MINUTES OF THE COLLIER COUNTY PUBLIC ART COMMITTEE
Naples, FL March 15, 2023
LET IT BE REMEMBERED the Collier County Public Art Committee in and for the County of Collier, having
conducted business herein, met on this date at 3:30 PM in a REGULAR SESSION in the Collier Museum at
Government Center, Naples Florida with the following members present:

ALSO PRESENT: John Melleky, Arts and Culture Manager
1. Call to order and Roll Cali
Ms. Bell called the meeting to order.
A quorum of four was established by those members present in the room, Ms. Bell, Ms. Hawley, and Ms.
Howe, and virtually (Ms. Baker) as she joined during the Approval of Minutes section.
2. Pledge of Allegiance
The Pledge of Allegiance was recited.
3. Approval of Agenda
Ms. Hawley made a motion to approve the agenda. Ms. Howe seconded the motion. The motion was
carried unanimously, 3-0.
4. Approval of Minutes
Ms, Hawley made a motion to approve the minutes from the Feb. 15, 2023, meeting. Ms. Howe
seconded the motion. The motion was carried unanimously, 4-0.
5. Staff Report
Mr. Melleky mentioned that the Tourist Development Tax Grant program is in its final weeks with grant
applications due by Mar. 24, 2023, at 5:00 pm.

Many activities are taking place as part of the !ARTS VIVA! festival, a Celebration of Hispanic Arts and
Culture. Isabelle De Borchgrave and the World of Frida Kahlo opened at Naples Art Institute on Mar. 4.
Marco Island Center for the Arts opened their monthly exhibition of Reflections of 4 Artists — Kahlo, Rivera,
Salvador, and Picasso. On Thursday, Mar. 20 they will present Dr. Ed Calle, Latin Grammy winner for a
concert in their exhibition space. That weekend, Artis—Naples opens their Three Degrees of Separation
of modern artworks from the Americas showcasing items in their permanent collection. They will also
have Troupe Vertigo and Flamenco performances between April 4 — S. Finally, Opera Naples has their
Festival Under the Stars opening on March 21. This festival will showcase three items as part of IARTF
VIVA! -- the opera Carmen, a night of Spanish Zarzuela and Flamenco, and closing the festival is the opera
Frida on April 4 and 5.

7. New Business
a. Selection of committee members
Mr. Melleky presented the candidates that submitted applications for membership on the Public Art
Committee. The group reviewed the candidates and decided to select a candidate from District 3 first
and then one from District 5, to make sure all districts are being represented. The two remaining
positions were selected form the entire pool.

Ms. Hawley moved to recommend Lisa Cataldo-Absher, representing District 3, to be appointed to the
Public Art Committee for a term from Apr. 2023-Mar. 2025. Ms. Baker seconded the motion. The
motion was carried unanimously, 4-0.
Ms. Hawley moved to recommend Nora Beyrent, representing District 5 to be appointed to the Public
Art Committee for a term from Apr. 2023 —Mar. 2025. Ms. Howe seconded the motion. The motion
was carried unanimously, 4-0.
Ms. Hawley moved to recommend Muffy Clark Gill, representing District 4 to be appointed to the
Public Art Committee for a term from Apr. 2023 —Mar. 2025. Ms. Baker seconded the motion. The
motion was carried unanimously, 4-0.
Ms. Hawley moved to recommend Paul Gower, representing District 4 to be appointed to the Public
Art Committee for a term from Apr. 2023 — Mar. 2025. Ms. Howe seconded the motion. The motion
was carried unanimously, 4-0.
Ms. Hawley moved to recommend Jonathan Martinez, representing District 3 to be appointed as an
alternate selection, in case anyone declines, to the Public Art Committee for a term from Apr. 2023 —
Mar. 2025. Ms. Howe seconded the motion. The motion was carried unanimously, 4-0.
b. Meeting Schedule
Mr. Melleky presented a tentative meeting schedule that has meetings held every odd -numbered
month with each April being an orientation for the new members. Dates for the next year are as
follows: April 19, 2023 — Orientation, May 17, 2023, July 19, 2023, September 20, 2023, November 15,
2023, January 17, 2024, March 20, 2024, April 17, 2024, and May 15, 2024.
Ms. Hawley moved to approve the tentative meeting schedule for 2023-2024. Ms. Howe seconded
the motion. The motion was carried unanimously, 4-0.
8. Old Business
a. Bayshore Subcommittee — Holiday Banners and Murals
Mr. Melleky announced that the subcommittee that was discussed at the Sep. 2022 meeting will now
meet. It will include two individuals from the Bayshore CRA committee, two members from the
Bayshore MSTIJ committee, and two members from the Public Art Committee. The committee will
develop the processes and procedures to obtain holiday banners for the Bayshore area. Ms. Hawley and
Ms. Howe are the representatives from the Public Art Committee. The first meeting with be on April 6

at 5:00 PM at the Kapnick Center at Naples Botanical Garden. Ms. Howe can represent the committee
at the first meeting and then another committee member will take her place once the committee
chooses another individual at the April 2023 meeting.
b. Florida Association of Public Art Professionals (FAPAP) Conference
Mr. Melleky updated the committee on the FAPAP Conference, which will from May 9-11, 2023 at the
Hilton Garden Inn in Downtown Orlando. The board packet included the hotel information and the link
to more information. The agenda was just published online today, March 15, 2023, and includes a
presentation by Miami artist Michelle Oka Doner.
Ms. Bell noted that the committee members can attend but expenses are on their own.
9. Advisory Board Member Discussion
Ms. Bell thanked Ms. Howe for her service to the committee especially during this first year to get things
started. One of the major initiatives completed was creating the Vision and Mission of the committee,
which helps set up the Master Plan.
10. Next Meeting- Wednesday, April 19, 2023, at 3:00 pm at the Collier County Museum at
Government Center
There being no further business for the good of the County, the meeting was adjourned by Ms. Bell at
4:22 P.M.
