EXECUTIVE SUMMARY
Recommendation to accept the State Housing Initiative Partnership Hurricane Housing Recovery Program
second award in the amount of $1,892,010 to assist eligible Collier County households whose primary
residence sustained damage as a result of Hurricane Ian, authorize the necessary Budget Amendment, and
authorize two (2) grant funded Full -Time Equivalent positions to support program administration. (SHIP
Grant Fund 1053)
OBJECTIVE: To provide disaster recovery assistance for Collier County residents in the aftermath of Hurricane
Ian.
CONSIDERATIONS: On December 2022, the Florida Housing Finance Corporation (FHFC) appropriated $60
million in funding for the Hurricane Housing Recovery Program (HHRP) that will run through the State Housing
Initiatives Partnership (SHIP). The funds were allocated to the twenty-six (26) FEMA-eligible counties impacted by
Hurricane Ian and/or Nicole. The funds will address immediate recovery needs such as the payment of insurance
deductibles for eligible applicants, removal of debris, demolition of storm -damaged structures, emergency/interim
repairs, relocation, and rental assistance. FHFC released $20 million of the total appropriation which has been
calculated based on the initial Open FEMA damage data. The allocation was determined at the county level based
on damage data and then by the population formula within counties with eligible cities.
On April 26, 2022, (Agenda Item #16D3), the Board adopted the SHIP 2022-2025 Local Housing Assistance Plan
(LHAP). This LHAP includes the SHIP Disaster Assistance Strategy. This strategy is implemented in the event of a
disaster using any funds that have not yet been encumbered or with additional disaster funds allocated by FHFC.
The program funds will be distributed on a first come, first -qualified basis, as funds are available. The following
parameters have been determined by the FHFC: maximum value of the home, as determined by the Collier County
Property Appraiser, to be assisted cannot exceed $458,634.60, a documented Hurricane Ian impact, a documented
financial hardship (i.e. cost to replace a flooded automobile), a complete application including all required
documents, income qualification below 120% AMI, and citizenship requirements are some of the criteria that will
assist to determine eligibility for the program. The maximum award for a household is $20,000, as stated in the
current LHAP. The funds allocated under the disaster strategy are grants. This means there will be no note and
mortgage on the property and no repayment. Funds are available for all eligible County residents.
On February 13, 2023, FHFC approved Collier County's request to provide the following assistance:
a) Rental and/or relocation assistance (first, last, and security) for families needing to temporarily relocate for
up to twelve (12) months while their home is being repaired not to exceed $20,000.
b) Households with a mortgage who are experiencing a Hurricane Ian financial hardship and the cost of
paying for temporary housing (rental) until their home is repaired.
c) Funding to pay rent for those households that sustained damage in their rental unit and are forced to
relocate because the units are no longer safe and/or need major repairs.
d) Cost of rental arrears for those experiencing a Hurricane Ian financial hardship for up to 6 (six) months, not
to exceed $20,000.
Furthermore, FHFC approved the below list of waivers, except for the qualifying income requirement, for FY 2022-
2023 (waiver approval attached):
• Waiver of 65% Homeownership set -a -side requirement
• Waiver of Manufactured Housing 20% limitation
• Waiver of Disaster Strategy Advertisement
• Waiver of 75% Construction set -a -side requirement
• Request permission for temporary housing funds to be used outside of your jurisdiction or
out of state

On May 9, 2023 (Agenda Item #16133), the Board approved the first SHIP Hurricane Housing Recovery Program
(HHRP) award in the amount of $957,820.
On May 3, 2023, FHFC notified staff of an additional $40 million in funding for storm -damaged areas. The second
allocation of the SHIP Hurricane Housing Recovery Program (HHRP) award is in the amount of $1,892,010 FHFC
will release funds in tranches and the County has received its first tranche of Round 2 funding in the amount of
$630,700. The award notification is attached to this Item for the Board of County Commissioner's (Board)
consideration. This special allocation will be added to our FY 2022-2023 allocation of $3,677,575 which was
approved by the Board on June 14, 2022 (Agenda Item #16134). It is also to be noted that the disaster funding has an
expenditure deadline of June 30, 2025. FHFC does not require the Board Chairman to sign a document to accept the
award.
The SHIP program has experienced progressive growth and transient activity over the previous years, without the
additional staffing necessary to supplement the operational growth which will only be magnified with the recent
commencement of construction and property repairs to the hurricane -affected county residences. Fortunately, the
grant awards allow for administrative expenses. Two (2) full-time grant -funded employees are being proposed to
provide implementation and administrative support to maintain compliance with the state housing initiative
program. Payroll expenses are fully reimbursable and allowable under the grant and the health, dental, and life
insurance benefits are covered by the General Fund. As with all grant -funded positions, the term of employment is
commensurate with grant funding. The positions will be used to administer the program in addition to ensuring all
compliance measures necessary are met.
The following FTE positions are being sought:
• One (1) Grant Support Specialist II
• One (1) Operations Support II
FISCAL IMPACT: The proposed addition of two (2) FTEs, including associated equipment, as applicable will
have the following fiscal impact by Fund, in Fiscal Year 2023 and 2024:

