16. K.6 06/13/2023 EXECUTIVE SUMMARY Recommendation to appoint three members to the Water and Wastewater Authority. OBJECTIVE: To appoint one member and reappoint two current members to the Water and Wastewater Authority, to four-year terms expiring on May 21, 2027. CONSIDERATIONS: This five -member authority was established on February 27, 1996, by Ordinance No. 96-6 to regulate utility rates and related matters regarding non-exempt water and wastewater utilities in unincorporated Collier County. Three members shall be technical in nature, with expertise in engineering, finance and/or business administration. The remaining two members shall be appointed on the basis of individual civic pride, integrity, and experience in any area of regulation. Members are required to file a Form 1 Statement of Financial Interests each year with the Supervisor of Elections. Terms are four years. A list of the current membership is included in the backup. Fire Chief Ricardo has served on this Authority since October 2015 with an initial partial term of 3% years followed by a full four-year term, for a total of 7'/z years. He recently moved to Lee County but continues to work in Collier County for North Collier Fire Control District, and desires to continue serving on this Authority. K.6 06/13/2023 STAFF RECOMMENDATION: That Mr. Collins be appointed to the Authority and that Ms. Sherry and Chief Ricardo both be reappointed to their seats on the Authority, all to four-year terms expiring on May 21, 2027. Staff also requests that the term limit restrictions as stated above be waived for the reappointments of Ms. Sherry and Chief Ricardo, and the county residency requirement also be waived for Chief Ricardo, so that these valuable volunteers may continue their service to the County. Earlier in his career he served as a Research Engineer at the Waterloopkundig Laboratorium, Delft, The Netherlands (affiliated with the Technical University in Delft) where he wa engaged in the research and design of the delta closure project in southern Holland, and he also served as a Research Engineer for Israel National Research Council, where he was responsible for a pilot projec of the solar pond project. Since 1997, he has been a consultant, providing technical support to US Federal Government Agencies, and leading a development of high performance light water reactor in Europe (HPLWR), in which eight large organization partners (Siemens, EdF, CEA, VTT, FZK, PSI, KFKI, University of Tokyo) from five European countries and Japan had participated, under the co-sponsorship of the European Commission. He was also responsible for the long-range energy plan of Israel. This assignment included a review of the water sector. Dr. Squarer is a Fellow of the American Nuclea Society and a member of the American Association for the Advancement of Science (AAAS) and Sigma Xi (Honorary Scientific Society). He has served as a judge in the Intel international science and engineering air (ISEF), as well as in numerous other science competitions. He has been peer reviewer of DOE's nuclear energy university and small business programs (first NERI and then NEUP) (2009-todate). K.6.c RESOLUTION NO. 2023 - A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA, APPOINTING BRYANT E COLLINS AND REAPPOINTING PATRICIA SHERRY AND ELOY RICARDO TO THE COLLIER COUNTY WATER AND WASTEWATER AUTHORITY. WHEREAS, Collier County Ordinance No. 96-6 established the Collier County Water and Wastewater Authority to regulate utility rates and related matters regarding non-exempt water and wastewater utilities in unincorporated Collier County; and WHEREAS, Ordinance No. 96-6, as amended, provides that the Authority shall be composed of five members; three members with technical expertise and two members with experience in any area of regulation; and WHEREAS, three seats on this Authority expired on May 21, 2023; and WHEREAS, the Board of County Commissioners previously provided public notice soliciting applications from interested parties. WHEREAS, staff has provided the Board of County Commissioners with its recommendations.
