EXECUTIVE SUMMARY
Authorize submission of the 471h Ave. NE Bridge Project as the submittal for the Collier Metropolitan
Planning Organization's call for bridge projects.
OBJECTIVE: For the Board to authorize submission of the 471 Ave. NE Bridge Project as the submittal for the
Collier Metropolitan Planning Organization's (MPO) call for bridge projects.
CONSIDERATIONS: The MPOs annually issue a Call for Projects for Surface Transportation Block Grant -
Urban (SU) funding. The funding is allocated in the Collier MPO's Long -Range Transportation Plan (LRTP), in
the categories of Bicycle/Pedestrian, Congestion Management, Bridge and Safety. The rotational call for projects
this year for funding in FY2029 is in the category of Bridges. Projects eligible for this funding must be consistent
with the LRTP, which has the goals of improving system connectivity, increasing safety, and reducing roadway
congestion.
In 2016, the County submitted applications for this bridge funding toward phases of three new bridges in Golden
Gate Estates. Those bridges included 8tn St. NE and 16th St. NE from Golden Gate Blvd. to Randall Blvd. and 471
Ave. NE from Immokalee Rd. to Everglades Blvd. It has been documented that the construction of these bridges
will improve operational connectivity, reduce emergency response times for fire and Emergency Management
Services (EMS), and provide roadway connections to enhance mobility by reducing trip lengths and increasing
evacuation options.
On June 9, 2017, the MPO Board adopted the 2017 Bridge Priorities, which included 10 bridges in Golden Gate
Estates. Table from the MPO's 2017 Bridge Priorities is below for reference.

The MPO will be updating their list of Bridge Priorities based on the determined cycle rotation. Since the 16' St.
NE bridge is funded, the construction phase of the 47" Ave. NE Bridge remains eligible for the current call for SU
funds. In addition, the recent cost estimates indicate that there may be a funding shortfall in the County's bridge
program and this funding would alleviate that potential shortfall.
The MPO is required to submit their List of Project Priorities to FDOT by July 1st to be considered for funding in
the 5t" year of the new Work Program (FY 25-29). The MPO Board will see the 2023 Bridge Priorities at their June
9' meeting. This item is intended to demonstrate consistency of the Bridge Program and the adopted Bridge
Priority Lists. If the Board no longer wishes to pursue additional funding for 47t' Ave. NE, it can direct staff not to
submit the project for the MPO's call for bridge projects.
FISCAL IMPACT: The projected construction costs are estimated at $20,112,000. The Project is currently in the
County's FY2023/2027 5-Year Capital Work Program. The grant amount requested is $5,000,000 (approximately
25%) for the construction phase. The County is required to provide the remainder of the funds as the local match of
$15,112,000 (approximately 75%) from one or more of the following sources: gas taxes, one -cent sales tax, and/or
general fund revenues. Source of funds will be determined at the time of the award and budget amendments will be
brought to the Board for approval.
GROWTH MANAGEMENT IMPACT: This project is consistent with the County's Growth Management Plan
and the MPO's Long -Range Transportation Plan.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issues at
this time and requires majority vote for approval. -JAK
RECOMMENDATION: To authorize the submission of the 47' Ave. NE Bridge Project as the submittal for the
MPO's call for bridge projects.

Detailed Project Limits/Location:
Describe begin and end points of project, EX., from ABC Rd. to XYZ Ave. Limits run south to
north or west to east. Include jurisdiction (city/county), project length, attach a labeled project,

47th Ave. NE is an EastMest road. 47th Ave. NE is would connect Immokalee Rd. to the west
and Everglades Blvd. to the east, however it is currently bisected by the Golden Gate Main
Canal. The proposed operational and safety improvements consist of adding a bridge crossing
and roadway enhancements including sidewalks. Providing connectivity and roadway
enhancements to a currently dead-end street will improve operations and safety. The Bridge
and proposed roadway safety improvements along 47th Ave. NE include a shoulder and
sidewalk were developed as part of the 2008 East of 951 Horizon Study for Bridges and
reevaluated in 2021 as part of the East of CR-951 Bridges Reevaluation Study.
This project is approximately 3 miles long.

Project Length: +1- 3.06 miles
Project Scope: The proposed 4r Ave NE Bridge Will provide a connection between
Immokalee Rd and Everglades Blvd for a project length of +1- 3.06 miles. The improvements
consist of the-, resurfacing existing two lanes road, widening travel lanes from 9 ft to 11-ft,
adding 4-ft paved shoulders, adding 6-ft sidewalk at one side of the road, updating drainage
system, and improving Everglades Blvd14r Ave NE and Immokalee RdWth Ave NE

The proposed bridge site is currently used as an access point to the canal and has is `boat
ramp', on the western side of the canal. Per Collier County, the location of a replacement boat
ramp will be determined during the permitting and ROW Phases. However, for the purpose of
cost, we assume to replace the boat ramp at the same location_ There are no stormwater
treatment facilities and based on past studies, two stormwater ponds are estimated to be
implemented to comply with authorities. The existing drainage system is composed of uneven
swales connected 'via RCP and ME5 and is to be redesign as the prototype bridge project at P
St NE. ROW acquisition is anticipated for completion of the project with an estimated total of
647,626-sf of ROW- The estimated ROW acquisition is subjected to change upon actual design
and permit of the stormwater drai nage system, stormwater ponds, and SFWMD boat ramp.
