Agenda 06/27/2023 Item #16K 1 (Resolution - Appointing a member to the Conservation Loccier Land Acquisition Advisory Committee)16. K.1 06/27/2023 EXECUTIVE SUMMARY Recommendation to appoint a member to the Conservation Collier Land Acquisition Advisory Committee. OBJECTIVE: To appoint one new member to a term expiring on February 11, 2027. CONSIDERATIONS: The Land Acquisition Advisory Committee is comprised of 9 members. This committee's primary responsibility is to recommend to the BCC an Active Properties Acquisition List with qualified purchase recommendations of environmentally sensitive lands consistent with the goals of the Conservation Collier Land Acquisition Program. Membership of the committee shall comprise broad and balanced representation including environmental and conservation interests, agricultural and business interests, educational interests, and general civic and citizen interests within the County. Members shall have expertise, knowledge or interest in ecology, conservation of natural resources, real estate or land acquisition, land appraisal, land management, eco-tourism or environmental education. Terms are three years. A list of the current membership is included in the backup. There is a vacant seat on this committee. The vacancy was advertised and the following application was received: APPLICANT CATEGORY DIST. VOTER ADVISORY COMM. Nicholas Pearson Real estate/ecology/ conservation/environmental 4 Yes None COMMITTEE RECOMMENDATION: At its meeting on June 7, 2023, the committee considered the above application and voted to recommend that Mr. Pearson be appointed to the committee to fill its current vacancy. A recommendation email is included in the backup. The current vacant term to be filled will expire on February 11, 2024. There are 8 months remaining in the term. When an advisory board vacancy to be filled is for a partial term instead of a full term, the applicant is appointed to fill the remainder of the vacant term. If the term remaining is 6 months or less, our custom has been to appoint the member to the remainder of the vacant term plus a full term following it, to avoid having the member need to reapply again so soon after having been appointed, and to reduce the administrative tasks involved in bringing the appointment back to the Board again within a very short time. In this case the remainder of the term is 8 months instead of 6 months, but for the same reasons we recommend that Mr. Pearson be appointed for the remainder of the current term plus an additional full term of three years, resulting in an expiration date of February 11, 2027. FISCAL IMPACT: None. GROWTH MANAGEMENT IMPACT: None. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board approval. RECOMMENDATION: That the Board of County Commissioners adopts the Committee Recommendation, and authorizes the Chair to execute the attached resolution confirming the appointment. -JAK PREPARED BY: Jeffrey A.
