Agenda 5/23/2023 Item #11A (Continuation of the Collier Mental Health Services)05/23/2023 EXECUTIVE SUMMARY Recommendation to approve the continuation of the Collier Health Services, Inc., Community Health Workers, to address health disparities among those affected by mental health and substance abuse and approve the use of Community Development Block Grant -CV and State and Local Fiscal Recovery Funds to support the project. OBJECTIVE: To reallocate funds from current grant -funded resources to support Community Health Workers in addressing substance abuse and mental health issues in low to moderate -income areas of our community. CONSIDERATIONS: On October 29, 2019, the Collier County Mental Health and Addiction Ad Hoc Advisory Committee was a driving force behind the implementation of the Mental Health and Addiction Services Five -Year Strategic Plan for 2020-2024. In this plan several priorities were identified, specifically priority Number 6 - Improve Community Prevention, Advocacy, and Education Related to Mental Health and Substance Use Disorders. The use of Community Health Workers to address education and advocacy through outreach efforts is critical to achieving the priorities outlined in the Strategic Plan. The use of a Community Health Worker (CHW) is a nonmedical health worker who has a common community, culture, and language with the patients they serve is critical to meeting this priority. This commonality allows CHWs to build trusting relationships with patients to be the link between health care, social services, and other community resources. CHWs serve their patients by offering education, informal counseling, social support, and advocacy. Patients who benefit the most from working with a CHW include those who are: • New to a community • Navigating a new life situation • Struggling to manage one or more health conditions On February 28, 2023, the Board approved the termination of the Collier Health Services, Health Care Network agreement. As part of this termination, staff was directed by the Board to look for alternatives to fund the organization while continuing the outreach and advocacy efforts that the CHWs offered in the low to moderate - income areas of the community. Staff worked closely with Health Care Network and has developed a comprehensive approach to using CHWs but redirecting efforts to focus on mental health and substance abuse issues and more specifically Priority #6 on the County's Mental Health and Substance Abuse Strategic Plan. Staff is recommending funding the project from March 1, 2023 through September 30, 2023 with Community Development Block Grant -CV funds and State and Local Fiscal Recovery Funds from October 1, 2023- December 31, 2024. The use of the State and Local Fiscal Recovery Funds will require an amendment to the County's Plan that will be brought back to the Board as Amendment 8, at a future date. With the approval of this item, staff will prepare the agreements to be brought back to the Board for final approval. FISCAL IMPACT: Funding is available within the Housing Grant Fund (705), Project 33674-CDBG-CV to support all salary expenses in the amount of $125,625. There is no match required for the CDBG-CV grant program. State and Local Fiscal Recovery funding is available within the Housing Grant Fund 705, Project 33765 to support salary expenses in the amount of $315,000 from October 2023 to December 2024.
