EXECUTIVE SUMMARY
Recommendation to approve the selection committee's ranking and authorize staff to begin contract
negotiations with Harvard Jolly, Inc., related to Request for Professional Services ("RPS") No. 22-8033,
"Design Services for Hardening and Expansion of the Collier Senior Center Building," so staff can bring a
proposed agreement back for the Board's consideration at a future meeting. (Project 50219)
OBJECTIVE: To approve the selection committee's ranking for RPS No. 22-8033, and to authorize staff to begin
contract negotiations with Harvard Jolly, Inc., to provide professional design services for Hardening and Expansion
of the Collier Senior Center Building.
CONSIDERATIONS: The Collier Senior Center, a 40-year-old building, is currently used for a variety of
community programs mainly dedicated to seniors. Some of these programs are a hot lunch service, financial
assistance, food pantry, art and craft classes, educational seminars, and community meetings. During local
emergency events, the building is used as a recovery center. Historically, Collier County has seen many hurricanes
and wildfires. The Collier Senior Center building has sustained through many storms and has often operated as Post
Disaster Recovery Center, where elderly and other residents had the opportunity to meet and interact with Federal
Emergency Management Agency ("FEMA"), Red Cross, and Salvation Army representatives. Collier County
Government personnel secured different types of Grants that will be combined to help fund the Senior Center
hardening and expansion, needed to accommodate new program needs.
On January 5, 2023, the Procurement Services Division issued RPS No. 22-8033, Design Services for Hardening
and Expansion of the Collier Senior Center Building. In order to stimulate interest, staff extended the response
deadline twice for a total of twenty-one (21) days, during which time staff performed additional vendor outreach.
The County only received one proposal from Harvard Jolly, Inc. by the March 2, 2023, submission deadline. Staff
found the proposer to be responsive and responsible. A selection committee met on March 17, 2023, and after
deliberation scored the sole proposal received and formally established a final ranking as shown below.

Harvard Jolly, Inc., a Florida corporation established in 1972, has provided professional architecture services
throughout South Florida. Harvard Jolly's portfolio includes the design of facilities for healthcare, education,
libraries, and public safety. Harvard Jolly has designed similar Senior or Communities centers throughout Florida.
Harvard Jolly is currently under a separate contract with the County to perform architectural study, planning and
design work under the Professional Services Library.
If staff is unable to reach a proposed agreement with Harvard Jolly, Inc., the County will need to resolicit these
services.
FISCAL IMPACT: Funding for the Design Services for Hardening and Expansion of the Collier Senior Center
Building project is in the Housing Grants Fund (705), Project 50219, in the amount of $250,000.00 and in the
Capital Projects Fund (301), Project 50219, in the amount of $500,000.00.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this Executive
Summary.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for

INTRODUCTION
As requested by the Facilities Management Division (hereinafter, the "Division"), the Collier County Board of County
Commissioners Procurement Services Division (hereinafter, "County") has issued this Request for Professional Services (hereinafter,
"RPS") with the intent of obtaining proposals from interested and qualified Consultants in accordance with the terms, conditions and
specifications stated or attached. The Consultant, at a minimum, must achieve the requirements of the Specifications or Scope of
Work stated.
Collier County is pursuing a Consultant to perform design services for hardening and expansion of the Collier Senior Center (formerly
Golden Gate Senior Center) located at 4898 Coronado Pkwy., in Naples, Florida. The estimated expenditure for the design services
is $450,000.00
BACKGROUND
The Collier Senior Center is currently used for a variety of community programs. These programs include a meal site for seniors, a
community meeting space, and during local emergency events, a recovery center. The County is seeking design services for the Senior
Center to address the hardening and expansion of the existing building. The design for this project will ensure that the hardening of
the existing building and the building expansion activities take place simultaneously.
Hardening of the Existing Building:
The purpose of hardening the existing building is to strengthen the building's envelope and its structural integrity. The hardening
activities will help ensure the disaster recovery site is available to the public in the event of an emergency.
The existing Collier Senior Center building is approximately 7,100 SF and is over 40 years old. The roof shingles and the roof
underlayment were replaced a few years ago after they were damaged by hurricanes. Other major building components are still very
vulnerable.
The hardening will be in strict compliance with the current Florida Building Code, and with all other applicable Codes.
Building Expansion - Addition or New Building
The building expansion should include a multi -purpose meeting room for 100 people, a multi -purpose storage room, and restrooms.
The expansion will allow for better social distancing in the event of a new pandemic. The Collier Senior Center will also serve as a
vaccination center as needed. During non -critical times, the County intends to use this addition as an expansion to both the Library
and the Senior Center programs.
The Collier Senior Center is part of a larger site, including the Golden Gate Community Center, the Golden Gate Public Library, the
Sheriff's office, Collier County Tax Collector, Wheels Bicycle Moto Cross (BMX)/ Skate Park and Greater Naples Fire Rescue
Station #70. Any additions to the building will most likely require an amendment to the Site Development Plan (SDP) document, as
well as compliance to current land development code standards. The Collier Senior Center building served as the Golden Gate Library
until the new library was opened in 2008. Provided for as additional information are the existing Collier Senior Center plans, formerly
the Golden Gate Library. (22-8033- Supplemental Information- Existing Plans).

