I chose this area, specifically this street, Orange Blossom, because of its beauty, family friendly sidewalks and the gentle feel of a small town. Should you grant this developer the permission to rezone and thus build upon the Orange Blossom/Airport Rd. Corridor you will destroy the reasons that brought me here. What you will also show me, a voter, that my voice that has been active in the community for almost twenty years does not have as great a value as this one developer. That is a shame; a shame that you are willing to permit one developer's building to take precedence over the eight communities that call Orange Blossom home. There are communities along Orange Blossom with hundreds of homes that will be negatively impacted if you allow the rezoning and development of the Orange Blossom/Airport Rd Corridor. Property values will decrease, because the road will have to be widened to accommodate the other issue - traffic. The aesthetics of the area will suffer. People come to Naples for its beauty, its cleanliness, its small-town feel, however, building, or should I say, overpopulating this corridor will only strip this area Naples of all the things that make it so wonderful to live in and visit. This one decision will set a precedent for other developers to come and continue to rezone and build in areas that cannot truly house that type of population density. We are at a critical point in our community as it is already seeing the effects of building out on Vanderbilt and in the Estates, increased truck traffic, pollution, and increased trash on the roads because of the trucks and their waste. The people who live here, who work here, who raise their kids here to help make community strong economically and aesthetically should have a greater voice than any developer looking only for profit. Dear Commissioner Kowal, I am a resident of Mill Run and am writing you to voice my opposition to the proposed density and height of The Haven project you will be voting on tomorrow. I want to be clear, I do not have an issue with this site being developed as apartments that include an affordable housing element. What I have a problem with is high density and height of the proposed project. I also oppose rewarding the developer with additional density, and potentially millions in additional profits, by incorporating an existing building and its entrance just to make the added density appear to be less than it actually is. Airport Road is already a dangerous road. I personally witnessed a fatal accident because two drivers were trying to beat a traffic light due of the congestion in the area. There is going to be massive density coming to the Airport/Orange Blossom area based on the currently proposed projects and vacant land that will become future development projects. I understand growth is inevitable, but it seems like it needs to be better managed otherwise we are going to have another Immokalee Road situation and no one should want that. As you know, two Planning Commissioners voted against the project because they felt the density and height being requested was not consistent with the area and did not provide sufficient benefit to the county. Based on their reservations about the project, I would ideally like you to follow what the Growth Management Plan allows; however, failing that I am asking you to: 1. Reduce the density for the project to what is allowed on the property actually being developed (10 acres) (i.e. do not allow the developer to be rewarded for incorporating an existing building and 5-acre entrance into their request, 2. Reduce the height of the building to no more than three stories, and 3. Please do not contribute to turning Airport Road into another Immokalee Road. The Orange Blossom Coalition placed considerable pressure on the members of the plan commission to approved a plan that provided no road access to Orange Blossom. The result was that a dangerous routing of the ingress and egress of this development was approved by them. Please consider revising the traffic flow to include an exit only right hand turn from the development onto Orange Blossom near Airport Rosd. This solution would considerable reduce the mayhem that would result from the current plan. However, I wish to register my objection to the Haven Apartments proposal for North Naples. Giving approval to such a scheme, would establish a dangerous precedent for the area and change its character for many years to come - long after those supporting and giving approval to the scheme, are out of office. The Airport - Orange Blossom corridor is highly congested throughout the year and not just "in season" Mn I understand that statistically, the area features as one of the top accident black spots in the County. An increase in the number of residents, leads to an increase in the number of vehicles, which will only exacerbate the situation. I am given to understand that the proposed development is intended to be a "luxury" complex with a fifth of the properties being designated