Agenda 04/25/2023 Item #16D1 (To relocate Library Capital Books to operational funding to continue funding eBook collections)04/25/2023 EXECUTIVE SUMMARY Recommendation to authorize a Budget Amendment in the amount of $100,000 to transfer funding within the County-Wide Capital Fund (301) to continue funding eBook collections to meet patron demand for digital resources and materials for Collier County Public Libraries. OBJECTIVE: To relocate Library Capital Books to operational funding to continue funding eBook collections. CONSIDERATIONS: Collier County Public Library (“CCPL”) patrons increasingly utilize Library online services and resources to meet their information, educational, and recreational needs. The ease of use and convenience of the online and electronic format continues to feed the growth and demand for eBooks and eAudio. Since CCPL added access to the Overdrive platform in 2006, and then to the cloudLibrary platform in 2016, eBook/eAudio usage has increased by an average of ten percent (10%) annually since 2017. The increased demand for eBook/eAudio access has made the electronic medium a critical component to public library service. The availability of eBooks promotes access to books seamlessly while mitigating barriers patrons may face when borrowing physical materials (e.g., time, distance, illness, weather, etc.). A 2022 Pew Research Center Report states that three in ten Americans now read eBooks, with a growth of five percent (5%) nationwide in the post-pandemic period. The CCPL continues to see robust demand for eBooks/eAudio via each platform’s recommendation features and the level of holds placed by patrons. Historically, CCPL receives General Fund dollars for the purchase of physical books in our Capital Fund (301). Due to the volume of physical materials the Library purchases, physical materials are recognized as capital. The CCPL does not physically own eBooks/eAudio, which are viewed as subscriptions or rentals by definition. As such, eBooks have historically been funded through the Library’s Operating General Fund (001). To meet this growing demand for eBook access, CCPL needs to balance its Capital Fund (301) purchasing power to include eBooks by relocating a portion of capital dollars to operating dollars. FISCAL IMPACT: A Budget Amendment is required to transfer $100,000 within County-Wide Capital Fund (301) from Library Capital Project 54001 to Library eBook Project 80450. GROWTH MANAGEMENT IMPACT: There is no Growth Management impact.
