Agenda 04/25/2023 Item #16A21 (Resolution - Construct 5ft bike lanes and paved shoulders along 111th Ave N from Bluebill Ave Bridge to 7th St N)04/25/2023 EXECUTIVE SUMMARY Recommendation to approve and authorize the Chairman to sign a Supplemental Agreement to the Local Agency Program (LAP) Agreement with the Florida Department of Transportation (FDOT) to increase ($125,000) the grant award from $467,424 to $592,424 for the construction of bike lane and shoulder improvements along 111th Avenue North from the Bluebill Avenue Bridge to 7th Street North; to adopt the accompanying resolution formally approving and authorizing its chairman to execute same on be half of the Board; (Project 33620), FPN 441846-1-58-01. OBJECTIVE: Construct five-foot bike lanes and paved shoulders along 111th Avenue North from Bluebill Avenue Bridge to 7th Street North at turn locations and keyhold bike lanes included, with fundi ng assistance from the FDOT LAP Agreement. CONSIDERATIONS: The purpose of this supplemental agreement is to add additional funding in the amount of $125,000 in construction funds, and to modify the scope to clearly define the project as paved shoulders a nd bike lanes. On June 8, 2018, the Collier County Metropolitan Planning Organization (MPO) Board, approved the 2017 Pathway Priorities that were advanced by the Bicycle and Pedestrian Advisory Committee (BPAC). In the prioritization of improvements, the BPAC identified the need for five-foot bike lanes and paved shoulders along 111th Avenue North from Bluebill Avenue Bridge to 7th Street North. In 2018, the design and construction of the paved shoulders/bike lane improvements were added to the FDOT Fi ve Year Work Program and funding was identified in the state fiscal year 2019. On May 14, 2019, the Board approved an FDOT LAP Agreement (Agenda Item # 16.A.15) for the design of bike lanes and paved shoulders along 111th Avenue North from Bluebill Avenue Bridge to 7th Street North. On May 10, 2022, the Board approved an FDOT LAP Agreement for construction with FDOT, Resolution No. 2022-79, in the amount of $467,424. Final plans and specifications for this project were signed and sealed by a Florida licensed Professional Engineer and approved by FDOT. FDOT is empowered by legislative authority to contract with other governmental (local) agencies to develop, design, and construct transportation facilities and to reimburse these governmental agencies for se rvices provided to the traveling public. The FDOT LAP, administered at the FDOT district level, is the mechanism used to complete a prioritized project from FDOT’s Five-Year Work Program. Collier County is LAP certified and the Transportation Management Services Department staff will be responsible for the administration of the project’s construction phase. Engineering & design services for LAP projects will be presented as a separate item, relating to the future continuing design services agreement. In -house staff will be responsible for federal and FDOT grant compliance. FISCAL IMPACT: A budget amendment is required to recognize additional grant revenue to fund construction in the amount of $125,000 in Transportation Grant Fund 711, Project (33620); the funding source is the Federal Highway Administration for a total of $592,424 whereby, these grant dollars are passed through FDOT via the LAP agreement. This grant agreement does not require a match. The estimated useful life of paved shoulder/bike lanes is 15 years with minimal to no repair cost during that duration of time. GROWTH MANAGEMENT IMPACT: These improvements are consistent with the Growth Management Plan.
