EXECUTIVE SUMMARY
Recommendation to approve administrative Change Order No. 1 to Purchase Order 4500217564 for an
additional $9,320 to investigate an alternative site under Agreement No. 20-7753 with Schenkel & Shultz,
Inc., for Design Services for North Naples EMS Station (Project No. 55213.1).
OBJECTIVE: To obtain additional funding for engineering and design services for two new Collier County
Emergency Medical Services ("EMS") Stations as part of the Emergency Medical Services expansion program
outlined in the Annual Inventory Report ("AIUR").
CONSIDERATIONS: Golden Gate Estates EMS Station 74 and Old 41/North Naples EMS Station 412 are
included in Emergency Medical Services AUIR growth plan. The AUIR identified the need for new stations at
these locations to address growth and development within each of the coverage areas. Generally, for every 16,900
increase in population, EMS adds a station in order to maintain the adopted level of service for the County of 8
minutes or less in the urban area and 12 minutes or less in the rural area 90% of the time. Collier County EMS and
the Facilities Management Division intend to collaborate with the local Fire Districts to explore partnership and co -
location agreements for both future stations, which may include a cost sharing component for their construction.
Proposed Change Order No. I will add $9,320 to Agreement No. 20-7753 (the "Agreement") for additional services
required to investigate alternative sites and a shared agency building configuration as requested by the project
sponsors (EMS & the North Collier Fire Control and Rescue District). The change being requested was not
included in the Agreement because the possible availability of alternate sites and the opportunity for a shared
agency building were not known to the project sponsors at the time the Board awarded the Agreement.
The County's Procurement Services Division administratively approved the Change Order on March 7, 2023, as
authorized by Collier County Procurement Ordinance No. 2013-69, as amended, at Section Nineteen, Contract
Administration, subsection 3.b.
FISCAL IMPACT: Funding in the amount of $9,320 for the EMS North Naples Project is available in the
Infrastructure Sales Tax Fund (318), Project (55213).
GROWTH MANAGEMENT IMPACT: There is no impact to the current Growth Management Plan standards
to ensure the adequacy and availability of viable public facilities.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for
Board approval. -SRT
RECOMMENDATION: That the Board approve administrative Change Order No.1 to Purchase Order
4500217564 for an additional $9,320 under Agreement No. 20-7753 with Schenkel & Shultz, Inc., for Design
Services for North Naples EMS Station.

SCHENKELSHULTZ is pleased to submit the follokving proposal for Additional Professional Design
Services:
Scope Description:
Provide preliminary site designs and due diligence investigation for the above referenced
EMS facility regarding an alternate site to the original property planned on Performance
Way located at the Kaela Bay Development, Naples, FL. Preliminary analysis included
consideration of Litilizing the Station 474 building design on the alternate site, as well as
a new two-story structure on the Performance Way site that would accommodate
multiple agencies in consideration of the North Collier Fire District sharing the facility.
The Current professional services design contract is based upon utilizing the County
EMS prototype facility occupied only by the EMS on the Performance Way site.
Due diligence included investigation of site constraints and county and state agency
permitting requirements relative to the development of the alternate site, as well as
coordination of correspondence with the Kaela Bay property developer regarding
financial responsibilities and obligations for development of the parcel and ofrsite
improvements.