A feasibility Study for the Collier Senior Center and the Golden Gate Library Expansion was completed in March of 2020. This
study is provided as supplemental information (22-8033 — Supplemental Information — Golden Gate (Collier) Senior Center and
Golden Gate Library Expansion Feasibility Study). Some aspects of the SDP as revealed in the feasibility study may have an impact
on the planning and budgeting for a building addition. Design options provided in the study are general concepts. The intent of c
providing the study is for information purposes only and the awarded consultant will need to provide their own solutions. 00
The Consultant will need to understand the customer's program needs, determine the size and type of the expansion, establish where
it should be located or placed on the existing site, and indicate the most appropriate way to address the user's circulation between the
existing structure and any potential new structures.
TERM OF CONTRACT
County reserves the right to modify this scope during negotiations for budgetary reasons.
The contract term, if an award is made, is intended to be for the full duration of the project and it will commence on the date of the
Notice to Proceed and end upon acceptance and approval of the final payment.
Prices shall remain firm for the term of the awarded contract.
Surcharges will not be accepted in conjunction with this award, and such charges should be incorporated into the pricing structure.
DETAILED SCOPE OF WORK
The project encompasses the design services for the hardening and expansion of the Collier Senior Center building.
The Consultant will need to evaluate the existing site, structural elements, roof system, fire protection, Mechanical, Electrical and
Plumbing (MEP) systems and components, and any other aspects of the project that may need to be addressed.
The Consultant shall provide a full assessment of all existing building components, and a full scope of design, permitting, bidding
and contract administration services necessary to complete the project as described including but not limited to the following:
Provide a report assessing the condition of all major building components to establish which elements need to be harden, by
which extent, and by which methodology. The hardening of the building may consist of the following activities but not
limited to:
a. Replacement and Inspection of the existing trusses, shingles and underlayment.
b. Installation of a new roof.
c. Replacement of all existing doors, louvers and windows with impact rated elements,
d. Wall hardening
e. Structural elements hardening
f. Building exterior retrofit achieved by using hazard resistant materials in accordance with national safety standards
g. Drainage management modifications,
h. Relocation of essential mechanical, plumbing and electrical components,
i. Installation of a generator.
j. Evaluation of the existing lift station
k. Installation of an emergency secondary water supply to be connected to the building
1. Installation on a new septic tank to be located adjacent to the hardened structure — septic tank and secondary water
supply will guarantee a proper functioning of the plumbing system throughout the emergency
2. Provide all programming and preliminary design documents for use in establishing the basis for the final design of the site,
the existing building and the new expansion. These documents will include site plans, floor plans and building elevations in
sufficient detail to illustrate the program of spaces, convey general building and site design and generate a project budget.
3. Provide all geotechnical, soil boring, boundary and topographical surveys, traffic, environmental and species surveys, reports
and studies necessary to fully permit and complete the project.
4. Prepare and submit for all permits related to the project, including the building permits, and ensure necessary permitting is
completed to facilitate project schedule. Coordinate with the Construction Manager/General Contractor as necessary during
the submission of the building permits.
5. Coordination with the County's contracted Construction Manager/General Contractor throughout the project timeline to
ensure value, constructability, and an efficiently planned and constructed facility.

6. Provide final design documents including, but not limited to, architecture, civil engineering, structural engineering,

voltage/technology, fire protection and landscape architecture documents required for permitting and construction.
7. The design will include impact rated operable windows to increase air circulation as needed, and the installation of a High -
Efficiency Particulate Air (HEPA) fan/filtration system to improve air quality. The Environmental Protection Agency (EPA) c
has indicated that airborne transmission can be reduced when the layout, design, and Heating, Ventilation and Air m

9. The awarded firm shall appoint a person to act as a primary contact for the duration of the project. This person (or their y

