EXECUTIVE SUMMARY
Recommendation to authorize one additional Full Time Equivalent (FTE) position in the Collier County
Fleet Management Division (“Fleet”) needed to maintain County vehicles and equipment in a safe and timely
manner to meet the needs of operating divisions in providing essential public services.

OBJECTIVE: Ensure Fleet has the necessary resources to safely provide quality and timely maintenance and
repair of the County’s vehicles and equipment needed to provide essential public services.
CONSIDERATIONS: Fleet needs an additional full-time Automotive Technician II to safely provide timely
maintenance and repair services for the County’s 3,896 vehicles and equipment items. Over the last few years, 239
on-road vehicles and over 650 equipment items have been added to Fleet’s maintenance and repair workload. This
growth in inventory includes additions to support Board-approved programs such as Stormwater expansion,
Building Review expansion, Orange Tree and Golden Gate City utility additions, PUD expansion to meet system
maintenance requirements, Sports Facility construction/operation, and the new Big Corkscrew Island Regional
Park.
The Road & Bridge section of the Road Maintenance Division recently added additional staff members and
equipment and expanded operating hours at the Immokalee location. Adding an Automotive Technician II to the
Immokalee location will allow Fleet to adequately cover the extended operating hours and provide a safer working
environment. It will also facilitate timely repairs to vehicles and equipment and increase overall vehicle availability.
The additional FTE will also help maintain the County Emergency Management Services vehicles with the goal of
reducing the turnaround time to complete work orders. Fleet is responsible for maintaining all County ambulances.
Seventy percent of ambulance work orders are completed within 24 hours, and another 6% are completed between
24 and 48 hours. With the additional FTE, Fleet aims to have 90% of ambulance work orders completed in less than
48 hours, which will increase the availability of these vehicles.
The typical industry standard ratio for equipment to technician is 60 -70:1. The industry standard for transit and
paratransit buses is 10:1. Fleet currently has 14 technicians for over 1,350 vehicles and major equipment items, an
equipment-to-technician ratio of 96:1. The transit bus shop has four technicians for 65 buses, a vehicle -to-
technician ratio of 16:1, and they are stretched providing an average preventative maintenance service, which
consists of filters, fluid changes, lubrication, and a complete safety inspection, for every bus every 28 days. Fleet
also has two technicians that service over 2,500 small equipment items ranging from small tractors to riding
mowers, grounds vehicles, and hand-held landscaping equipment. To handle the volume of work, Fleet is making
maximum use of overtime and significant use of outsourcing. For all County vehicles, the current trend of
availability is at 86%. Adding an Automotive Technician II is anticipated to assist Fleet in providing more timely
services to its customers and increase the operational availability rate of the County’s vehicles and equipment.
FISCAL IMPACT: The fully weighted cost to add an Automotive Technician II is approximately $90,000
annually and estimated to be $30,000 for the remainder of FY 2023. There are adequate funds in the Fleet
Management Fund (521) to handle the costs for this fiscal year. Funding for this position in future years will be
budgeted and charged to internal customers, as this Fund is an internal service fund.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issues and
requires majority vote for approval. -JAK
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: To authorize one additional Full Time Equivalent (FTE) position in the Collier County
Fleet Management Division needed to maintain County vehicles and equipment in a safe and timely manner to meet
the needs of operating divisions in providing essential public services.
