Agenda 03/28/2023 Item #16D3 (Public safety benefits to low-moderate-income residents of Immokalee)03/28/2023 EXECUTIVE SUMMARY Recommendation to approve and authorize the Chairman to sign the First Amendment to the subrecipient agreement between Collier County and Project HELP, Inc., utilizing U.S. Housing and Urban Development Community Development Block Grant Program funding in the amount of $59,000. (Housing Grant Fund 705) OBJECTIVE: To provide public safety benefits to low- moderate-income residents of Immokalee. CONSIDERATIONS: The U.S. Department of Housing and Urban Development (HUD) provides Community Development Block Grant (CDBG) funds to address program-specific needs in the community. On June 22, 2021 (Agenda Item #16D7), the Collier County Board of County Commissioners (Board) approved the HUD Annual Action Plan for FY 2021-2022. On June 22, 2021 (Agenda Item #16D7), the Board approved and executed a subrecipient agreement in the amount of $92,000 with Project HELP, Inc. to provide a forensic and mental health mobile unit in Immokalee, FL. The forensic unit is to serve low- moderate-income persons suffering from violence and assault. The subrecipient experienced significant delays in acquiring the vehicle and also unforeseen delays in the setup and installation at an Immokalee location. These delays have necessitated the need for an amendment. The proposed First Amendment will include the following: a. Modify the scope of work to allow for the expenditures to equip the forensic unit with the medical and examination supplies, permitting and zoning costs as applicable and security/ safety equipment necessary to become operational b. Update the UEI Number c. Extend the period of performance to June 30, 2023 d. Change the name and contact information of the grant coordinator e. Reduce the total funding amount to $59,000 FISCAL IMPACT: The proposed action has no new Fiscal impact. Funds are budgeted within CDBG Housing Grant Fund (705), Project 33763. LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires a majority vote for Board approval. -DDP GROWTH MANAGEMENT IMPACT: This item has no impact on the Housing Element of the Growth Management Plan of Collier County.
