Agenda 06/13/2023 Item #16D3 (To approve the initial allocation of Regional Abatement funds - $2,628,842.15)16.D.3 06/13/2023 EXECUTIVE SUMMARY Recommendation for the Board of County Commissioners to approve the initial allocation of Regional Abatement funds from the State of Florida Opioid Settlement Fund in the amount of $2,628,842.15, and authorize the necessary Budget Amendment. (Fund 1806, Project 44059) OBJECTIVE: To utilize funds received from the Florida Opioid Settlement Fund for activities necessary to address the opioid epidemic, including prevention, treatment, and/or recovery services for Collier County residents. CONSIDERATIONS: A local, state, and national crisis arose because of the manufacturing, distribution, and over -prescribing of opioids, and resulted in opioid abuse, misuse, overdoses, addictions, and death throughout municipalities, counties, states, and the nation. These activities contributed to the public health emergency and crisis commonly referred to as the opioid epidemic. Collier County and the municipalities therein have suffered from this crisis which has caused and is causing an undue strain on local government finances to implement programming to combat the opioid epidemic. These funds may be used to mitigate the harmful effects of the opioid epidemic in the community and increase educational campaigns to counteract misinformation about the addictive nature and harmful effects of opioids and opioid abuse. The National Opiate Litigation filed by the State of Florida and various local governments against pharmaceutical companies has resulted in numerous settlements, to be distributed to the State of Florida over multiple years. At the June 22, 2021 (Item #16K8) meeting, the Board of County Commissioners ("Board") approved the Collier County Resolution No. 2021-136; authorizing Collier County to join with the State of Florida and other Local Governments as a Participant in the State MOU and enter into formal agreements to participate in the Florida Plan for the Florida Opioid Settlement. As part of the settlement, there are two (2) allocations that will be received annually: City/County and Regional. On April 14, 2023, the Board approved the City/County abatement fund allotment in the amount of $289,151.06 (Agenda Item # 16D6). On April 7th, 2023, Collier County received its first payment from the Regional Abatement Fund in the amount of $2,628,842.15. This amount represents the first -year total allocation amount for Collier County. The period of performance has been established as January 1, 2022 through December 31, 2040, to receive these funds accordingly. The following table shows a breakdown of the Regional Abatement funds, and from what distributor and/or pharmaceutical company they were received for Year 1. The CORE principals include a comprehensive approach to expanding aspects of overdose response and treatment of all primary and secondary impacts of substance abuse disorders. Eligible uses under the agreement include, but are not limited to: Narcan deployment, Treatment Court, software systems, Medication Assisted Treatment (MAT), and Outpatient services. Staff will bring the Strategic Plan back to the Board in the fall of 2023. FISCAL IMPACT: A Budget Amendment is required to recognize these funds from the State of Florida- Regional Abatement Funds in the amount of $2,628,842.15. Staff will distribute funds for eligible expenditures in accordance with the State's MOU and/or a future Board -approved Unified Plan. Any expenses incurred by the County and associated with the administration of this agreement, including requested full-time employees, will be accounted for, and are expected to be fully reimbursable. The funds reside in Collier County Seniors Fund (1806), Project Packet Pg. 1023 16.D.3 06/13/2023 44059. Collier County will utilize five percent (5%) of these funds, as approved by the State MOU, for administrative purposes. There is no match requirement with this item. GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this item.