as "affordable." But there are similarly designated units in the area, some of these are currently vacant. Are there sufficient safeguards in place to prevent the out of State developer using the "affordability" card as leverage, only to make a "killing" down the line by unloading, further down the line? The fact that so many units are planned for such a relatively small area, displays opportunism! Again, thinking of the density issue, the question should asked, "is there an infrastructure plan in place to accommodate the needs of an increase in the areas population?" I trust that the Commissioners will see sense and reject this scheme! Workforce housing for our teachers and staff has been an issue the School Board has grappled with the entire time I’ve been seated. The lack of affordable places to live is one of the main reasons new teachers turn down employment opportunities here. All of that being said, I am writing to you today, not as a board member, but as a small business owner family member, mother of a gainfully employed 23-year-old marine technician, and concerned community member. I would like to express my enthusiastic support for Johnson Development Associates’ proposed project, Haven at North Naples. Once completed, I am confident that this project will add much needed housing options to address our growing need for affordable workforce housing. I was pleased to hear that Johnson Development Associates has agreed to set aside 76 units for workforce housing. Half of those will be reserved for households making up to 80% of the area median income (AMI), while the remaining half will be for those households making up to 100% of AMI. This shows that Johnson Development Associates not only understands the need for housing that is attainable for our workforce, but also is committed to doing its part to address our community’s concerns. Our school district has committed to offering technical pathway options to our students and adults who choose to pursue careers in the trades, but then these people have nowhere to live if we want their new skills to benefit the businesses in Collier County. Potentially this could add around 700 extra residents and around 500+ vehicles in this area. Road Safety Airport Pulling is an extremely busy road at certain times. Access into Walden Oaks over the carriageway is extremely difficult at certain times. We can wait up to 4 or 5 minutes with other vehicles lining up behind, occasionally going back to Orange Blossom. The safety of older residents at The Carlisle, who often hesitantly exit that development, is extremely important and should be considered. Adding so many extra vehicles from a new, large development, presents a serious potential traffic hazard and is a recipe for a tragedy. Density The plan to squeeze so many units into one location is based on greed and not on the values of quality of life that Naples and Collier County have successfully established over the years. The development would be crossing a line from which there is no return. Capacity Alongside the proposed development: • Are there plans to expand the roads to cope with all the extra vehicles? • Are there sufficient places at local schools? Have the education authorities been consulted? • Are there adequate services to cope with potentially around 700+ extra residents who may need social and or medical care? Impact • Any needed changes to roadways and additional school places will be a cost to the county and all its residents, not to the developers. • Only a relatively small proportion of the build is designated as affordable housing, illustrating that this developer has only profit in mind, not the good of local people. • The additional vehicles will cause even longer delays than at present, for people going to work right across the County, not just the immediate residents. This ‘ripple effect’ could have a negative effect on businesses. • This project is already creating stress and concern amongst local people. As you know, our city has been rapidly growing, requiring more affordable housing. We definitely acknowledge that we (Collier County) need affordable housing. Please correct me if I have incorrect information, but we don’t think that high rents proposed for The Haven Apartments (ranging from $2200.