10. The design shall comply with all required State and Local Building codes along with all current health guidelines and Z
standards.
11. If required for this project, facilitate mandatory public outreach and meetings necessary to complete a project of this size
and scope in this specific location.
12. Coordinate with County staff to develop an effective and efficient program, acquire all necessary permits in a timely manner,
provide a design suitable for the intended use incorporating best design practices for efficient and resilient building.
13. Facilitate and attend all project meetings, prepare agendas, generate meetings and provide follow up on tasks.
14. Provide the County all necessary and appropriate documents for review throughout each review point of each phase of the
project.
15. Provide Bidding assistance for the project and assist with the coordination of this project.
Scope of Architectural & Engineering Services
1. Task 1 - Preliminary Site and Building Assessment:
A. Fully inspect the existing building and generate a detailed report assessing the condition of all major building
components to clearly identify which elements need to be harden, by which extent, and by which methodology.
B. Fully investigate if an SDP amendment is necessary for the proposed addition, and if so, produce and provide all
necessary documentations necessary for this process, and obtain the SDP Amendment.
2. Task 2 - Preliminary Site and Building Design: :e

Generate schematic floor plans and site plans. M

Generate three-dimensional and Building Information Modeling (BIM)/Rivet models.

Review the design options along with the preliminary cost estimates with County staff and implement any changes m
and/or modifications to the preliminary design documents.

Management Division PM and all other entities that may be involved in this project.

Provide Architects/Engineers opinion of construction cost for use in establishing the project budget at 30%, 60%, M

3. Task 3 - Final Design:

Provide 30/60/90/100 percent drawing submittals for review by Collier County staff. Document and track the p
disposition of all County's comments and feedback to ensure full and complete capture of stated needs.
B.
If a Construction Manager is selected for this project, provide evaluation of Construction Manager value
engineering report and coordinate with Collier County to incorporate the desired items. o
C.
Provide construction documents including drawings and specifications to comply with the current Florida Building W
Code, in sufficient detail for bidding, permitting and construction. chi

Meet all appropriate codes and standards for the design of government buildings including all federal, state and ono

Conduct a 30%, 60%, 90% and 100% completion stage project peer review to provide Quality Assurance/Quality
Control (QA/QC) of the contract documents and cost estimate prior to submittal to the County. This review will be m

4. Task 4 - Pre -Construction & Bidding Phases:

B. Provide construction cost estimate and schedule to account for current and future market conditions.
C. Consult with and advise the County as to the acceptability of the contractor and subcontractors, suppliers and other
organizations proposed by the Prime Contractor for those portions of the work as to which such acceptability is
required by the Bidding Documents.
D. Consult with the County concerning, and determine the acceptability of, substitute material and equipment
proposed by the Contractor when substitution prior to the award of contracts is allowed by the Bidding Documents.
E. Attend a pre-bid/quote conference.
F. Respond to contractor/subcontractor questions within three (3) business days
G. Attend the bid opening, review bids, qualifications.
H. Provide a recommendation letter of award with a "Reference Log" showing date, time, and comments of all
contacted references provided by the prospective contractor.
I. Coordinate with the County `staff and/or Construction Manager during bidding for each phase of the project.
J. Assist with pricing analysis. Coordinate with Construction Manager — if selected as delivery method - to provide
owner with pricing analysis.
K. Review bids and alternates and, if Construction Manager is selected for the construction phase, coordinate with
Construction Manager to provide bidder reference checks and bid evaluation.
5. Post Design Services (Consultation Services During Construction)
Task 5.1 - Construction Administration Phase:
A. Attend pre -construction conference if scheduled.
B. Attend on -site Owner Architect Contractor (OAC) progress meetings and have consultants attend specific on -site
meetings when their presence and feedback are required (minimum 3 on -site meetings per trade).
C. Review monthly Contractor Payment Applications.
D. Review shop drawings within ten (10) business days.
E. Respond to Requests for Interpretation (RFIs) within three (3) business days.
F. Review and make recommendations on Work Directive Changes related quotes, any use of allowances,
contingencies and/or proposes amendments to the construction contract.
G. Perform field observation site and provide team with observation reports.
H. Review daily field observations provided by the County Inspector on daily construction activities for the duration
of the whole construction process.
I. Incorporate the as -built drawings and information provided by the Construction Manager or General Contractor
and any other vendors into an updated final drawing set in Auto Cad format, including all layers, references, and
other accompanying files.
J. Perform Final completion inspections, issue a punch list and update it as necessary, review of submitted manuals
and all other contract closeout items.
6. Task 6 - Public Outreach
A. The Consultant and their subconsultant(s), if any, shall complete all required public involvement services
throughout the design and construction phases. Work under this item is to include, but not be limited to, the
following:
• Prepare a comprehensive mailing list for all property and business owners who will be affected by the
construction with limits as shown on the most current set of construction documents. Mail notices through
the project duration, as directed by the Project Manager (PM).
Prepare informational newsletter(s) which describes the project and addresses frequently asked questions.
This task may require coordination with the County public relations officers. All notifications and materials
for distribution must be approved by the Project Manager.

