EXECUTIVE SUMMARY
Recommendation to approve an operations and maintenance budget in the amount of $1,200,000, in fiscal
year 2023 (FY23), for the newly constructed interim Northeast County Water Reclamation Facility
(NECWRF) and Potable Water Storage Tank and Pump Station, authorize twelve (12) additional Full -Time
Equivalent positions, and authorize all necessary FY23 budget amendments.
OBJECTIVE: To establish a four -month (June -Sept) pro -rated budget, in Fiscal Year (FY) 2023, in the amount of
$1,200,000 to adequately support the initial operations and maintenance for the newly constructed, interim
Northeast County Water Reclamation Facility (NECWRF).
CONSIDERATIONS: On March 12, 2019, the Board of County Commissioners approved Resolution 2019-49 to
authorize the issuance of the Series 2019 Revenue Bond to finance utility infrastructure in the northeast service
area, including a 1.5 MGD wastewater reclamation facility, potable water storage tank, and pump station. This
expanded request is to fund this Board approved initiative. Operational expenses which include: two F 150 trucks,
two F550 trucks with body crane, transit van, Kubota vehicle, forklift, and twelve (12) employees are estimated to
be $1,200,000.

The proposed new interim Northeast County Water Reclamation Facility (NECWRF), potable water storage tank
and pump station will enhance treatment reliability across the interconnected regional water and wastewater
systems and provide treatment capacity for services for current and future customers within the Collier County
Water Sewer District (CCWSD) service area.
The mission of the Public Utilities Department is to provide the highest quality services at best value to its rate
payers. These new facilities will enhance treatment reliability across the interconnected regional wastewater
system and provide treatment capacity for services to the northeast area of Collier County in response to continued
population growth.
FISCAL IMPACT: A budget amendment in the amount of $1,200,000 from Water/Sewer Operations Fund (408)
reserves is required to fund four -months of operations which consists of $310,500 in personnel services, $479,500
in operating expenses and $410,000 in capital equipment expenditures.
GROWTH MANAGEMENT IMPACT: This initiative meets current Growth Management Plan standards to
ensure the adequacy and availability of viable public facilities.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issues and
requires majority vote for approval. -JAK
RECOMMENDATION: That the Board of County Commissioners, Ex-officio the Governing Board of the
Collier County Water -Sewer District, approve an operations and maintenance budget in the amount of $1,200,000,
in fiscal year 2023 (FY23), for the newly constructed Northeast County Water Reclamation Facility (NECWRF)
and Potable Water Storage Tank and Pump Station, authorize twelve (12) additional Full -Time Equivalent
positions, and authorize all necessary FY23 budget amendments.