-$4100) is considered low income We also believe that the proposed development (The Haven Apartments) off of Orange Blossom and Airport Road is not a realistic fit for an already severely congested area. I travel Airport Road and Orange Blossom Road daily and have personally witnessed three near fatal accidents (one an airflight situation) due to overall congestion. Navigating this corridor any time from 6am-6pm can be a daunting task. For example, the turn lanes into Walden Oaks, The Hyundai dealership etc. are often clogged with drivers trying to “save time” by going the incorrect way to access s direction change or simply to U- turn to enter their place of business or residential community. The entrance lanes and the already congested corridor simply cannot handle an additional 336 units/families. The developer is proposing to rezone this area to add 336 units, two, 4-story buildings to an already saturated area of travel. We are opposed to this rezoning request as written. Another example, is my son who is 21 (whom has a career and makes roughly 60K a year), still can’t find anything affordable in Naples. While it is a highly desired “rich” community and some make think that if you can’t afford to live here, then move, I don’t think that is necessarily fair. We should strive to want our youth that have grown up and received an education here to STAY here. This is home to them and telling them to move to North Ft Myers or other areas that quite frankly aren’t safe, isn’t realistic. My husband and I live directly across the street in Walden Oaks so we will be affected by your decision on a daily basis. This is our retirement choice as of two years ago, when we moved here, and that was based upon the current population. We are here full time. This really matters. The Haven's developer is asking for a 60 ft high, 4-story, 336-unit (22.4 units per acre) apartment complex. o This is 60% higher density than the highest density existing neighboring complex, the Bear Creek Apartments just to the south of the proposed Haven project. o This is 43% higher than the tallest neighboring building, the 42 ft high Carlisle Assisted Living Facility. o This is 40% higher density than the maximum they are eligible for based on the Current County Growth Management Plan, even with an affordable housing component. o This is NOT consistent or compatible with the character, height and density of the neighboring communities. o The developer originally proposed two 75 ft 5-story buildings with 336 units. They have reduced the size to two 4-story 60 ft buildings BUT are still proposing the same high density of 336 units (23 units per acre). o The proposed site is just south of the Italian American Center and the entrance would be just south of the Orange Blossom/Airport Rd Intersection. The Haven project would be a TIPPING POINT project, setting a precedent that will change this lower density residential area forever into an overbuilt, congested area with overcrowded schools already at capacity and major safety concerns for pedestrians and traffic accidents. (this section of Airport Rd has the 3rd highest accident rate in the county). There are 4 other nearby vacant parcels at this busy intersection where developers will use any rezoning of this parcel to gain future rezoning approvals for similar or even larger projects. On April 4th the County Planning Commission voted 4-2 to recommend the project to the County Commissioners. This is JUST a recommendation. The Commissioners make the final decision on Tuesday, May 23rd. Two planning commission members, Paul Shea and Chuck Schumacher, voted with the residents and OPPOSED the Haven apartments. In his opposition, planning commission member Paul Shea said he thought the project was too high and too dense for the neighborhood while providing only 76 affordable units out of the total of 336 units. We need two of the County Commissioners to share this sentiment. The only reason the developer can get approval for density above 4 units per acre is to include an affordable unit component. The commissioners have no obligation to the South Carolina developer, Johnson Development, to rezone this land at all. If they do decide to rezone, it should be to a maximum of just 4 units per acre or a MAXIMUM of 16 units per acre with an affordable housing component. The developer needs a supermajority of the Collier County Commissioners (4 out of 5) to gain approval for their Growth Management Plan Amendment and Rezoning of this land. The residents of the Orange Blossom/Airport Rd Corridor Alliance are asking the County Commissioners to DENY the Developer’s Growth Management Plan Amendment (GMPA) and Mixed-Use Planned Unit Development (MPUD) Ordinance. The residents of the 14 nearby communities are strongly opposed the requested rezoning for the high density 60 ft high, 336-unit (22.4 units per acre) Haven Apartment complex. We have already collected 2,906 resident signatures on our petition opposing the proposed rezoning for this project. Per County Zoning Director Mike Bosi, the Orange Blossom/Airport Rd. Corridor is NOT designated as an urban activity center by the county (like the Pine Ridge/Airport Rd corridor). This is primarily a family residential area. If this Haven complex gets approved, it will lead to changing the character, building height and density of this Orange Blossom/Airport Rd corridor forever. The Airport Rd/Orange Blossom Rd corridor is already a high intensity, congested area with backed up traffic throughout much of the day, the 3rd highest accident rate in Collier County and overcrowded schools at capacity. The Haven would be an expensive Luxury Apartment Complex, with a small number of just 76 (20%) units being offered as "more