EXECUTIVE SUMMARY
Recommendation to approve final acceptance of the sewer utility facilities and accept the conveyance of the
sewer facilities for Terreno at Valencia Golf and Country Club Phase 1A-2 (Sewer Only), PL20220006264.
OBJECTIVE: To have the Board of County Commissioners, as Ex-Officio Governing Board of the Collier
County Water -Sewer District, approve final acceptance of these sewer utility facilities in accordance with the
Collier County Utility Standards and Procedures, Ordinance No. 2004-31.
CONSIDERATIONS:
1) The Developer has constructed the sewer utility facilities for Terreno at Valencia Golf and Country Club Phase
IA-2 (Sewer Only), within dedicated easements to serve this development (see attached location map). The
value of these water utility facilities (assets) was $394,521.99. The sewer utility facilities were offered for
conveyance to the County, as described in Official Records (OR.) Book 6213, Page (PG) 3319, and are located
within County utility easements dedicated by the plat of Terreno at Valencia Golf and Country Club - Phase 1,
recorded in Plat Book 71, Pages 43 through 70, of the Public Records of Collier County, Florida.
2) Staff recorded all final acceptance documents associated with the sewer utility facilities conveyed to the County
in the public records of Collier County, which were reviewed and approved by the County Attorney's office as
to form and legality. The County acquired its interest in the sewer utility facilities by Warranty Deed and Bill of
Sale recorded in O. R. Book 6213, PG 3319 of the Public Records of Collier County, Florida ("The Utilities
Facilities Deed").
3) A final inspection to discover defects in materials and workmanship was conducted by staff on February 8,
2023, in coordination with Public Utilities, and these facilities have been found to be satisfactory and
acceptable.
4) Staff recommends final acceptance of the subject potable water utility facilities in the amount of $394,521.99.
Staff also recommends acceptance of the Utilities Facilities Deed and the facilities described in the
Certification of Contributory Assets, which is attached to this Executive Summary.
5) This final acceptance is in accordance with Collier County, Ordinance No. 2004-31, as amended.
6) Staff is unaware of any issues that would serve to negate the recommendation to approve this final acceptance.
FISCAL IMPACT: Approval of this Executive Summary will result in the Collier County Water -Sewer District
receiving title to the sewer utility facilities, which have a gross value of $394,521.99 (no depreciation applied) and
an asset will be recorded in the financial records of the county.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality, and requires a majority vote
for Board approval. -DDP
RECOMMENDATION: To approve final acceptance and accept the conveyance of the sewer utility facilities for
Terreno at Valencia Golf and Country Club Phase 1A-2, PL20220006264.
