EXECUTIVE SUMMARY
Recommendation to reappoint a member to the Public Transit Advisory Committee.
OBJECTIVE: To reappoint a member to the Public Transit Advisory Committee, to a three-year term expiring on
March 22, 2026.
CONSIDERATIONS: The Public Transit Advisory Committee was originally established as an ad hoc committee
on February 26, 2013, by Resolution No. 2013-50, to make recommendations to the Board of County
Commissioners in matters related to transit policies, issues, programs and plans to provide mass transit services to
the citizens of Collier County. On March 22, 2016, the BCC adopted Ordinance No. 2016-07, which converted the
committee from an ad hoc to a regular advisory committee, and reduced the membership from 9 to 7 members.
Members of this committee shall include one representative designated by the District School Board of Collier
County and, if possible, include representatives from large employers, health care related services, social services
and transportation and planning professionals. At least two representatives shall be passengers of the system. Terms
are three years. A list of the current membership is included in the backup.
One seat on this committee expired on March 22, 2023. The vacancy was continuously advertised since January 29,
2023, and the following application was the only one received:

Given the lack of applications for this vacancy, although it is preferable that the applicant is a transit rider, health
care representative, or a transportation professional, having spoken with him Staff recommends Mr. Berry's
reappointment.
ATTENDANCE: During the past two years, Mr. Berry has had two excused absences. Attendance records are
included in the backup.
COMMITTEE RECOMMENDATION: At its meeting on March 21, 2023, the committee voted unanimously to
recommend that Mr. Berry be reappointed to his seat on the committee, to a three-year expiring on March 22, 2026.

FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for
Board approval. -JAK
RECOMMENDATION: That the Board of County Commissioners adopts the Committee Recommendation, and
authorizes the Chair to execute the attached resolution confirming the reappointment.

Recommendation to the Board for reappointment
The Public Transit Advisory Committee received Peter Berry's application for the vacancy created at the
end of his term. The applicant has been evaluated based on their potential contribution to the PTAC and
are recommended on those criterions to be eligible for the committee.
Mr. Berry has previously served as the Vice -Chair to the Public Transit Advisory Committee and was
previously selected based on his potential contributions. He has been an important contributor to the
overall success of CAT over his time with the committee. As standing Vice Chair, with his position in the
community, and while maintaining a great attendance record, Mr. Berry has demonstrated he is a true
asset to the committee.
The Public Transit Advisory Committee met on March 21, 2023 with an In -Person Quorum and made a
recommendation for Mr. Peter Berry to fill the Vacancy.

RESOLUTION NO. 2023 -
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, REAPPOINTING PETER BERRY TO THE
COLLIER COUNTY PUBLIC TRANSIT ADVISORY COMMITTEE.
WHEREAS, on March 22, 2016, the Board of County Commissioners (Board) adopted
Ordinance No. 2016-07 establishing the Collier County Public Transit Advisory Committee
(Advisory Committee) to assume the duties and responsibilities of the former Collier County Ad
Hoc Public Transit Advisory Committee, which was established by Resolution No. 2013-50, as
amended, to make recommendations to the Board in matters related to transit policies, issues,
programs, and plans to provide mass transit services in Collier County; and
WHEREAS, Ordinance No. 2016-07 provides that the Advisory Committee shall be
composed of seven members to include one representative designated by The District School
Board, at least two representatives who are passengers of the system, and when possible,
representatives of other categories as set forth in the Ordinance; and
WHEREAS, there is a vacancy on this Advisory Committee; and
WHEREAS, the Board of County Commissioners previously provided public notice
soliciting applications from interested parties; and
WHEREAS, staff has provided the Board with its recommendation for reappointment.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that PETER BERRY is hereby
reappointed to his seat on the Public Transit Advisory Committee, to a three-year term expiring on
March 22, 2026.
THIS RESOLUTION ADOPTED upon majority vote on this the I Ith day of April, 2023.