affordable" units. Developers are using the small "more affordable" component to gain approval for their high-density luxury apartment complexes. Developers of similar projects have filled the apartment complex and then sold it within several years. The developer for the similar Pearl Founders Square Apartments at Immokalee and Collier Blvd. recently sold the complex for $125,000,000 just a couple years after approval. The proposed Growth Management Plan Amendment (GMPA) the Haven developer is seeking approval for lacks specific enforceability and penalties if the developer does not adhere to offering these units to lower income individuals qualifying for a lower rent level. The County has not been enforcing these affordable units effectively. The developer told the residents that the Haven units will have high rents of $4,200 for a carriage unit, $4,100 for a 3BR, $3,200 for a 2BR and $2,200 for 1 BR. There are already 4 other more affordable apartment complexes within a mile of the parcel where The Haven is proposed to be built. They are Bear Creek, The Oasis, 10X Apartments and Gulfshore Apartments and they do have some availability. The residents of the Orange Blossom/Airport Rd Corridor support more affordable housing units in our area, but support a balanced approach with lower density affordable housing more consistent and compatible with the existing neighborhoods, which have 2-3 story buildings and much lower density. CONCLUSION: The residents of the Orange Blossom/Airport Rd Corridor are asking the County Commissioners to follow the Commissioner’s Growth Management Plan as currently written and deny the Haven’s rezoning as part of their proposed Growth Management Plan Amendment (GMPA). A much smaller apartment complex with a height at or below 42 ft or less (like the neighboring Carlisle) and with a density of 14 units per acre or less (like the neighboring Bear Creek Apartments), is more consistent and compatible with the character, height and density of the neighborhood and WILL still contribute to the County's and resident's desire for more affordable apartments. Yes I do understand that people need a place to live but at the same time so do me and my family. We just purchased a condo in the emerald lakes condo community. We paid top dollar and at a high interest rate we did it because we are fleeing NY. What we are fleeing is high taxes, high crime and poorer quality of life. All of which I see and many more with this new apartment complex. This will severely lower the values of all surrounding properties. It also will take away rental income as if these people qualify they can rent out their apartment for far less in the same area, what’s the bargain. All people are good in nature but when people have less money it’s human nature to struggle to survive and go to any means including violence to get what they want. I’m in my 70s I can’t deal with that. I came to North Naples in particular due to its low crime rates, great quality of living and to feel as if I’m living amongst the most affluent. With this in the neighborhood it will lead to many more and soon enough the demographics will change and votes will go from red to blue. They tell me don’t NY my Florida well this is exactly what a yes vote would do to this utopia I call North Naples. There are plenty of places in Naples like south Naples, golden gate and many others, why pick the most desirable place? Why ruin a good thing. I am very strongly opposed to the Haven Apartment proposal. The residents of Emerald Lakes are already profoundly effected by the density of Sienna Lakes and even the height, I reside on the west side of the lake and still have the Sienna Lakes roof and lights in my view now. The Haven apartment proposal is just too much height and density for this specific area. While the county needs affordable housing, this Haven apartment complex is way out of proportion and should be voted down as it currently stands. When Sienna Lakes was built it just ruined the skyline of Walden Oaks and now lake front owners have a view of this looming 4 story building with white commercial lighting. It literally ruined the neighborhood. Please don’t ruin Emerald Lakes by allowing Haven Apartments to loom over a pretty and quiet neighborhood. Many of us sacrificed square footage to be able to buy on this huge lake. It would be unfair to the tax paying owners here to gave their views away for an oversized complex with too much height and density. Here is summary of our concerns: 1. The Haven will be 60 ft high (This is 43% higher than the highest nearby building, the 42 ft Carlisle), 2. The Haven will have 336-units, creating over 23 units per acre (This is 64% higher density than the highest density neighboring community, the Bear Creek Apartments) 3. The Haven will be an expensive Luxury Apartment Complex. The developer told us 3BRs will be $4,100/month, 2 BRs will be $3,200/month, and 1 BRs will be $2,200/month. This part of town already has 4 other apartment complexes within a mile with less expensive rental rates (Bear Creek, The Oasis, 10X Apartments and Gulfshore Apartments.) 