EXECUTIVE SUMMARY
Recommendation to update the previously approved FY 2022-2023 State Aid to Libraries Grant Application
and approve the Certification of Credentials - Single Library Administrative Head.
OBJECTIVE: To offset the ad valorem cost of providing library services through grant funding.
CONSIDERATIONS: The Board of County Commissioners (Board) approved the FY 2022-2023 State Aid to
Libraries Grant Agreement, Technology Plan, and 2023-2027 Library Strategic Plan, authorizing the Collier
County Public Library to apply for State Aid to Libraries in the estimated amount of $165,389 at their September
27, 2022 meeting (Agenda item #16D9).
The Board confirmed Catherine Cowser as Library Director on February 28, 2023. Mrs. Cowser has been employed
in a full-time capacity with the Collier County Library system since January 10, 2010 and served in the roles of
Librarian, Branch Library Manager, Library Senior Supervisor, and Assistant Library Director. At the time of the
grant application, Mrs. Cowser was the interim director. Based on her confirmation, the Florida Department of
State, Division of Library and Information Services has asked that the Certification of Credentials be updated
before the grant is awarded.
Collier County Public Library (CCPL) qualifies for State Aid to Libraries under Chapter 257 of the Florida
Statutes. The Florida Department of State, Division of Library and Information Services administers this program.
The Grant Agreement, Technology Plan, 2023-2027 Library Strategic Plan, and the 2022-2023 Annual Plan of
Service are required components in order to receive State Funding. The Board has approved the application for
State Aid and associated contracts and documents for over three (3) decades. State Aid for FY2023 was authorized
by the 2022 Florida State Legislature. The agreement serves as an application for the grant as well as an acceptance
of the grant. Funds are intended to supplement, rather than replace, local efforts toward the improvement of library
services. State Aid may not be used to fund capital construction. It may be used for operating purposes, personnel,
library materials, and equipment.
FISCAL IMPACT: It is estimated that Collier County Public Library should receive $165,389 in State Aid to
Libraries grant funds. Upon notification of the grant award, the Board will be asked to accept the grant and approve
the Budget Amendment. There is no match required for this grant.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact due to this request.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for
approval. -CMG
RECOMMENDATION: To approve the Certification of Credentials - Single Library Administrative Head to
update the previously approved FY2022-2023 State Aid to Libraries Grant Application.

JOB SUMMARY
Plans, organizes, implements, and facilitates a high -quality library service for the citizens of Collier County.
MINIMUM QUALIFICATIONS

LICENSES/CERTIFICATES

ESSENTIAL FUNCTIONS
• Develops long- and short-range goals for the Library; develops action plans to reach goals; ensures
that all goals are met.
• Develops and implements training programs that maximize the staffs abilities; develops and
implements special training programs for senior staff members.
• Supervises, directs, and evaluates assigned staff, processing employee concerns and problems,
directing work, counseling, disciplining, and completing employee performance appraisals.
• Develops and presents the Library budget; monitors the budget to ensure financial integrity;
monitors the spending programs; interacts directly with the Finance and Legal Divisions; provides
guarantees to the State and County that all budget expenditures are legal and approved.
• Accepts responsibility for the total Library Program.
• Interacts with Library Advisory Board, members of the Friends of the Library organization, and
citizen groups.
• Represents the Library in all related actions before the Board of County Commissioners; represents
the Library to all public groups.
• Writes and presents informational speeches; develops special programs that interact with the local
school system and other City and County agencies.
• Develops and facilities surveys and other measurements that identify community needs and user
satisfaction.
• Oversees the upkeep and maintenance of library buildings; directly supervises the design, funding,
and construction of new library buildings.
• Ensures that the book collection meets all needs.
