EXECUTIVE SUMMARY
Recommendation to authorize the necessary Budget Amendments to reflect the estimated funding for the
Emergency Home Energy Assistance Program in the amount of $50,000. (Fiscal Impact $50,000, Human
Services Grant Fund 1837)
OBJECTIVE: To provide home energy assistance aid to elders in the event of a home energy heating or cooling
emergency.
CONSIDERATIONS: The Community and Human Services (CHS) Division's Services for Seniors program has
been providing support to Collier County's frail and elderly citizens for over thirty (30) years through various grant
programs. The grants are funded by the Florida Department of Elder Affairs (DOEA) through the Area Agency on
Aging of Southwest Florida, Inc., (Agency). These grant -funded services enable clients to remain in their homes
and live with independence and dignity.
The Collier County Services for Seniors Program is responsible for responding to seniors' needs and managing the
spending authority for the Federal and State Funded Services for Seniors Programs. Collier County, as the Lead
Agency, manages the spending authority for the Emergency Home Energy Assistance Program (EHEAP).
EHEAP provides crisis assistance to eligible low-income households with at least one (1) household member aged
sixty (60) or older experiencing a heating or cooling emergency. The program allows for payments to utility
companies and fuel suppliers as well as the repair or replacement of existing heating or cooling equipment, for the
payment of deposits, late fees, disconnect and reconnection fees with Florida Power and Light (FPL) and Lee
County Electric Cooperative (LCEC).
The current service agreement for EHEAP 203.21 was approved "After -the -Fact" at the Board of County
Commissioners (Board) meeting on June 22, 2021 (Agenda Item #16D10). The contract has a term that is, effective
April 1, 2021, to September 30, 2023.
Amendment 1, EHEAP 203.21.01 was approved "After -the -Fact" at the Board meeting on July 13, 2021 (Agenda
Item #16D2) to replace attachment 1, EHEAP Activity Report and attachment XVIII EHEAP Application and
Eligibility Worksheet of the FY2021 EHEAP contract.
Amendment 2, EHEAP 203.21.02 was approved "After -the -Fact" at the Board meeting on April 25, 2023 (Agenda
Item #16D6) to authorize Fiscal Year 2022 funding effective April 1, 2023, through September 30, 2023, to be
added to the FY2021 contract.
On May 25, 2023, staff was notified by the Agency, that DOEA, reduced the FY 22 funding in the current contract
ending on September 30, 2023. On June 5, 2023, DOEA again notified the Agency that they were going to end the
current EHEAP FY22 funding within the FY21 contract effective June 30, 2023, instead of September 30, 2023,
reducing the award amount again. The Agency further stated they will be providing a new EHEAP FY23 contract
effective July 1, 2023, so it aligns with the state fiscal year prior to June 30, 2023. It is necessary for staff to provide
an estimated budget to allow service to go uninterrupted for those persons enrolled in the EHEAP program. Once
the final agreement is received staff will bring the final budget and agreement back for approval.

FISCAL IMPACT: A Budget Amendment is required to recognize the estimated grant revenue of $50,000 for the
FY23 EHEAP grant program funded by DOEA. The funds reside in the Human Services Grant Fund (1837),
Project 33867 (EHEAP).
GROWTH MANAGEMENT: There is no Growth Management impact from this recommendation.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote for Board
action. -DDP
RECOMMENDATIONS: To authorize the necessary Budget Amendment to reflect the estimated funding for the
Emergency Home Energy Assistance Program in the amount of $50,000.