Administrative expenses, including the requested FTE's will be accounted for, and are expected to be fully
reimbursable except for the cost of health, dental, and life. A Budget Amendment is necessary to recognize grant
revenue from the Florida Housing Finance Corporation in the amount of $1,892,010 in SHIP Grant Fund (1053),
Project 33846.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this Item.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for
Board approval. -DDP

As discussed on the last HHRP webinar, we are now releasing a portion of the second allocation of
HHRP funds. Also, as stated at that time, the number of local governments receiving funds has been
pared down based on the damage analysis and feedback from local governments who stated they
had little to no damage and/or returned the funds from the first allocation.
On the attached chart, you will find two columns after each local government that is eligible (if your
city/county is not listed, there is no allocation beyond what has already been received). The first
column is the overall amount of funds you can expect to receive from the remaining $40 million in
HHRP funds. The second column is the amount being released at this time. If you are at a point
where you have all of your funds encumbered and soon to be expended and need additional funds
beyond what is being released at this time, please let me know.
These funds should hit your account on file in the next day or two.

Collier County would like to take advantage of waivers made available by Florida Housing Finance
Corporation including the ability to provide for temporary housing funds outside of Collier and or out
of state. Following Hurricane Ian approximately 450 rental units were taken off line due to damage,
while some have come back online, we have a far greater needed. Collier County has historically
suffered from a lack of rental housing options and has little to no temporary housing such as single-
family homes, and hotel rooms are limited as well.
We would like to use the HHRP funding as outlined in our LHAP Disaster Strategy in the following
manner:

(b) Households with a mortgage are having a difficult time making their mortgage payment and
at the same time paying for temporary housing (rental) until their home is repaired.

From the information we have gathered from area human services agencies this seems to be the
most pressing needs in the Collier community.

In the special legislative session held in December 2022, Florida Housing was appropriated $60
million in funding for the Hurricane Housing Recovery Program (HHRP) that will run through the
State Housing Initiatives Program (SHIP). The funds are to be allocated to the 26 FEMA IA eligible
counties impacted by Hurricane Ian and/or Nicole.
Since we know that each affected community has immediate recovery needs such as the payment of
insurance deductibles for eligible applicants, removal of debris, demolition of storm damaged
structures, emergency/interim repairs, relocation and rental assistance, FHFC is releasing $20 million
of the total appropriation which has been calculated based on the OpenFEMA damage data that we
have access to. The remaining $40 million will be allocated once we have obtained and evaluated a
more extensive set of data from FEMA.
The attached chart details the amount of funding per eligible local government. These allocations
were determined at the county level based on damage data and then by the population formula
within counties with eligible cities. Similar to SHIP, we set a per county minimum allocation. In this
case, it is $100,000.
• When will the funds be disbursed?
o We expect to disburse funds via each LGs SHIP account on Thursday, January 26, 2023,

If you have a separate HHRP account to deposit the funds into, you will need to notify us
prior to the 26th and complete a Wiring Instructions form (attached). Do not submit a
wiring instructions form if there is no change to the current SHIP account on file.
• What are the restrictions on the funds?
o The funds are to be expended under strategies in your LHAP that covers fiscal year
2022-2023. Of course, this means that all income and other set -asides in statute and
rule apply. The only restriction beyond that is that the funds must be directed towards
those affected directly by one of the declared disasters.
• What are the deadlines for expending funds?
o These funds are being allocated as part of fiscal year 2022-2023, so funds should be
encumbered by June 30, 2024, and expended by June 30, 2025. Since we know that
many recovery activities take time, we will accept requests for expenditure extensions
using the same process as SHIP.
• Will there be separate reporting requirements?
o No. The funds will be noted on your SHIP annual report under "disaster funds". Other
than that, they will be included in that year's SHIP reporting. However, from an audit
and compliance standpoint, you will need to track those funds as being from this
allocation. We will provide an updated Data Upload Form to document this.
• What if our city is getting a smaller allocation that is not adequate to assist at least one
applicant?
o If your allocation is too small to assist an applicant, you can notify us that you wish not
to receive the funds prior to the 26th. In that case, the funds will flow back to the
county. If you decline the first allocation, it does not make you ineligible for the second
allocation. Also, if you intend to work within an interlocal agreement that is not already
part of your SHIP program, please notify us.
• Should we expect to receive a proportionate amount of the second allocation?
o Not necessarily. We will be working with more detailed FEMA data on the second
allocation. This data may affect the amounts (percentages) received by each LG.
