EXECUTIVE SUMMARY
Recommendation to approve an "after the fact" submittal of a 2023 Federal Transit Administration (FTA)
Section 5324 Emergency Relief Grant application in the amount of $125,690.30 to repair damages to Collier
Area Transit (CAT) facilities and recoup costs for services rendered to assist with emergency operations as a
result of Hurricane Ian. (CAT Grant Fund 4031)
OBJECTIVE: To obtain grant funding to cover the cost of damages to CAT facilities and services rendered to
assist with emergency operations as a result of Hurricane Ian.
CONSIDERATIONS: On March 27, 2023, Collier Area Transit (CAT) received a notification of funding
opportunity (NOFO) for the Federal Transit Administration's (FTA) Section 5324 Emergency Relief Grant
program. The FTA allocated $212,301,048 million in disaster relief funding to public transportation systems
affected by major disasters declared in the calendar years 2017, 2020, 2021, and 2022. The deadline for submitting
applications was May 26, 2023.
Hurricane Ian caused damage to CAT's facilities, bus stops, and other equipment. The storm surge and flooding at
the primary transfer station caused damage to the flooring and furniture. The wind damage from Ian resulted in
miscellaneous damage to the Operating and Maintenance property, including damage to building gutters, trees, and
the roof.
In addition to the damages, CAT incurred expenses associated with services rendered before, during, and post
hurricane landfall. Prior to landfall, CAT provided transportation to shelters, critical locations, and along
evacuation routes. In addition to services for evacuation, CAT also helped in coordination with first responders and
other emergency personnel to assist with rescue missions in heavily flooded areas within the county.
The grant funds would be used to repair and rebuild damaged infrastructure, replace equipment, and recoup costs
for emergency operations services during Hurricane Ian. Collier County has begun the process of repairing the
damages to the public transportation system. Completed repairs or those nearing completion, are included
in the grant application request.
FISCAL IMPACT: The total project cost is $125,690.30. If awarded, the Federal Transit Administration (FTA)
will provide a 90% federal share in the amount of $113,121.27, with a 10% local match in the amount of
$12,569.03. Matching funds are available within CAT Operating Fund 4030 supported by the annual transfer from
the General Fund (0001).
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this Item.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issues and
requires majority vote for approval. -JAK

About the Project
Project Title: Collier County Grant application for FTA Funding to Repair Hurricane Ian Damage to Public Transportatio

Project Executive Summary:

Hurricane Ian made landfall in Collier County, Florida on September 28, 2022. The hurricane was a category 4 storm, and it caused
extensive damage to the county. The storm surge, damaging winds, and flooding caused significant damage to roads, bridges, and oth
infrastructure. The county's public transportation system was also impacted, with damage to its stations and equipment.
The Collier County Board of Commissioners (BCC) has already begun the process of repairing the damage to the public transportation
system. However, the cost of the repairs is estimated to be $65,441.79 and accumulated operational cost of $41,699.76.
The FTA Emergency Relief Program provides funding to help communities recover from natural disasters. The BCC believes that the

county qualifies for funding under this program because the damage to the public transportation system was caused by a natural

1. Narrative description of emergency and/or permanent repair capital expenses:
Hurricane Ian caused extensive damage to Collier County's transit facilities, bus stops, and other equipment. The storm surge and
flooding at the primary transfer station caused damage to the flooring and furniture. The wind damage from Ian resulted in
miscellaneous damage to the Operating and Maintenance property, including damage to building gutters, trees, and roof leaks.

2. Narrative description of emergency response operating expenses:
Collier Area Transit (CAT) played a vital role in assisting people during the hurricane. Prior to land fall, CAT provided transportation to
shelters, provided evacuation routes, and other critical locations. In addition to services for evacuation CAT also helped in
coordination with first responders and other emergency personnel to assist with rescue missions in heavily flooded areas within the
county.
Here are some of the ways that CAT assist during a hurricane:
• Provide transportation to shelters: CAT assisted with transportation services can help to get people to shelters before a hurricane
hits. This was to ensure that everyone has a safe place to stay during the storm.
• Provide transportation to evacuation routes: CAT permitted for detours along the current routes to shelters upon request in order to
provide a means that everyone has a way to get out of the danger zones.
• Coordination with first responders: CAT assisted in various missions to assist first responders with transporting individuals that were
impacted by the heavy floods.
• Provide Cooling Stations: In areas impacted by power outages and limited availability to generators, CAT assisted with providing
buses to assist as cooling stations.
• Provide Transportation to resources: CAT provided transportation services to the public so they may gain access to federal resources
In partnership with Florida Department of Children and Families, CAT provided transportation services to the publicly available
Disaster Supplemental Nutrition Assistance Program event.
*Provide a description of the purpose of the public transportation service provided, which may include: evacuations, returning
evacuees to their homes, rescue operations, temporary public transportation service, the costs to move rolling stock out of harm's
way, and any costs related to reestablishing, expanding, or relocating public transportation service below, during, or after the
hurricane. The application must include the dates, hours, number of buses, ferries, and/or trains, and information relating to fares
charged. Only net operating costs may be reimbursed.