• Press releases as necessary for notification to the public.

• Contact businesses individually, including other contractors in the project area, either personally or by phone,
as necessary to inform those businesses closely affected by the construction activities.
• Respond to public concerns in coordination with the Project Manager. This includes, phone calls, e-mails,
site visits, meetings, and special reports. All messages left by residents should be answer within the next 24
hours.
• Attend construction progress meetings, as needed, for the duration of the design and construction.
• Secure site and develop meeting materials for Neighborhood Information Meetings. Assist the Project
Manager to set-up of the room and materials for neighborhood meetings.
• Create web page for project and update it weekly. The updates should include details of the construction and
any notification that has been distributed door-to-door or mailed out.
• Monitor and manage e-mail account already established by the County. This task requires coordination with
County IT and fingerprinting.
7. Task 7 - Warranty Services
A. The Engineer of Record (EOR) and his team will provide warranty services for one (1) year after the final
completion of the project construction. Work under this item is to include, but not be limited to, the following:
• Post Construction walk thru: Generate a list of warranty issues and coordinate with the contractor
• Review the post construction video and pictures provided by the contractor.
• Keep a log of all warranty issues.
• One (1) Year Warranty walk thru with the Contractor and County Staff.
8. Task 8 - Additional Services
A. Additional Services (only as authorized in writing) —In accordance with the contract or purchase order, in the event

The Harvard Jolly team is pleased to present our qualifications for the Hardening and Expansion of the Collier County Senior
Building. Harvard Jolly is a leader in Florida when it comes to the design of senior centers and hardening buildings, as we have
designed numerous such facilities for different municipalities around the state. Through many years of service to our clients,
consisting of over 60 municipalities and county governments, Harvard Jolly has earned a solid reputation for designing civic
buildings that are creative, cost-effective, highly functional, efficient, sustainable and easily maintained. We have assembled
an "A -Team" of subconsultants specifically matched with your project, including Q. Grady Minor & Associates for civil and
landscape architecture, Pennoni for structural analysis and design, OCI Associates for building service systems, Coastal Building
Consultants for building envelope analysis and Cella Molnar & Associates for public outreach.
Harvard Jolly would be honored to provide design consulting services for the addition and renovation of the existing Collier
County Senior Center facility. This project will help support the County's mission to enhance the lives of senior citizens. We want
to be part of that. We understand this is an important community project that will include public outreach and participation by
end users of the Center.
We would like to point out a few of the key elements we feel make our team perfectly suited for this project:
SENIOR CENTER DESIGN EXPERTISE I Harvard Jolly has designed over two million square feet of public facilities
throughout Florida. We have extensive experience designing senior centers including the Dunedin & Gulfport facilities
just to name a few. Detailed information on relevant projects can be found in Tab 2.
HARDENED BUILDING DESIGN EXPERIENCE I Harvard Jolly has extensive experience in the design of hardened
buildings, having designed dozens in recent years. These projects include hardening for hurricanes, terrorist events and
other hazards, including redundant building utility systems.
DESIGN PROCESS I This project will include a collaborative design process that will engage the County staff, the facility
staff, the facility end users, the area neighbors, and the nearby business owners. We are prepared for this challenge and
propose a superior team for this challenge. Our team possesses the skills and resources to engage the community, work
with diverse user groups, resolve programmatic conflicts, and work within budget and time constraints.
ON TIME & ON BUDGET I Considering the grant funding sources of this project, Harvard Jolly understands the urgency to
complete construction as soon as possible and the documentation involved in the process. With our extensive experience
developing Programs and Space Needs Assessments for similar facilities, we propose an aggressive, yet achievable,
schedule to help expedite opening. To do so, our ability to absorb additional work capacity to meet project deadlines is

Florida modern feel the complex houses administrative spaces, program rooms, a gymnasium, a

areas commingle with play fields and nature areas.

