EXECUTIVE SUMMARY
Recommendation to authorize budget amendments in the amount $721,760 to provide additional funding for
maintenance and repair of the County's 800mhz Public Safety Radio Communications System and for the
replacement of five (5) fixed tower site generators.
OBJECTIVE: To obtain additional funding for the 80OMhz Public Safety radio communications system due to
the identification of some deferred maintenance, equipment, inspection, and component reliability efforts that
cannot be deferred to FY 24.
CONSIDERATIONS: During a recent evaluation by the new Telecommunications Manager for the County's
8OOmhz Public Safety System and the Director of the Bureau of Emergency Services, it has come to our attention
that numerous tower site components, maintenance efforts, and regulatory inspection cannot be delayed until the
next fiscal year. These reliability components include but are not limited to, uninterruptable power supplies, repair
and preventative maintenance contracts on existing and new systems, structural inspections, and other support
systems or components that need to be replaced as soon as possible. Staff is concerned that supply chain and
installation delays could impact these procurement efforts to ensure the highest level of reliability going into the
next hurricane season.
Hurricane Ian further identified some weaknesses within certain components that were previously thought to be
able to weather a storni and high traffic demand that were at or near the end of life. Staff wishes to correct those
deficiencies as part of this work as soon as possible. The supplies, equipment, and work within this program effort
will be fully compatible with future capital equipment needs to meet growth demands. A transfer of $171,760
dollars will be utilized for operating maintenance and repair to the 8OOmhz system and $550,000 in project funds
will be utilized to initiate design and encumber funds for (5) five fixed generators at tower sites that are scheduled
for replacement in both 2023 and 2024.
The Bureau of Emergency Services and the 8OOmhz Telcom Division remains committed to a highly reliable and
robust 8OOmhz public safety communication system to support the Sheriffs Office, Fire, EMS, Airport, Collier
Schools, and a host of local government divisions that communicate thousands of times a day on this network.
GROWTH MANAGEMENT IMPACT: None
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issues and
requires majority vote for approval. -JAK
FISCAL IMPACT: Budget amendments totaling $721,760 are required to complete this work. A budget
amendment in the amount of $171,760 to transfer reserves from General Fund (001) to 8OOmhz Radio Fund (188)
for maintenance and repair and a budget amendment in the amount of $550,000 to transfer reserves from General
Fund (001) to County -wide Capital Fund (301), 800mliz Project 50104 for the replacement of five (5) fixed tower
site generators.
RECOMMENDATION: To authorize budget amendments in the amount $721,760 to provide additional funding
for maintenance and repair of the County's 800mhz Public Safety Radio Communications System and for the
replacement of five (5) fixed tower site generators.
