Agenda 07/11/2023 Item #16B 3 (Commission for the Transportation Disadvantaged)16.B.3 07/ 11 /2023 EXECUTIVE SUMMARY Recommendation to recognize FY 2023/24 Transportation Disadvantaged Planning Grant funding in the amount of $29,265 to the Collier Metropolitan Planning Organization from the Commission for the Transportation Disadvantaged and to authorize the necessary budget amendment. (Transportation Services Management Grant Fund 1841) OBJECTIVE: For the Board Board to recognize funding awarded to the Collier Metropolitan Planning Organization (Collier MPO) by the Commission for the Transportation Disadvantaged (CTD) and to authorize the necessary budget amendment. CONSIDERATIONS: Annually, the Collier MPO enters into an agreement with the CTD to perform planning duties set forth in Chapter 427, Florida Statutes, Rule 41-2, Florida Administrative Code, Commission policies, and the Program Manual guidance for the Planning Grant. The Collier MPO's Board approved the award in the amount of $29,265 and authorized its Chair to execute the CTD funding agreement at its June 9, 2023 meeting. However, the CTD Grant funding begins on July 1, 2023, which does not align with the County's budget cycle. Therefore, a budget amendment is required to recognize the anticipated grant revenue and establish the appropriate expense appropriation. The Collier MPO is an independent agency responsible for managing its own funds. The Board of County Commissioners appropriates the Collier MPO's annual operating budget and acts as the custodian of the Collier MPO's account, with the Clerk of Courts assisting with account administration. The biennial FY 2022/23-2023/24 Unified Planning Work Program (UPWP), approved by the Collier MPO Board on May 13, 2022, and amended on September 9, 2022, October 14, 2022, and May 12, 2023, outlines the estimated grant award of $27,954 from the CTD JD Trust) for FY 23/24. Collier MPO Staff is preparing an amendment to the UPWP to reflect the updated TD Trust grant award in the amount of $29,265 for approval by the MPO Board at its next regular meeting. FISCAL IMPACT: A budget amendment is required to recognize grant revenue in the amount of $29,265 in Transportation Services Management Grant Fund 1841, Project 33866. There is no local match requirement. Funding begins July 1, 2023, and does not coincide with the County's budget cycle. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issues and requires majority vote for approval. -JAK GROWTH MANAGEMENT IMPACT: This request is consistent with Collier County's Growth Management Plan. RECOMMENDATION: To authorize the necessary budget amendment to the FY 2023/24 grant revenue totaling $29,26, resulting from a grant award by the Commission for the Transportation Disadvantaged to the Collier Metropolitan Planning Organization.