Housing a myriad of essential county services, the 132,142 SF Collier County Emergency Services
Complex is one of the largest facilities of its kind in Florida. Capable of withstanding Category
5 hurricane -force winds, the complex features backup power and communications capability,
infrastructure for a future fifth floor, and protected parking. The facility's emergency generators
and water supply enable it to have uninterrupted operations for up to two weeks.
The complex houses the county's emergency operations and management departments. It also
includes a TV studio, media briefing room, sheriff's substation, 911 communications center and
traffic operations.
One of the complex's advanced capabilities is its automatic skills -based routing of emergency calls

The 2-story, 26,000 square foot library replaced an outdated facility. Utilizing the latest library
design trends, the new library features automated book sorting technology, a large dividable
community meeting room equipped with a "hearing loop" for the hearing impaired, a children's
area with a story time room, a teen room, a number of group study rooms of various sizes, and
comfortable interior and exterior reading areas with WiFi access throughout.
A main focus of this project was to provide a flexible layout which can be easily adjusted to
continually meet the functional requirements of the library as technology changes and the nature
of the library evolves. This was achieved by designing a relatively open plan with minimal interior
walls and structure and providing the necessary infrastructure for future removal of stacks and
replacement with seating and computer areas. Strategically located adjacent to the main entrance,
the lobby/cafe and meeting room can be separated from the main library and can be utilized outside
of general library hours for special events.
Sustainable design features include; LED lighting, a displacement ventilation system, a magnetic
bearing chiller, water efficient fixtures, locally produced and recycled building materials, and electric
vehicle charging stations. The project has received a LEED Silver certification.

Harvard Jolly provided Hillsborough County with design -build services for the University Area
Community Library. Located in northern Hillsborough County in the University Community Area,
this project consists of the design and construction of a 16,000 SF library facility with 100 parking
spaces. This library is an open resource to the entire University Area community, and during specific
time periods during the day, a portion of the facility provides a secure, state -of -the- art media
center for the magnet elementary school next door.

PARK STATION/CITY HALL ANNEX HARDENING
PINELLAS PARK, FL
The City of Pinellas Park received grant funding for the hardening of the Park Station building our
firm designed approximately twenty years ago. Between the federal funding and the City's share,
there was a total of $825,000 available for total project cost including design and construction.
The purpose of the grant was to provide protection against 158-mph winds or the wind speed
protection and impact requirements indicated by the effective Florida Building Code at the time
permits are issued. Wind mitigation enhancements included improvements as necessary to the
roofing system, openings, and installation of a 250 kW generator.
Harvard Jolly's role was to work with Pennoni to analyze the roofing system to determine whether
it meets wind speed requirements. We also reviewed all of the building's openings including glazing
systems, louvers, and doors for compliance with wind speed requirements. We worked with
another engineer to coordinate the placement and enclosure of a generator with a fuel tank to
serve the building.
After a thorough field visit and careful review of record documentation, we were able to determine
the existing roofing system met the more stringent requirements, but the windows would need to
be replaced with more robust, impact -resistant systems. Some of the exterior walls will also need
additional structural reinforcement.
Harvard Jolly and our consultants are currently in the process of composing the Construction
Documents for the implementation of the improvements determined by our hardening analysis.

PROJECT APPROACH
Harvard Jolly will be honored to provide design consulting services for the hardening and addition of the existing Collier County Senor
Center facility. This project will support the mission of the Center: "To facilitate access to comprehensive services and resources that
enhance the quality of life of older adults and caregivers in Collier County, empowering them to maintain independent and meaningful
lives." This includes a variety of programs including meals for seniors, counseling, referrals, access to partner agencies, education, health
screenings, and community meeting space. The facility will also serve as an emergency and disaster recovery center in times of need.
Harvard Jolly's scope will include facility analysis, needs assessment, programming, Schematic Design, Design Development, Construction
Documents, Bidding and Permitting Assistance, Construction Administration services, Warranty services, and project archives. Services
will also include a community outreach program for the notice, input and participation of potential facility users, neighbors, and nearby
business owners. We believe a comprehensive engagement and informative project approach will be extremely important to the success
of this project.
We will workwith all stakeholders to understand the project goals, develop a program and present multiple design options for consideration.
We have not, of course, had the opportunity to discuss the details of your project with you, but at this time we believe the following are
key components to help assure the success of your project.
COLLABORATIVE PROCESS: COMMUNITY OUTREACH AND PARTICIPATION
This project will include a collaborative design process that will engage the County staff, the facility staff, the facility end users, the area
neighbors, and the nearby business owners. We are prepared for this challenge and propose a superior team for this challenge. Our team
possesses the skills to engage the community, work with diverse user groups, and work within budget and time constraints. We know
flexibility, understanding the project scope, and maintaining the project budget and schedule are critical aspects.
It will be a very important first step to establish an outreach plan at the onset of the project, considering notification and participation from
the community will be needed during programming and into the design phases. Outreach resources such as a webpage, mailers, etc., must
be in place quickly for advanced notice to the Community of input opportunities. It is anticipated this plan will include mailers, signage and
internet updates to the project status and a number of public presentations in the form of "Town Hall" meetings for interactive exchange
of information, and to help manage community expectations. At the completion of the project, we suggest a Grand Opening event to
celebrate the revitalized facility and to acknowledge the community's participation in the project.

