Recommendation to approve an Ordinance of the Board of County
Commissioners of Collier County, Florida amending Ordinance No. 99-69, as
amended, the Forest Glen of Naples Planned Unit Development (PUD), by adding
warehousing and flex space uses including specialty trade contracting, minor
fabrication, and manufacturing as principal uses in addition to previously
permitted commercial uses on the Commercial Tract located at the southeast
corner of the intersection of Collier Boulevard and Beck Boulevard, subject to the
limitation of 100,000 square feet for all uses on the Commercial Tract. The subject
Commercial Tract consisting of 9.6+/- acres is part of the 635+/- acre PUD located
in Section 2, Township 50 South, Range 26 East, Collier County, Florida.

Dear Commissioner McDaniel,
I am writing you regarding the property at the corner of Collier Boulevard and Beck Boulevard in Naples.
I purchased a coach home in Forest Glen over 10 years ago (April 2011). In March 2019 I sold my coach
home and purchased a single-family home in Forest Glen. My new home is much closer to the property
in question than the coach home. I understand that the undeveloped property at the corner of Collier
and Beck is zoned for commercial use and that at any time may be developed. Even though I would
prefer it remains undeveloped land, I understand that the property owner(s) have the right to develop
the land any way they choose as long as it conforms to the zoning regulations. I am not opposed to any
development that meets, but does not exceed, the zoning regulations. That being said, the current
property owner(s) are attempting to change the regulations to suit their desires. If I knew that the
zoning changes that the current owner(s) are proposing would be allowed at the time of my recent
purchase, I would have purchased property in another community that didn’t have the possibility of
having a multi-hundred-unit apartment building on the boarder. I believe the proposed changes will
degrade my property value and quality of life.
In a nutshell, I am opposed to all the zoning changes. I feel it is completely unfair to me that I purchased
land and a home in Forest Glen with the understanding and acceptance of the zoning limits on the
adjacent property and am now in the position of possibly living next to a situation that was never
supposed to occur.
I respectfully request that you reject any proposed zoning changes.

The part of the parcel you have inquired about is in the Forest Glen of Naples Planned Unit Development (PUD) and has
a commercial designation. It also lies within Activity Center #9 of the Future Land Use Element (FLUE). Current permitted
uses may be found in the attached ordinance for the PUD. To convert the commercial part of the PUD to residential
would
require amending the PUD document and would need to be consistent with the Growth Management Plan and the
Future
Land Use Element (FLUE) of the Growth Management Plan. I assume that by asking “what can be built” you are asking
how
much can be built. This is a question that would be answered during the amendment process. I have included relevant
parts
of the FLUE – Density Rating System, and Activity Centers – as well as the PUD, that would be used as a guide in
determining
potential density.
As you are undoubtedly aware, there are two active petitions (PL20200002302 and PL20200002303) seeking to amend
the
PUD and Growth Management Plan. Documents associated with these two petitions may be viewed/downloaded on
the
County’s website by visiting the GMD Public Portal at https://cvportal.colliercountyfl.gov/CityViewWeb/Home/.
This response does not provide a definitive answer to the question of what residential development could be built
through
the amendment process as that is an unanswerable question at this point.

I am writing to you to voice my objection to the request but Naples Land to rezone an area in the Forest Glen
development. I am a resident of Forest Glen and object on these grounds:
- increased traffic, Collier Ave and Davis have seen and will see significant increases in traffic over the past few
years. This is due to significant growth in new and planned housing developments both North and South on Collier
as well as the large Habitat for Humanity development on Davis. In addition we have the addition of the Amazon
distribution center and the Paradise Sports Complex north of us on Collier.
Further adding to our traffic issue will be the flyway to be built on Collier to provide access to 75. This flyway along
with the extra traffic will likely make our entrance on Collier impossible to use.
-loss of green space, the housing complex will reduce the green space that had been allocated for Forest Glen. I
believe the residents of Forest Glen won’t benefit from the development and should not be asked to give up green
space for no benefit
I have other concerns but will not take more of your time. Please just note that many of our residents oppose this
development.
