EXECUTIVE SUMMARY
Recommendation to approve the County Manager's implementation of one additional personal leave day for
all County employees under the direction of the Board including the County Manager's Agency, County
Attorney's Office, and BCC Office staff to be used May 10, 2023, through May 9, 2024, in honor of Collier
County's Centennial Celebration.
OBJECTIVE: For the Board of County Commissioners (BCC) to approve the County Manager's implementation
of one additional day of personal leave for all regular full- and part-time County Manager Agency, County
Attorney Office, and BCC Office staff, not otherwise prohibited by contract, to be used during Collier County's
centennial year.
CONSIDERATIONS: Pursuant to County policy, eligible County employees including County Manager Agency,
County Attorney Office, and BCC Office employees receive up to 16 personal leave hours, with pay, per calendar
year based upon their scheduled hours per pay period. Employees who work fewer than 80 hours per pay period
are given a prorated amount of personal leave time based on the number of hours they are scheduled on a bi-weekly
basis.
Personal leave hours are credited to the employee at the time of hire and at the beginning of each calendar year
thereafter. These hours cannot accrue or be transferred to any other leave account and are forfeited by the
employee if not used during the calendar year.
Personal leave may be used by an employee to conduct personal business and to observe individual religious
holidays not currently observed by the BCC. This use is subject to advance approval from the employee's
supervisor. Staffing requirements and the ability to serve the public must be considered in approving the leave
request.
In honor of Collier County's Centennial Celebration, the County Manager proposes the addition of one "centennial
personal day." The Human Resources Division will facilitate the implementation of one "centennial personal day",
not to exceed 8 hours of leave time, with appropriate proration of time for employees who work fewer than 80
hours, implement its inclusion for all current full- and part-time employees as of May 10, 2023, with an expiration
date set for the additional day of May 9, 2024. Only those employed on May 10, 2023, are eligible for the
centennial personal day.
Staff has provided this information to the Constitutional Officers in the event they want to implement a
similar action within their respective organizations.
FISCAL IMPACT: Based upon salaries of agency staff, associated social security, Medicare, and retirement, the
fiscal impact of providing staff with an additional personal day would be approximately $670,000. Technically,
this is only a productivity impact as employee wages are budgeted for the full year. This impact may be lower if
the day is not used by the employee and is forfeited per the County Manager's Administrative Practices and
Procedures.

LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for