PROGRAMMING AND DESIGN
Programming will begin early in the project and identify the space
needs and details of each space. It will also establish all other
physical facilities goals. We will work as directed by the County
Project Manager to involve other stakeholders in this process.
Depending on the need, this may only be a couple of meetings or
it may be many more. The intent is to establish a set of goals from
which to begin the design phases.
The design phasewill also be a collaborative process. Itwill startwith
a visioning session to hear and understand the expectations of all
stakeholders and to merge these expectations into a unified vision.
From there, the design team will generate and present multiple
options for criticism. This will help flesh -out the preferred option for
continued development and into Construction Documents. Design
presentations will be made at Schematic Design, 30% Design, 60%
Design, 90% Design, and 100% Construction Documents, each
followed by Owner review and approval. For an expedited schedule,
we are proposing the Owner review period overlap into the start
of the subsequent design phase. If desired, this strategy would
potentially reduce the overall project schedule by approximately
two months.
ORGANIZATION AND STAFFING
Harvard Jolly has established policies and procedures of project
management for all phases of design and construction. These
standards are developed to assure that quality management focuses
on client satisfaction. The project will be staffed with experienced
architects and supporting staff who are devoted to this project. Our
offices are organized and staffed on a project team approach. Project
Director/Manager, Thomas Mayo and Project Designer, Amy Weber
Bradlow will lead the architectural team for this project, provide
team leadership, and be your primary point of accountability. Tom
will address contractual issues and scope development and be
responsible for the team's performance. The Harvard Jolly team
will work with the County Project Manager to clearly establish
and document the expectations of program scope, budget and
schedule. These elements will be clearly defined and documented
at the project start.

BUILDING HARDENING, ENVELOPE & UTILITIES
REDUNDANCY
Serving as a temporary emergency and recovery operations
center, the existing facility will be improved to help survive a
significant storm event. This will include enhancements to
the building envelope, building structure, redundant utilities
infrastructure and site. This task will start with a completion
survey and evaluation of the existing facility, documented in a
summary report. This analysis will involve every design discipline.
The site stormwater system and underground utilities will be
reviewed; the building envelope components will be critically
examined for potential failure and water intrusion; the building
structure will be surveyed and analyzed forweaknesses; and the
electrical, mechanical and plumbing systems will be investigated
for condition and potential redundancy. The design team will
then make recommendations for appropriate and specific
improvements. It is anticipated these improvements may
include replacement of existing windows, doors, roofing; partial
replacement of exterior sliding material; backup generator, well -
supplied potable water, sewer storage tank sanitary system,
satellite data system; and site stormwater modifications to
reduce chances of flooring. Harvard Jolly will work with the
County Project Manager to discuss the cost and advantages of
each recommendation. Once selected, the improvements will be
incorporated into the project and included in the facility design
documents.
FACILITY EXPANSION AND SHARED USE
We understand the facility addition will include a 100-person
meeting space and associated support spaces that will be
shared with the adjacent Golden Gate Library. Additionally, this
space will also serve as a vaccination center and an emergency
operation center. Access, control and the multipurpose
function of this space will be critical components to the design.
Convenient access to this space from both the Senior Center and
the Library will be important and must be well considered. This
may include interior and exterior access points. Staffing control
is also an important consideration. Clear sightlines into the
space and other passive measures will help reduce the number
of staff required to operate the facility. Servicing multiple
functions necessitates several design features that help the
space accommodate various configurations. Chair and material
storage, additional toilet rooms, adjustable zoned lighting, a
flexible HVAC system and possibly an operable partition are
all features to consider. For emergency operation functions,
additional electrical outlets will be needed for charging mobile
devices of disaster relief personnel. Harvard Jolly will work with
the County Project Manager with input from the Center and
Library staff to help determine the best design and appropriate
pedestrian connection with the library building. This will also
include considerations for facility growth and program changes
in the future. The design should be flexible and adaptable to
accommodate future change.

