Agenda 03/28/2023 Item #11G (2023 Strategic Plan with minor changes)03/28/2023 EXECUTIVE SUMMARY Recommendation to adopt the 2023 Strategic Plan with the inclusion of minor changes based upon direction received at the Board Workshop on February 21, 2023 and provide direction on Board and County Manager's Office priority initiatives. OBJECTIVE: To adopt an updated strategic plan that reflects the present and future needs of our community. CONSIDERATIONS: On February 21, 2023, the Board convened for a workshop to discuss proposed modifications to the previously adopted Strategic Plan. The County Manager’s Office led the Board through a presentation that illustrated the proposed updates to the Strategic Plan. Throughout the County Manager’s Office presentation, the Board discussed the proposed plan and provided input and suggestions to further update the plan. The following material changes were made based on Board direction or follow-up discussion with staff: Section of the Strategic Plan Proposed changes Strategic Focus Areas (SFAs) xReordered the SFAs so that Infrastructure was listed second, but kept Quality of Place first xBulleted the lists of objectives for each Strategic Focus Area Vision & Mission Statements xRemoved reference to 20-year legacy and two decades Quality of Place - Focus Area xMoved the bullet for “Support access to health, wellness, and Human Services” to be second xAdded the word “enhance” to the 3rd bullet Infrastructure and Asset Management - Focus Area xMoved this SFA to be the second listed xReplaced the word “Mitigate” with “Prepare” and added the phrase “and natural resources” to the 3rd bullet xChanged “Utilizing” to “Use” and added the phrase “and other planning tools to” to the 4th bullet xReplaced “Create” with “Develop” in the 6th bullet xReworded the final bullet to remove the reference to “Innovative solutions” bullet now says “Provide services and programs that sustainably manage the County’s waste” Community Development - Focus Area xReworded the 3rd bullet from “Stimulate economic growth by creating a business-friendly environment that produces meaningful and high-paying career opportunities” to “Encourage diverse economic opportunities by fostering a business-friendly environment” Responsible Governance - Focus Area xReplaced “purposeful” with ‘purpose-driven” in the 1st bullet xMoved the 2nd bullet up from the second to last in the list xReworded the 3rd bullet from “Promote fiscal stewardship through sound, transparent public policy” to “Safeguard taxpayer money by promoting fiscal stewardship and sound budget oversight” xMoved the second bullet regarding the encouragement of community engagement down to 4th in the list xMoved the 4th bullet regarding Emergency Management down to 6th in the list xMoved the 5th bullet regarding recruitment and development down to be the second to last in the list and added the word “assess” to the list of actions xChanged the final word in the final bullet from “duties” to “responsibilities” Annual Review Process xTop Circle is now “Ongoing Feedback” to include more than a single source of feedback xCombined the bottom two circles into a 11.G Packet Pg. 426 03/28/2023 single circle that deals with budget development and alignment xMoved Progress Updates down swapping out “Reports” with “Updates” xUpper left Circle refers to the Annual Report Following the meeting, staff made the appropriate changes, included in the attached slide presentation and Strategy Map. Staff has also developed lists of Board Priorities and County Manager Priorities for the Board’s consideration and feedback. Upon adoption, these materials will be made available to County staff and the public via the County website, staff training, and New Hire Orientation. FISCAL IMPACT: There is no direct fiscal impact associated with the adoption of the Strategic Plan update. GROWTH MANAGEMENT IMPACT: There are no Growth Management Impacts associated with this Executive Summary. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issues and requires majority vote for Board action. -JAK RECOMMENDATION: Staff recommends the adoption of the updated strategic plan materials and provide direction on Board and County Manager's Office priority initiatives. These materials will be available internally and externally through the County’s website, Staff training, and New Hire orientation.
