MINUTES OF THE COLLIER COUNTY PUBLIC ART COMMITTEE
Naples, FL February 15, 2023
LET IT BE REMEMBERED the Collier County Public Art Committee in and for the County of Collier, having
conducted business herein, met on this date at 3:30 PM in a REGULAR SESSION in the Collier Museum at
Government Center, Naples Florida with the following members present:

1. Call to order and Roll Call
Ms. Bell called the meeting to order.
A quorum of three was established by those members present in the room, Ms. Bell and Ms. Hawley,
and virtually (Ms. Baker).
2. Pledge of Allegiance
The Pledge of Allegiance was recited.
3. Approval of Agenda
Ms. Hawley made a motion to approve the agenda. Ms. Baker seconded the motion. The motion was
carried unanimously, 3-0.
4. Approval of Minutes
Ms. Hawley made a motion to approve the minutes from the December 21 meeting. Ms. Baker
seconded the motion. The motion was carried unanimously, 3-0.
5. Staff Report
Mr. Melleky described the grant process for arts and cultural organizations that are funded through the
Tourism Development Council. The Tourist Development Tax grant application process for FY 2023-2024
opened in January for arts and cultural organizations to apply for reimbursable grants for exhibitions,

performances, and marketing plans that target visitors. The grant applications are now online and are
due by March 24, 2023, at 5:00 PM.
The grant portal is a part of the new Arts and Culture partner section on the CVB website
paradisecoast.com. Users can choose Industry Resources and then Arts and Culture Partners. The Arts
and Culture section will grow over time and include the area to build a mailing list of individual artists and
performers, information on the County Arts Strategic Plan, Public Art, and the section for Grants.
Mr. Melleky described the activities occurring for iARTE VIVA! A Celebration of Hispanic Arts and Culture.
Naples Botanical Garden has opened Frida and Her Garden, which had great coverage in the new The
Naples Press newspaper. Naples Art District hosted Frida Fest from Jan. 21 — Feb. 2 and Naples Art
Institute will open Isabelle de Borchgrave and the World of Frida Kahlo on March 4 which will showcase
50 of Frida's dresses in life-size, created in paper. Today's meeting is held amid the exhibition Aliento A
Tequila, which is also part of iARTE VIVA!
Ms. Bell noted that the Bayshore area is decorated with street banners for the Mexico: Celebration of
Plants and Culture exhibition that has been running since the fall and includes the Frida and Her Garden
exhibit. In addition, Naples Botanical Garden donated paint for the bridge walls to match the blue that is
in the exhibit.
6. Public Comments
There were no public comments.
7. New Business
a. Approval of Murals— Immokalee CRA
Mr. Melleky presented information from the Immokalee CRA. They propose a series of 3 murals on the
new 7-11 building at 107 9t" Street in Immokalee. Each mural is 6' x 9' each and depicts Lake Trafford, a
Farm, and a Cowboy and will be painted on the wall with Exterior Acrylic semi -gloss paint. All three are
created by the artist Martha Cantu who is from Immokalee and created the Welcome Sign mural. The
cost for the murals is $13,770.
Ms. Hawley commented that the murals are well done, with great subject matter, and are very colorful
Ms. Baker made a motion to approve the design of the 3 murals by Martha Cantu (Lake Trafford,
Farm, and Cowboy) on the 7-11 building in Immokalee and should process to the next step of the
approval process. The motion was carried unanimously, 3-0.
8. Old Business
a. Solicitation of committee members
Mr. Melleky announced that applications are being accepted for the four open committee positions.
Two positions are the terms ending for Ms. Howe and Mr. Papanikolaou. Both of those individuals have
been sent the link to reapply if they choose. These positions will be for a two-year term, running from

April 2023 to March 2025. The terms of the entire committee were provided in the board packet
materials and it was noted that these include the districts represented by each committee member. The
committee members can share the link to solicit applications and the press release from the County will
be shared with the committee.
Mr. Melleky described the process. At the March meeting, the committee will review and select
candidates. Those new candidates terms will start at the April meeting. It was also discussed to have a
short orientation at the April meeting to include the Sunshine Law presentation.
b. Mural policies
Mr. Melleky described the background of the information in the packet from a meeting with the County
Attorney's office. The first section is the Executive Summary that was approved in 2019 by the Board of
County Commissioners on murals. This policy state that murals are approved for the Immokalee and
Bayshore Triangle CRA districts. The second section is the mural policies drafted by the Bayshore
Triangle CRA that were tabled to allow the Arts and Cultural Strategic Plan to be implemented and to
then have the Public Art Committee formed. The third section of the packet includes other mural
policies from Ormand Beach and Delray Beach. These policies were recommended by the attorney's
office as they address some concerns raised by the Board of County Commissioners regarding mural
content.
Ms. Bell remarked that the City of Ormond Beach policies had a good layout and were easy to
understand. It was recommended to use these as a starting point to build policies and create templates
for an initial review.

10. Next Meeting- Wednesday, March 15, 2023, at 3:30 pm at the Collier County Museum at
Government Center