SITE PERMITTING AND THE SITE DEVELOPMENT PLAN PROCESS
This facility site is part of a larger permitted Site Development Plan that includes several other facilities, including the Golden Gate
Community Center, the Golden Gate Public Library, the Sheriff's Office, the Collier County Tax Collector, the Wheels Bicycle Moto Cross/
Skate Park and the Greater Naples Fire Rescue Station #70. The design team will research the components and requirements of the existing
County Site Development Plan (SDP) and South Florida Water Management District (SFWMD) permits. This complete understanding will
be an important position from which to recommend and implement modifications to the existing permit for the benefit of this project.
Once a preferred plan is formulated, pre -application meetings with the Collier County Development and with SFWMD will be scheduled
to confirm buy -in with the proposed modifications. These meetings will occur prior to submission to each agency to avoid potential review
delays in the process. This will be an important strategy considering the site design and approval process will be a critical -path item in the
overall project schedule.
An analysis of the existing site conditions will start immediately to support the design process. This analysis is critical and includes, but not
limited to, a topographic survey, soils conditions, traffic study and parking inventory. The design team has two Florida Licensed Professional
Surveyor and Mappers, with a combined 30 years of experience in Collier County and five in-house local survey crews to support this
project.
There is a potential the proposed building addition of this project and associated sitework may trigger a fresh look at the complex -wide Site
Development Plan by the County Planning Department staff. If so, we will negotiate on the County's behalf to minimize permitting impacts
for this project. This will require an evaluation of the existing parking provided within the permitted SDP area, its distribution throughout
the complex, and times of use, leading to a parking variance application for County Planning staff consideration. We will be prepared to
address this subject with the County staff prior to a pre -application meeting. Additionally, the need for any off -site roadway improvements
will be evaluated early by the design team and negotiated in a similar fashion to minimize permitting and costs.
We will also coordinate with the Collier County Public Utilities, and the other public utility companies early to obtain information on
the location of existing utilities, including gas, phone, cable, and other communication lines. With a project of this scope, it is extremely
important to locate and understand the existing infrastructure to determine what utilities may need to be relocated during design, otherwise
any unforeseen conditions found during construction may impact the project budget.

COST CONTROL
Keeping any project on budget and on schedule starts with clear communication between all parties. We listen to all stakeholders involved
in this project to understand what this new facility needs to achieve, then balance all the requests with the budget - manage expectations.
Once we have consensus with all stakeholders, and have approval on the floor plan layouts, it will be our responsibility as the architect to
manage and prevent scope creep. If discussions during the design process lead to enlarging spaces or adding features that will increase
the costs, it is our duty to make you aware of those impacts. If such changes are deemed essential, we will try to find ways to reduce other
spaces or aspects of the design to mitigate the additional costs. We may be able to identify certain upgrades as "add alternates" which may
allow you to receive pricing and make the decision if they are affordable later in the process.
Keeping the design process moving forward and on schedule is essential to managing costs as well. We will schedule meetings well in
advance so that all may attend and have input. We can also facilitate meetings via online platforms such as Teams or Zoom if that helps
increase stakeholder participation.
We track construction costs across the state and have a steady supply of recent data to reference, so we have the capability to perform
cost estimates in-house. If necessary, we have good relationships with several third -party cost estimators to whom we can turn if an
independent perspective is required. If the County hires a Construction Manager (CM), we respectfully suggest that they be brought on
board as early as possible in the design process.
We have found it to be more successful to discuss and collectively determine preferred construction methods, material availability and
other cost -related items during the schematic and design development phases.
We always specify at least three different manufacturers for every product and material that must be used in the construction, which
encourages competitive bidding, as opposed to sole sourcing. Well -coordinated and complete construction documents contribute
to receiving competitive bids as well. We take pride in the quality and completeness of our documents and have received unsolicited
compliments from contractors and subcontractors on the clarity of our drawings and specifications. We take a proactive position regarding
quality control/quality assurance by performing in-house reviews of our documents which include a series of checklists and a team
coordination meeting at every phase of development. All of these efforts contribute to fewer changes in the field and reduce additional
costs during construction.
In addition to construction costs, we will provide the County with a full understanding of project cost, by including estimates for furniture,
fixtures and equipment, soft costs and fees, A/V, IT and security, and any other costs applicable to the project.
During construction, we process the review of submittals and respond to RFIs as quickly as possible to avoid any delays. We prefer to
visit the jobsite every other week to observe the construction progress and participate in OAC (Owner/Architect/ Contractor) meetings.
We make ourselves available to resolve issues that may arise, and we process applications for payments promptly. Towards the end of the
construction, we encourage the contractor to "punch as you go", as opposed to waiting until the last month, in an effort to make the close-
out smoother.

