EXECUTIVE SUMMARY
Recommendation to the purchase a Mack MD6 cab and chassis truck upfitted with a truck mounted TrafFix
Device, Scorpion II TL-3 Attenuator and a Mobile Traffic Advisory/Directional Signal Board utilizing two
Florida Sheriffs Association (“FSA”) Cooperative Agreements from Nextran Truck Center under FSA22-
VEH20.0 “Heavy Trucks & Buses” (cab and chassis truck) and from Striping Service and Supply, Inc.,
under FSA20-EQU 18.0, “Heavy Equipment."

OBJECTIVE: To purchase a cab and chassis truck equipped with a truck mounted attenuator with a mobile traffic
advisory/directional signal board to protect County roadway work crews and distracted drivers from vehicle
impacts.
CONSIDERATIONS: On July 1, 2021, the Florida Department of Transportation (“FDOT”) implemented
Standard Plans for Road Construction, FY 2021-22. The new standard requires lane closures on roadways with
speed limits over 45 miles per hour and alerting the traveling public with an arrow board, lights, and signage.
Staff had an onsite demonstration of the Scorpion II METRO truck-mounted attenuator (the “METRO TMA”) with
the manufacturer to see how that mobile crash cushion, when attached to the rear of a support vehicle’s frame,
provides vehicle protection by redirecting impacts using energy absorbing modules. Following further
consideration, staff determined that the Scorpion II TL-3 TMA (the “Scorpion II TL-3 TMA”) is a better option
because it is rated at 62.5 mph versus the METRO TMA, which is only rated at 50 mph.
The Scorpion II TL-3 attenuator meets the crash test and evaluation criteria contained in the American Association
of State Highway and Transportation Officials Manual for Assessing Safety Hardware. The Scorpion II TL-3 TMA
has a telescoping anti-rotational arm that, upon impact, is driven against the frame plate preventing angular rotation
of the Scorpion Trailer during an accident. The truck is equipped with an arrow board, warning lights, and secure
storage that houses Maintenance of Traffic equipment. The Scorpion II TL-3 TMA modular design, when
impacted, crushes in progressive stages, resulting in lower repair costs. The Scorpion II TL-3 TMA's unique design
can be installed on a medium-duty truck chassis, such as the Mack MD6 Chassis staff is recommending purchasing,
and does not require the operator to have a commercial driver's license to operate due to its gross vehicle weight
rating of 25,500 pounds. The number of necessary maintenance vehicles will be reduced because this fully
equipped vehicle transports a work crew, plus required safety equipment to the worksite. A moving operation is
possible by utilizing this type of vehicle, which eliminates the need to close lanes, allowing traffic to continue to
flow at a reduced speed protecting the work crews.
If authorized to make this purchase, staff will utilize two previously competitively procured Florida Sheriffs
Association cooperative agreements to make the purchase from Nextran Truck Centers, FSA22-VEH20.0 “Heavy
Trucks & Buses” (cab and chassis truck, with options $83,803.00) and from Striping Service and Supply, Inc.,
FSA20-EQU 18.0, “Heavy Equipment” (upfitting equipment packages, $64,395.00), for a total purchase price of
$148,198. The benefit of using a cooperative agreement is that it allows eligible users such as the County to pool
the buying power of a large group of participating public agencies to reduce costs and lowers the administrative
burdens of issuing a separate solicitation. This purchase would also include one low dollar amount non-bid item,
Power Take-Offs Transmission Control Prep Kit costing $142.00.
FISCAL IMPACT: Funding in the amount of $148,198.00 is available in Landscaping Projects Fund (112),
Project 31112. Source of funds is Unincorporated General Fund (111) ad valorem.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this Executive
Summary.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for
