Agenda 06/27/2023 Item #16A 7 (Portable water and sewer facilities for Valencia Trails Naples)16.A.7 06/27/2023 EXECUTIVE SUMMARY Recommendation to approve final acceptance of the potable water and sewer facilities and accept the conveyance of the potable water and sewer facilities for Valencia Trails Naples - Plat Three, PL20220007022. OBJECTIVE: To have the Board of County Commissioners, as Ex-Officio Governing Board of the Collier County Water -Sewer District, approve the final acceptance of these potable water and sewer facilities, in accordance with the Collier County Utility Standards and Procedures, Ordinance No. 2004-31. CONSIDERATIONS: 1) The Developer of Valencia Trails Naples - Plat Three, has constructed the potable water and sewer facilities within dedicated easements to serve this private development (see attached location map). The water and sewer facilities were offered for Conveyance to the County, as described in O.R. Book 6237, Page (PG) 586, and are located within County utility easements dedicated by the Plat of Valencia Trail Naples - Plat Three, recorded in Plat Book 70, Pages 71 through 78 of the Public Records of Collier County, Florida. The value of these water and sewer facilities (Assets) was $356,650.83 and $563,740.83, respectively. 2) Staff recorded all final acceptance documents associated with the facilities being conveyed to the County in the public records of Collier County, which were reviewed and approved by the County Attorney's office as to form and legality. The County acquired its interest in the potable water and sewer facilities by Warranty Deed and Bill of Sale recorded at Official Records Book 6237, PG 586, of the Public Records of Collier County, Florida. 3) A final inspection to discover defects in materials and workmanship was conducted by the Development Review staff on March 8, 2023, in coordination with Public Utilities, and these facilities have been found to be satisfactory and acceptable. 4) Staff recommends final acceptance of the subject potable water and sewer utilities facilities as follows: the amount of $356,650.83 for potable water, and $563,740.83 for sewer. Staff also recommends acceptance of the Utilities Facilities Deed and the facilities described therein. 5) This final acceptance is in accordance with Collier County, Ordinance No. 2004-31, as amended. 6) Staff is unaware of any issues that would serve to negate the recommendation to approve this final acceptance. FISCAL IMPACT: Approval of this Executive Summary will result in the Collier County Water -Sewer District receiving title to the potable water and sewer utility facilities, which have a gross value of $920,391.66 (no depreciation applied) and an asset will be recorded in the financial records of the county. GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action. LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires a majority vote for Board approval. -DDP RECOMMENDATION: To approve final acceptance and accept the conveyance of the potable water and sewer utility facilities for Valencia Trails Naples - Plat Three, PL20220007022, and accept the conveyance of the Utilities Facilities Deed, and the facilities described therein.