SCHEDULE CONTROL
Our approach to managing the project schedule involves establishing due dates for deliverables, agency/client reviews or other factors.
Schedule and manpower demands will be monitored at weekly in-house coordination meetings. Manpower will be adjusted to meet
schedule demands. Team coordination meetings will be held to discuss developments, exchange information among design disciplines, and
monitor the schedule. Minutes will be taken and maintained to track decisions. Regular Owner/ Architect/Contractor meetings will be held
at the site during construction. Deadlines for information required by the owner will be defined and included in the schedule. Milestone
deadlines will be tracked. The schedule will be updated as required to keep all team members informed of the status of the schedule and
their commitments.

QUALITY MANAGEMENT PLAN

The Harvard Jolly approach, evidenced by a long list of successful projects, is one of strong project management emphasizing aesthetics,

extensive experience in all types of construction systems evaluation and value engineering, as well as familiarity with local and state codes.
Staff expertise extends into areas of energy conservation, solar energy technology, hardened facility design, interior and graphic design,
construction specifications/administration and architectural acoustics.
Harvard Jolly's staff includes professionals who are dedicated exclusively to construction phase services. They follow each project from
start to finish: reviewing and checking plans, preparing cost estimates, reviewing contractor submittals, and monitoring construction quality.
Our Project Director/Manager, Thomas Mayo and Project Designer, Amy Weber Bradlow, will remain fully involved during each phase of
construction to assure that the contractor properly executes their designs. The basic underlying practice that ensures the efficient delivery
of the project within the proposed schedule and budget is the teamwork and communication combined with the timely execution of all
activities.
The mainstay of our mission statement since the inception of the firm in 1938 has been client satisfaction. With the development of
technology, the complex requirements of sophisticated projects, the greater expectations of the user, and the need to constantly strive to
provide the best service possible, our efforts in Quality Management have evolved throughout the history of the firm.
Our Quality Management program achieves client satisfaction through an integrated system of techniques, training and culture that results
in the creation and execution of a quality project. The key components below embody our Quality Management program:
1. An Office Practices Committee meets monthly to maintain and develop firm -wide standards for Technology, Design, Human Resource
Policy, Communications, Insurance and Quality Requirements.
2. Technical Standards Committee meets weekly to direct the constant development and evolution of our BIM system, our standard
details, material research, as well as specifications and contract requirements. This Committee is important for the complete, concise
communication and delivery of the project requirements. This committee is led by our in-house BIM Manager, whose role in the firm
is solely to develop BIM standards, ensure that Harvard Jolly is current with the latest technology, and manage the BIM training of
our employees.
3. Design Methodology is established to ensure proper and correct identification of program requirements and client needs. In-house
design reviews are required early in the project to not only substantiate that the design meets the program but that the design meets
the firm requirements.
4. Construction Documents are systematically organized to assure compliance with codes. Construction details are time -tested and
reviewed by our Technical Standards Committee.
5. Our office has standardized the use of BIM360 Design, a cloud -based system that greatly enhances collaboration. Because our BIM
models are located on a cloud, we and our consultants can share the same information in real-time. This eliminates the former need to
periodically share documents through e-mail or an FTP server, and therefore eliminates any lags in information sharing. This real-time
model sharing helps to ensure that our documents are coordinated with those of our consultants.
6. Construction Document Reviews are performed by peers in-house that include a series of checklists and a team coordination
meeting at every phase of development (Schematic Design, Design Development, 30%, 60%, 90%, and 100% complete Construction
Documents).
7. A proactive Construction Administration program is mandatory to ensure a successful project. Our detailed reports track progress,
procedures and enforcement of the contract documents during the construction.
8. A Post -Construction Evaluation and Post -Occupancy Survey with the Contractor and Owner complete the quality circle by allowing
us to incorporate and reinforce the ideas and details that work and drop those that do not.
9. A 1-year warranty survey is conducted by the design team, the County and the Contractor to document any outstanding issues.
10. Archive of all project documents are maintained for a minimal of 10 years.

Subcontracts: If the vendor subcontracts any of the work required under this Agreement, a copy of the
signed subcontract must be available to the Department for review and approval. The vendor agrees
to include in the subcontract that (1) the subcontractor is bound by the terms of this Agreement, (ii)
the subcontractor is bound by all applicable state and federal laws and regulations, and (iii) the
subcontractor shall hold the Department and Recipient harmless against all claims of whatever nature
arising out of the subcontractor's performance of work under this Agreement, to the extent allowed and
required by law. The recipient shall document in the quarterly report the subcontractor's progress in
performing its work under this agreement. For each subcontract, the Recipient shall provide a written
statement to the Department as to whether the subcontractor is a minority vendor as defined in Section
288.703, Fla. Stat.
