EXECUTIVE SUMMARY
Recommendation that the Board direct staff to evaluate moving the proposed location of the State veterans'
nursing home from the northwest parcel of the Golden Gate Golf Course site to the 18-acre location
originally proposed for development of the Big Shots entertainment complex, to work with First Tee of
Naples to continue to ensure their development needs are met, and to determine if a public golf course can be
designed complementing these changes.
OBJECTIVE: To direct staff to evaluate moving the proposed location of the State veterans' nursing home from
the northwest parcel of the Golden Gate Golf Course site to the 18-acre location originally proposed for
development of the Big Shots entertainment complex, to work with First Tee of Naples (First Tee) to continue to
ensure their development needs are met, and to determine if a public golf course can be designed complementing
these changes.
CONSIDERATIONS: For the past two years, staff has diligently worked with Club Corp/Big Shots of Naples
(collectively referred to as Club Corp) to develop a golf entertainment/dining facility and a public golf course on
the Golden Gate Golf Course property that the County acquired several years ago. As recently as April, Club Corp
has indicated that financing problems were the cause of the delay in moving forward. It would appear that this is
not the case. Club Corp has relayed to me that, due to "internal corporate issues," that they will not proceed to the
development of a Big Shots facility or golf course in Collier County. This has been confirmed by a brief lease
termination notice from Big Shots Golf dated June 19, 2023, to the County Manager.
Obviously, no one could have anticipated this. It is unfortunate that we were not advised by Club Corp earlier of the
decision not to proceed with our project.
I believe that the goal of providing a public golf course and a location for First Tee can still be achieved. That is
the reason that I have brought forward this item and request that the County Manager prompt staff to address the
issues identified as quickly as possible.
Though I have had informal confirmation from the Florida Department of Veterans' Affairs that the 11.7 + acre
parcel is sufficient for the veterans' nursing home project, and staff can provide examples of similar facilities
approved by the United States Department of Veterans Affairs on parcels as small as seven acres, moving the
veterans' nursing home to the 18-acre site will give the County the opportunity to develop all of the desired
veterans' services facilities on a single floor. This will also allow us to provide additional space for other veteran
related facilities in more of a campus setting.
Though the failure of Club Corp to proceed with the original project is certainly a disappointment, it does provide
us with more flexibility in dealing with the veterans' nursing home. It still leaves us with the potential ability to
develop a public golf course, club house, and provide land needed by First Tee.
My request is that staff be directed to evaluate moving the veterans' nursing home to the 18-acre site that was the
proposed location of Big Shots; and further direction be given for staff to work with First Tee to ensure their needs
are met. I would further request that staff be directed to determine if a public golf course can still be developed on
the property if the nursing home location is moved to the 18-acre site.
FISCAL IMPACT: While there is no immediate fiscal impact at this early conceptual stage, adjusting the location
for the State veterans' nursing home and reconfiguring the golf course will necessitate additional cost for engineering
and design, PUD amendments, permitting, and public hearings.
GROWTH MANAGEMENT IMPACT: There is no immediate impact to the Growth Management Plan related to
this action.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issues at
this time and requires majority vote for Board action. -JAK
