EXECUTIVE SUMMARY
Recommendation to approve the initial allocation of City/County Abatement funds from the State of Florida
Opioid Settlement Fund in the amount of $289,151.06 and authorize the necessary budget amendment.

OBJECTIVE: To utilize funds received from the Florida Opioid Settlement Fund for activities necessary to
address the opioid epidemic, including prevention, treatment, and/or recovery services for Collier County residents.
CONSIDERATIONS: A local, state, and national crisis arose because of the manufacturing, distribution, and
over -prescribing of opioids, and resulted in opioid abuse, misuse, overdoses, addictions, and death throughout
municipalities, counties, states, and the nation. These activities contributed to the public health emergency and
crisis commonly referred to as the opioid epidemic. Collier County and the municipalities therein have suffered
from this crisis which has caused and is causing an undue strain on local government finances to implement
programming, combat the opioid epidemic, mitigate the harmful effects of the opioid epidemic in the community,
and increase educational campaigns to counteract misinformation about the addictive nature and harmftil effects of
opioids and opioid abuse. As a result of the Phan-naceutical Supply Chain contribution to this crisis, The State of
Florida filed an action in Pasco County, Florida.
The National Opiate Litigation filed by the State of Florida and various local governments against pharmaceutical
companies has resulted in numerous settlements being distributed to the State of Florida over multiple years. At
their June 22, 2021 (Agenda Item #I 6K8) meeting, the Board approved the Collier County Resolution #2021 -13 6;
authorizing Collier County to join with the State of Florida and other Local Government Units as a Participant in
the State MOU and enter into formal agreements to participate in the Florida Plan.
On December 7, 2022, Collier County received its first payment from the City/County Abatement Fund in the
amount of $289,151.06. The total allocation amount for Collier County is $3,461,390.93, according to the 18-year
payout schedule. The period of perforinance has been established as January 1, 2022 through December 31, 2040,
to receive these ftinds accordingly.
The following table shows a breakdown of the City/County Abatement ftmds, and from what distributor and/or
phannaceutical company they were received for Year 1.

FISCAL IMPACT: A Budget Amendment is required to recognize these funds from the State of Florida-
City/County & Abatement Fund in the amount of $289,151.06. Staff will distribute funds for eligible expenditures
in accordance with the State's MOU and/or a future Board -approved Unified Plan. Any expenses incurred by the
County and associated with the administration of this agreement, including requested full-time employees, will be
accounted for, and are expected to be fully reimbursable. The funds reside in Collier County Seniors Fund (123),
Project 44059. There is no match requirement with this item.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this item.
LEGAL CONSIDERATIONS: This item is approved in form and legality and requires a majority vote for