4. Out of the 336 units, the developer is only designating 76 as "affordable". They are also still not delineating the number of 1BR, 2BR and 3BR apartments which will be affordable. As you know, the greatest need is 3BR units for families. 5. Mike Bozi confirmed this Orange Blossom/Airport Rd Corridor is NOT considered an urban activity center. It is primarily a single-family home and 2-3 story low- rise condominium residential family area with a one-story library, a one-story government services office, a church and a tree nursery 6. Approving this project will set a precedent in height that will be a tipping point for future projects on the 4 other buildable lots at this intersection. This proposed Haven apartment complex GMPA & PUDZ was presented to the Planning Commission on Thursday, April 6th. After the several hour hearing, two of the six members of the Planning Commission, Paul Shea and Chuck Schmacher, agreed with the residents and did NOT recommend approval for this project. Planning Commission Member Paul Shea's concluding comments opposing this rezoning request and siding with the residents were: "So, you know, it's always a difficult situation when you're trying to balance community benefit versus local community impact. I probably sit more on the other side of this. I'm a champion of affordable housing. I don't really view this as an activity center like I would Logan Square and that, and I don't see it even close to it. It might get there, but it's not there yet. I think it's a little too dense, and I think it's a little too tall. And I think it's not quite the same as the rest of the neighborhood, and I think we're giving up too much for 76 affordable housing units, personally. So I'm going to vote against it as it stands right now." Planning Commission Member Chuck Schumacher also opposed the rezoning request, stating: "I share the same sentiment. I can't -- I can't find myself getting behind this at this point based on the density that we're seeing for only the amount of units for affordable housing. I think that it has to be highlighted the number of residents. And those that came forward, not only here today but also through their petitions and through that Orange Blossom Alliance, which has to be recognized. I mean, those residents are coming forward with their concerns. I understand the traffic side. I understand all of that. But, again, I have to go back to this density, the height, and the lack -- that we're not achieving a full amount of affordable housing that we possibly could." As you know, the 14 residential communities in this Orange Blossom/Airport Rd corridor represent over 4,000 households and strongly oppose this project. The residents appreciate your efforts and support the need for more affordable housing throughout Collier County, but the residents believe this can be achieved while ALSO keeping new projects compatible and consistent with the existing character, height (current maximum is 42 ft) and density of the neighboring communities. Walden Oaks is located on Airport-Pullin Road. Our entrance/exit access is directly across from the proposed North Haven Community. Our residents, when coming from the north, must cross three lanes of traffic to enter our community using a short access lane. This has caused a backup onto Airport Road when more than 6 cars a waiting to make the turn. Likewise, our residents upon leaving our community desiring to go south, must cross three lanes of traffic to make the U-turn or proceed to Orange Blossom to make the U-turn. Again, crossing three lanes of traffic. We share these issues with the community, Windward Isles consisting of 30 homes, which is adjacent to Walden Oaks. The addition of 330 units at the proposed North Haven will add an additional 500-700 cars accessing these lanes on Airport creating a significant safety issue to residents, vendors, school buses, and guests utilizing these access points. I do not have a concern with development of a piece of property. My concern is maximizing the density on the property without regard to the daily safety issues being created by the additional resident units being added to the area. The residents of Walden Oaks are asking the Commissioners to deny the high density 60ft high apartment complex which would be 43% higher than the highest neighboring complex, the 42ft Carlisle Retirement Community. The Developer is asking for high rents (from $2,200 to $4,200 per month), nowhere near an affordable range; There are already 4 other more affordable apartment complexes within a mile of the proposed Haven complex (Bear Creek, The Oasis, 10X Apartments and Gulfshore Apartments). The Orange Blossom/Airport Road corridor is not designated as an urban activity center. It is primarily a family residential area. We do support more affordable housing units with lower density that is more consistent and compatible with the existing neighborhoods.
