OBJECTIVE: That the Board appoint up to seven initial members to the Coastal Storm Risk Management Feasibility Study Ad Hoc Advisory Committee. CONSIDERATIONS: This ad hoc committee was established on April 11, 2023, by Resolution No. 2023-64, to assist the Board of County Commissioners in compiling and identifying issues and relevant best practices relating to the Collier County Coastal Storm Risk Management (CSRM) Feasibility Study being undertaken by the Army Corps of Engineers, and to provide a forum for public participation and feedback relating to the CSRM Feasibility Study. This committee shall sunset one year from the first meeting of the committee, unless extended by resolution of the BCC or unless converted into a permanent advisory committee. This seven -member committee shall be composed of five District members representing each of the five Commission Districts and who reside in their District, and two At -Large members who reside in any Commission District. Terms of office shall be for one year, unless the Board by resolution extends the sunset date of the Committee, in which case the terms of office of the members shall automatically be extended to the new sunset date. Pursuant to the provisions of Collier County Ordinance No. 2001-55, as amended, the Board hereby establishes the Coastal Storm Risk Management Feasibility Study Ad Hoc Advisory Committee (Committee), to provide for public participation and feedback to the Board regarding the CSRM Feasibility Study. SECTION TWO: Functions, Powers and Duties of the Committee. The functions, powers, and duties of this Committee shall be to assist the Board in identifying issues and relevant best practices as they relate to the CSRM Feasibility Study. In addition, at the request of the Board, the committee shall consider topics of interest for the Board. SECTION THREE: Appointment of Members and Terms of Office. A. The Committee shall be composed of seven regular members who are appointed by resolution of the Board. Five members shall be District members representing each of the five Commission Districts and who reside in their District, and two members shall be At -Large members who reside in any Commission District. He has participated in the NRC- IRDP since its inception in 2008, and delivered training courses for the NRC on: reactor safety, reactor regulations, safety analysis report (SAR), reactor siting regulatory requirements, construction permit, construction permit application review, probabilistic ris assessment, codes and standards, the Fukushima accident in Japan, and quality assurance in: Vietnam, Thailand, Armenia, Indonesia, Jordan, Kenya, Tanzania, Ghana, Poland, Romania, Tunisia, China, and South Africa. He assisted Vietnam and Armenia regulators in writing new reactor siting requirements, and has reviewed Jordan's reactor siting study performed by an independent international contractor. He represented the NRC in IAEA's Siting technical working group, and in bi-lateral Siting meeting in Argentina. He participated in a six person OECD expert mission to Taipei to perform an independent post-Fukushima stress test on the four operating nuclear power reactors in Taiwan. Dr. Squarer's experience includes 26 years of experience at Westinghouse- where amongst other functions he formulated and managed the test program of the Westinghouse AP600 nuclear reactor during its conceptual design stage, managed the safety review of the Hanford N-Reactor, and was responsible fo the technology development and management of commercial BWR nuclear fuel reloads.
