EXECUTIVE SUMMARY
Recommendation to reappoint two members to the Tourist Development Council.
OBJECTIVE: To reappoint two members to the Tourist Development Council, to four-year terms expiring on
April 21, 2027.
CONSIDERATIONS: The Tourist Development Council (TDC) is a 9 member council created on March 23,
1992 by Ord. No. 92-18 to make recommendations to the Board of County Commissioners regarding a proposed
plan of uses for tourist development tax revenues, for the effective operation of the special projects or uses of the
tourist development tax revenues, and to review all expenditures of revenues from the tourist development trust
fund. Membership consists of the immediate past chairman of the BCC, 3 owner/operators, 3 non-owner/operators
and 2 elected municipal officials. Terms are 4 years. A list of the current membership is included in the backup.
Two seats on this committee will expire on April 21, 2023, including one representing Everglades City. The
pending vacancies were advertised and the following applications were received:

ATTENDANCE: During the past two years Mr. Hill has had two excused absences and Ms. Brock has had three
excused absences. Attendance records are included in the backup to this item.
COMMITTEE RECOMMENDATION: At its meeting on March 20, 2023, the TDC considered the applications
and voted unanimously to recommend that Ms. Brock and Mr. Hill each be reappointed to their seats on the TDC.
A recommendation memo is included in the backup to this item. Also included is a letter from Mayor Grimm
requesting that Ms. Brock be reappointed to the TDC as the representative for Everglades City.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board

RECOMMENDATION: That the Board of County Commissioners adopts the Committee Recommendation and
authorizes the Chair to execute the attached resolution confirming the reappointments.

The Tourist Development Council is a 9 member council created on March 23, 1992 by Ord. No.
92-18 to make recommendations to the Board of County Commissioners regarding uses for
tourist development tax revenues, and to review all expenditures of revenues from the tourist
development trust fund. Membership consists of: the Chair or other designated member of the
BCC; 2 elected municipal officials (one each from Naples and Marco Island); 2 owner/operators -
hotel or motel; 1 owner/operator - RV park or other tourist accommodation, or otherwise
qualified; 3 non-owner/operators who are involved in the tourist industry or have demonstrated an
interest in tourist development. Of the 6 non -government members, one shall be appointed upon
recommendation by the governing body of Everglades City. Terms are 4 years.
NOTE: BCC voted on 12/13/22 under item 2C: The outgoing BCC chairman shall become the
Board's TDC member the year following his/her chairmanship.

RESOLUTION NO. 2023 -
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, REAPPOINTING CLARK HILL AND
KATHLEEN BROCK TO THE TOURIST DEVELOPMENT COUNCIL.
WHEREAS, Collier County Ordinance No. 92-18 established the Tourist Development
Council (TDC) to advise the Board of County Commissioners (Board) regarding proposed uses
of tourist development tax revenues, effective operation of the special projects or uses of the
tourist development reviews, and to review all expenditures of revenues from the tourist
development trust fund; and
WHEREAS, Ordinance No. 92-18, as amended, provides that the TDC shall consist of
nine (9) members including the Chairman or designated representative of the Board of County
Commissioners, three (3) municipal representatives, and other individuals involved in the tourist
industry as specified in the Ordinance; and
WHEREAS, there are two seats on the TDC which will expire on April 21, 2023; and
WHEREAS, the Board previously provided public notice soliciting applications from
interested parties; and
WHEREAS, the TDC and the Mayor of Everglades City have provided the Board with
their recommendations for reappointment.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that CLARK HILL (an
owner/operator) and KATHLEEN BROCK (an owner/operator representative of Everglades
City) are hereby reappointed to their respective seats on the Tourist Development Council, to
four-year terms expiring on April 21, 2027.
THIS RESOLUTION ADOPTED upon majority vote this 11"' day of April, 2023.
