target LEED certification of the new facilities for LEED NC "Silver" award Level. Port Miami Tunnel, Florida Department of Transportation, Miami PI Architecture Discipline Project Manager. Jacobs role in the Miami Access Tunnel (MAT) concession team included highway, bridge, and tunnel design, along with associated services such as Lighting design, utility relocation, support buildings and maintenance of traffic. MAT also includes a major finance partner, Bouygues Travaux Publics S.A. as the construction lead, and Transfield Services Ltd. For operation and maintenance of the project after completion. The central feature of this three-mile project is a highway tunnel that will connect the Port of Miami (Dodge Island) to the mainland (MacArthur Causeway on Watson Island). 19,500 SF (buildings). Kevin led the Jacobs' team in overseeing all architectural and Landscape architecture design and production of construction documents. The twin bore tunnel connects Watson Island to Dodge Island (Port of Miami).
