Agenda 06/27/2023 Item #16C 6 (Budget Amendments as a result of Hurricane Ian)16.C.6 06/27/2023 EXECUTIVE SUMMARY Recommendation to authorize budget amendments to recognize $912,600 in additional tipping fee revenues received as result of Hurricane Ian in the Solid Waste Disposal Fund (Fund 4070) and to use those revenues to pay for additional expenses incurred as a result of Hurricane Ian in the same fund, and authorize a budget amendment transferring $80,000 in the Mandatory Trash Collection Fund (Fund 4073) to pay for additional expenses incurred as a result of Hurricane Ian. OBJECTIVE: To recognize additional revenues and pay for additional expenses incurred as a result of Hurricane Ian. CONSIDERATIONS: On September 28, 2022, Hurricane Ian made landfall in Southwest Florida. Many areas in Collier County were without power and sustained flooding and other property damage. Storm generated debris on the right-of-way and public property were subsequently removed by Collier County's debris removal contractor. Any municipal solid waste, such as food waste, must be collected by the County's contracted haulers, Waste Management, Inc. of Florida (WMIF) and Waste Pro, Inc, and disposed of at the Collier County Landfill (CCLF) or Immokalee Transfer Station (ITS). Under an Agreement with WMIF for the operation of these facilities Collier County pays WMIF each month based on the tons of waste disposed at these facilities. As a result of Hurricane Ian, Collier County incurred additional disposal expenses due to the increased tons of waste disposed, such as refrigerator food waste due to sustained power outages. In addition to the additional waste disposed, any contractor that performs demolition, restoration, and/or remodeling can elect to dispose of the construction and demolition (C&D) waste at these facilities. As a result of Hurricane Ian, Collier County incurred additional credit card fees and disposal expenses for the increased volume of C&D material brought to these facilities. These budget amendments will recognize $912,600 of revenue generated from the additional C&D and the budget amendments will be utilized to pay for the additional incurred expenses. FISCAL IMPACT: Solid Waste Disposal Fund (4070) will recognize additional revenue of $912,600 and increase budgeted expenses by $912,600 to pay for additional operating costs that are not eligible for reimbursement by FEMA. The disposal cost increase at CCLF is $778,100 and at ITS is $104,500. Budgeted credit card fees will be increased $30,000. $80,000 will be transferred from another cost center in Mandatory Trash Collection Fund (4073) to pay landfill disposal fees for the additional disposal. GROWTH MANAGEMENT IMPACT: There are no Growth Management impacts associated with this action.