The project schedule begins at project award (anticipated award August 2023) and continue until the project is completed in 2024.
The project schedule is shown below.
Collier County is requesting a categorical exclusion (CE) for the repairs necessary to the transit facilities, as approved by the Federal
Transit Administration's (FTA) Emergency Relief Program (49 U.S.C. 5324).
FTA has determined that certain activities related to repairing transportation facilities damaged by an incident resulting in a
Presidential disaster or emergency declaration are eligible for a CE (23 CFR 771.118(c)(11)).
The repair, reconstruction, restoration, retrofitting, or replacement of any road, highway, bridge, tunnel, or transit facility (such as a
ferry dock or bus transfer station), including ancillary transportation facilities (such as pedestrian/bicycle paths and bike lanes), that is
in operation or under construction when damaged and the action:
a) Occurs within the existing right-of-way and in a manner that substantially conforms to the preexisting design, function, and
location as the original (which may include upgrades to meet existing codes and standards as well as upgrades warranted to address
conditions that have changed since the original construction); and
b) Is commenced within a 2-year period beginning on the date of the declaration.
The transit facilities in Collier County were in operation when the damage occurred, which would qualify the repairs for a CE. The
repairs are necessary to restore the facilities to their pre -disaster condition and will not have any significant environmental impacts.
The repairs will be commenced within two years of the date of the declaration.
Technical, Legal, and Financial Capacity

Since CAT's inception in 2001, it has been operating with all technical and legal authority of similar Collier County departments.
Collier Area Transit operates under the supervision of the County's Public Transit & Neighborhood Enhancement (PTNE) Division
which is a part of the Transportation Management Services Department. Within the Department, which is provided support from
other Department, there are various experienced professionals such as: licensed engineers (including environmental and traffic
operations), designers, planners, construction project managers, landscape architects, transit managers, and many others who
support CAT. Also, the County Attorney's office has assigned an attorney experienced in transit law, regulations and requirements to
assist CAT.
The Department also has a division that provided grant and financial support to CAT. Both CAT staff and supporting Divisions have
extensive knowledge regarding federal, state and local regulations. Through audits conducted by the Florida Department of
Transportation (FDOT), and FTA, CAT has successfully managed grants and all compliance issues.
FTA's recent Triennial review of CAT resulted in zero findings. Another recent review conducted by FDOT resulted in zero findings
with respect to technical, legal and financial capacity.

Collier County has a sophisticated accounting system and software (SAP) that includes all required components to meet the financial 2
needs for grant management compliance. The County has had a longstanding implementation of a companion Grants M
Management System that further supports overall grants administration. The County's Office of Management and Budget works in
conjunction with the County's Clerk of Courts Finance Department. The Clerk governed by Florida Statute provides an additional c
layer of independent oversight in the financial management of grants is responsible to prepare the Comprehensive Annual41
Financial Statements as well as coordinate the single audit.

Introduction
Executive Summary
Hurricane Ian made landfall in Collier County, Florida on September 28, 2022. The hurricane was a
category 4 storm, and it caused extensive damage to the county. The storm surge, damaging winds,
and flooding caused significant damage to roads, bridges, and other infrastructure. The county's public
transportation system was also impacted, with damage to its stations and equipment.
The Collier County Board of Commissioners (BCC) has already begun the process of repairing the
damage to the public transportation system. the cost of the repairs is estimated to be $76,267 in
addition to accumulated operational cost of $49,423.30.
The FTA Emergency Relief Program provides funding to help communities recover from natural
disasters. The BCC believes that the county qualifies for funding under this program because the
damage to the public transportation system was caused by a natural disaster.
The BCC is hopeful that the FTA will approve the application for funding. The funding will be used to
repair the damage to the public transportation system and recover from the hurricane.

