16.C.1 05/09/2023 EXECUTIVE SUMMARY Recommendation that the Board of County Commissioners, as ex-officio the Governing Board of the Collier County Water -Sewer District, approve a Work Order under a Request for Quotation ("RFQ") for Agreement No. 20-7800 for "Modifications to NRO Well #11" to Douglas N. Higgins, Inc., in the amount of $588,380, approve staff opening a Purchase Order to commence services, and authorize the Chairman to sign the attached Work Order. (Project No. 70085). OBJECTIVE: To maintain reverse osmosis ("RO") raw water production capability and reliability for the North County Regional Water Treatment Plant ("NCRWTP"). CONSIDERATIONS: The proposed scope of work under Project No. 70085, "wellfield Technical Support Projects," is consistent with the FY2023 Budget approved by the Board on September 22, 2022. The North Reverse Osmosis ("NRO") wellfield supplies raw water to the NCRWTP reverse osmosis process with a maximum potable water production capability of eight million gallons per day ("MGD"). The NRO wellfield contains 24 wells. This project includes modifications to NRO Well No. 11, which was originally installed in 1999. The piping has reached the end of its useful life. The existing wellhead piping and appurtenances are located within an existing vault. The existing below grade piping and appurtenances will be removed. The well vault will then be filled with 57 stone and reconfigured, which allows the new piping and equipment to be placed aboveground on slabs. Relocation/installation of control panels and site -specific electrical equipment is also included in the scope of the project. The current well vaults are considered a confined space. These vaults have limited space and accessibility, making completing necessary repairs on the piping and appurtenances in the vault difficult. Confined space work is inherently more dangerous than open space work and is strictly regulated by the Occupational Safety and Health Administration ("OSHA"). With the completion of this project and conversion to above ground equipment, the current confined space will be eliminated. Staff distributed a RFQ for modifications to "NRO Well # I I" to the nine vendors on the County's Fixed -Term Underground Contractor Services Agreement No. 20-7800. Two additional addendums were issued to provide additional time for contractors to submit quotes. Ultimately, of the nine vendors notified, one submitted a quotation by the January 26, 2023, deadline, as summarized below: VENDOR 1QUOTE Douglas N Higgins, Inc. 1$588,380.00 Eight vendors did not submit a quote: Coastal Concrete Products, Cougar Contracting, LLC, Haskins, Inc., Kyle Construction, Inc., Mitchell & Stark Construction Co., Inc., PWC, LLC., Quality Enterprises, Inc., and Southwest Utility Systems, Inc. Following the RFQ deadline and receipt of only one quotation, County staff reached out to these contractors to inquire about the reason for them not submitting a quote. The feedback provided by the contractors included current workload and subcontractors' availability as the reasons for not providing a quote on this particular project. Staff and local engineering consultant, Water Science Associates, Inc. determined that the lowest quote is fair and reasonable and recommend awarding the work order to Douglas N. Higgins, Inc. ("Higgins"). The quote received is $588,380, which is six percent (6%) higher than the engineer's cost opinion of $554,600, including allowance of $20,000. The design professional, Water Science Associates, Inc., in a letter dated February 6, 2023, recommends award to Higgins, who has a satisfactory performance record on previous similar water utility related projects. Douglas N. Higgins, Inc. is a corporation formed in 1966 in Michigan and has been authorized to transact business in the State of Florida since 1973. Higgins is currently one of the nine approved contractors on the County's annual Agreement No. 20-7800 for underground contractor services and has successfully performed work on many County Packet Pg. 667 16.C.1 05/09/2023 Public Utilities projects over the last several decades. Because there may be unforeseen conditions associated with the project, the solicitation incorporated an allowance of $20,000 to address undocumented infrastructure that may be encountered during construction. The price for any additional work that will utilize this allowance will be negotiated prior to commencement in accordance with the County's Procurement Ordinance and the terms of the Agreement. FISCAL IMPACT: Funding in the amount of $588,380 for the Work Order is available in the Water User Fee Capital Fund (412), Project Number 70085. The project is expected to be completed in FY 2024. There is no change in operating costs. GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities.
