Agenda 06/13/2023 Item #16A10 (To authorize the Chairman to sign a one year extention to the MOU between BCC and ELC of SWFL- $75,000)06/13/2023 EXECUTIVE SUMMARY Recommendation to approve and authorize the Chairman to sign a one-year extension to the Memorandum of Understanding between the Collier County Board of County Commissioners and the Early Learning Coalition of Southwest Florida Inc., to provide local match funding in the amount of $75,000 in Fiscal Year 2024. OBJECTIVE: To approve a Memorandum of Understanding ("MOU") between the Board of County Commissioners and the Early Learning Coalition of Southwest Florida, Inc. ("Coalition"). CONSIDERATIONS: This is the twelfth year that the Board has budgeted funds for the Coalition. The Coalition provides the following services to families, children, and childcare providers in Collier County: resources and referral services, eligibility and enrollment, reimbursement to child-care providers, child developmental screenings, provider monitoring, inclusion, and training. By linking families to childcare and Pre-K services, the Coalition supports parents' ability to work and helps prepare children for success in school. The MOU supports policies to strengthen and diversify our local economy by providing services to aid employees or job seekers with childcare needs and continue the provision of Early Learning Child Services to eligible families in Collier's School Readiness Program. The Coalition leverages the County's funding to obtain federal grant funds. The terms covering this funding commitment, including requirements for both the County and the Coalition, are contained within the original MOU, along with modifications that have been included in subsequent extensions. This extension incorporates previously approved changes and provides for updated dates for Fiscal Year 2024. FISCAL IMPACT: The total cost of the agreement will not exceed $75,000 in FY2024. Funding this program has been identified within the FY24 Economic Development and Housing budget within the General Fund (001) Economic Development Incentives Cost Center (138763), which is subject to the approval of the BCC. GROWTH MANAGEMENT IMPACT: This request is consistent with Objective 3 of the Economic Element of the Collier County Growth Management Plan, which states: "Collier County will support programs that are designed to promote and encourage the recruitment of new industry, as well as the expansion and retention of existing industries in order to diversify the County's economic base." To offer this program to your employees you must complete a Commitment Agreement annually. It is time to complete your agreement for the 2022-2023 program year. The agreement is effective July 1, 2022. If you currently have employees participating in the 2022-2023 School Readiness Program Match, you too complete a new agreement to continue childcare services as of July 1, 2022. Subject to availability of funds, the School Readiness Match Program provides funds to expand the provision of services to low-income families at or below 200% of the federal poverty level as long as the income does not exceed 85% of the state median income.