Operational Support
Collier Area Transit (CAT) played a vital role
in assisting people during the hurricane.
Prior to land fall, CAT provided
transportation to shelters, critical locations, ,
and along evacuation routes.. In addition to
services for evacuation, CAT also helped in
coordination with first responders and other
emergency personnel to assist with rescue
missions in heavily flooded areas within the
county.
Here are some of the ways that CAT assists
during a hurricane:
• Provide transportation to shelters: CAT assisted with transportation services helping to get people to
shelters before the hurricane makes landfall.
• Provide transportation along evacuation routes: CAT allowed for detours from existing routes to
transport citizens to shelters upon request.
• Coordination with first responders: CAT assisted in various missions to assist first responders with
transporting individuals that were impacted by heavy floods.
• Provide cooling stations: In areas impacted by power outages and limited availability to generators,
CAT assisted with providing buses to assist as cooling stations.
• Provide transportation to resources: CAT provided transportation services to the public so they may
gain access to federal resources. In partnership with Florida Department of Children and Families, CAT
provided transportation services to the publicly available Disaster Supplemental Nutrition Assistance
Program event.
The cost associated with providing these services is $49,423.30

Categorical Exclusion/NEPA
Collier County is requesting a categorical exclusion (CE) for the repairs necessary to the transit facilities, as
approved by the Federal Transit Administration's (FTA) Emergency Relief Program (49 U.S.C. 5324).
FTA has determined that certain activities related to repairing transportation facilities damaged by an incident
resulting in a presidential disaster or emergency declaration are eligible for a CE (23 CFR 771.118(c)(11)).
The repair, reconstruction, restoration, retrofitting, or replacement of any road, highway, bridge, tunnel, or transit
facility (such as a ferry dock or bus transfer station), including ancillary transportation facilities (such as
pedestrian/bicycle paths and bike lanes), that is in operation or under construction when damaged and the
action:
a) Occurs within the existing right-of-way and in a manner that substantially conforms to the preexisting
design, function, and location as the original (which may include upgrades to meet existing codes and
standards as well as upgrades warranted to address conditions that have changed since the original
construction); and
b) Is commenced within a 2-year period beginning on the date of the declaration.
The transit facilities in Collier County were in operation when the damage occurred, which would qualify the
repairs for a CE. The repairs are necessary to restore the facilities to their pre -disaster condition and will not
have any significant environmental impacts. The repairs will be commenced within two years of the date of the
declaration.

Technical, Legal,
Financial Capacity
Collier Area Transit operates under the supervision of the county's Public Transit & Neighborhood Enhancement
(PTNE) Division which is a part of the Transportation Management Services Department (TMSD). The department
employs various experienced professionals such as: licensed engineers (including environmental and traffic
operations), designers, planners, construction project managers, landscape architects, transit managers, and
many others who support CAT. , The County Attorney's office has designated attorney experienced in transit law,
regulations, and requirements.
Additional fiscal and grant -related assistance is provided by the Operations Support Division within TMSD.
Together, CAT staff and supporting personnel have extensive knowledge regarding federal, state and local
regulations. Routine audits are conducted by the Florida Department of Transportation (FDOT) and the FTA, and
CAT has successfully managed grants and all compliance issues.

PTNE Division. All these grant requirements, including compliance reports, performance measures, financial
reports and audits and many other responsibilities are successfully managed by knowledgeable staff. There are
no outstanding legal, technical, or financial issues that would make this a high -risk project to implement quickly.

The Public Transit & Neighborhood Enhancement (PINE) Division is applying for a Federal Transit
Administration (FTA) Section 5324 Emergency Relief Grant. On March 27, 2023, Collier Area Transit (CAT)
received a Notification of Funding Opportunity for the FTA Section 5324 Emergency Relief Grant program.
Hurricane Ian caused damage to CAT's facilities. bus stops, and other equipment in the form of flooding at
the primary transfer station due to storm surge and wind damage to the Operating and Maintenance
property In addition to the damages. CAT incurred expenses associated with services rendered before.
during. and post hurr#cane landfall. Prior to landfall, CAT provided transportation to shelters critical
locations. and along evacuation routes. CAT also helped in coordination with first responders and other
emergency personnel to assist with rescue missions in heavily flooded areas within the county.
The grant funds would be used to repair and rebuild damaged infrastructure, replace equipment, and recoup
operating costs for emergency operations services during Hurricane Ian Collier County has begun the
process of repairing the damages to the public transportation system. Completed repairs or those nearing
completion, are included in the grant application request
The total project cost is $125,690.30 consisting of $49,423.30 in operational support cost and $76,267 in
Capital/Asset damage. If awarded. the FTA will provide a 90% federal share in the amount of $113.121.27,
with a required local match of 10% in the amount of $12,569.03. Matching funds are available within CAT
Operating Fund 4030 supported by the annual transfer from the General Fund (0001)
The funding opportunity was announced on March 27, 2023 with a submittal date of May 26, 2023. Due to
the additional time that was required to determine the eligible damages and applicable costs, it is necessary
to utilize Collier County CMA #5330 authorizes the County Manager to approve the submittal of grant
applications with subsequent Board action at the June 13, 2023 BCC meeting.
