Pledge of Allegiance and Invocation The Pledge of Allegiance was recited and an invocation/moment of silence was observed. III. Approval of Agenda Mr. Dixon moved to approve the agenda. Vice Chairman Fruth seconded it. The motion passed unanimously, 6-0. IV. Previous Meeting Minutes Vice Chairman Fruth moved to approve the October 19, 2022, meeting minutes. Mr. Dixon seconded it. The motion passed unanimously, 6-0. V. Public/Board Comments (None) VL Old Business] a a. Expiring Terms 00 Ms. Edwards said they will be voting today on members whose terms are expiring. She updated the Ln policy and procedures she handed out last month on how to do business and changed all instances of "shall be" to "may be." She missed No. 7, which should say "may interview." N 0 N One new applicant has applied to the PARAB, Susan Sonnenschein. Current members whose terms are expiring are Mr. Dixon, Ms. Bergel and Chairman Olesky. All applicants will answer the five questions on the questionnaire. Susan Sonnenschein couldn't attend this meeting, so she emailed a completed questionnaire. 0 z [Ms. Edwards interviewed the three members using the questions from the questionnaire.] Chairman Olesky: Q. Why are you interested in serving on the PARAB? A. I've been here a long time, since 1996, and my children, grandchildren and now my great grandchildren use the parks. I have some knowledge, I know people, and I can get the job done. Q. What is your experience with Parks & Recreation, within Collier County or other areas? A. I moved to Collier County more than 50 years ago and have had hands-on experience with parks and with several directors. I have knowledge of what's happening. Q. What current or previous board committees have you served on and in what capacity? A. I was elected as an official to the Fire Board in Immokalee, the CRA, PARAB, Community Health Center (CHS), the Immokalee Chamber of Commerce, and the Tourist Development Board (TDC). Q. What do you hope to bring to our board in terms of personal skills and abilities? 0) Packet Pg. 1008 30.A.3 November 16, 2022 I'm for the public, not for myself, and I like to see parks run properly. I like what we've started and want to continue moving forward with that, instead of falling behind. Q. Parks & Rec Advisory Board meeting are normally scheduled for the third Wednesday of every month from 2-5 p.m. and meetings will be held at various park locations. Will your schedule allow you to attend regularly? A. Always. Ms. Bergel: Q. Why are you interested in serving on the PARAB? A. My husband was born and raised here and I was interested initially because when I moved here 20 years ago, even before we had kids, we immediately got involved in activities, such as beach cleanup and other community activities. Then we had kids and now I have three: 16, 14 and 10. I'm interested in advocating for them, so we're involved in a lot of activities countywide. We do sports and once we started running the Naples Roller Hockey League, I felt like we needed a voice, so I'm most interested in giving a voice to my kids and the kids that we serve at Veterans Park. Q. What is your experience with Parks& Recreation, within Collier County or other areas? A. I've been on the PARAB for a year now. Q. What current or previous board committees have you served on and in what capacity? A. I've been on the Naples Roller Hockey League for nearly five years, first as treasurer, then secretary and now, vice president. I complete a lot of NRHL's paperwork. I was on the board of Montessori Academy of Naples, and was on the board of the Charlotte, N.C., Art League, which my mother was involved in. I was taking a class on writing grants and my mother told me it would give me experience, so I joined the board. Q. What do you hope to bring to our board in terms of your personal skills and abilities? A. I hope to bring a voice for the kids that we serve in roller hockey, but mostly the teenagers. We have a ton of kids in this county and I feel like many times they get overlooked, so I hope to be a voice for them and their families and try to help with things that we offer in Collier County and make sure kids know what's going on. I have personal skills, am educated, talk to people constantly, can present, have a keen eye for detail, speak up if something's wrong, and I am an advocate for people. Q. Will your schedule allow you to regularly attend these meetings? A. Yes, my school knows I am attending these meetings. Mr. Dixon: Q. Why are you interested in serving on the PARAB? A. What is your experience with Parks & Recreation, within Collier County or other areas? A. My boys go to the parks and attend parks programs. My oldest is special needs and he's in the Special Olympics, which uses several parks in the county. He goes to Sugden Park for paddleboard practice. What current or previous board committees have you served on and in what capacity? N A. PARAB, and I'm on my second term as chair of the Naples High School Advisory Committee. c" T Q. What do you hope to bring to our board in terms of your personal skills and abilities? A. My knowledge of horticulture, budgeting and costs to maintain a park. That's my personal experience and what I do for a living. That knowledge will bring a lot to the board. Q. Will your schedule allow you to regularly attend these meetings? A. Yes. Susan Sonnenschein: [Her answers were read into the record by Ms. Edwards.] Q. Why are you interested in serving on the PARAB? A. I'm interested in serving on the PARAB so I can help represent the viewpoints of residents who use county facilities. Additionally, I'm excited about the development and the future of multi -use trails throughout the county. Q. What is your experience with Parks & Recreation, within Collier County or other areas? Y A. Being on the Board of Directors of Naples_ Pathways Coalition has introduced me to many of Collier County's wonderful parks. We're having a big event on Sunday, November 27, at Donna Fiala Eagle a Lakes Community Park. We have plans to use Paradise Coast Sports Complex for a cycling event and c hope to attract'more participants. Previously, I served on the Bicycle & Pedestrian Advisory Committee, N BPAC, I am aware of how complex and long-range plans can be for new parks, even small parks or small changes, and how long they can take. c N I am involved in many local projects, most of which are healthy activities. Last week, I worked on obtaining, repairing and stripping over 100 bikes to help residents of Harmony Shores, a neighborhood badly damaged by Hurricane Ian. Tomorrow, I'm providing home -cooked hot meals for 25 residents E there. In August, I fitted over 135 helmets for kids at an Immokalee school event. I also have volunteered o for Avow Hospice, both as a singer and a vigil volunteer, sitting with people who have no family Z members at the end of life. ' I have become a volunteer cheerleader for the benefits of multi -use paths and neighborhoods. The Rich King Memorial Greenway is not well known in our community. I would love to see shaded rest -stops added. Eventually we hope the trail will connect to the Gordon River Greenway. The impact a nearby walking or biking trail can have on both mental and physical health is substantial. Kids, adults and dogs are happy. There are so many studies showing the positive impacts, and Blue Zones groups confirm this. want to make sure Collier County continues to develop and maintain its wonderful recreational facilities and beautiful parks. I also have attended many middle and high school sports events and I'm impressed with the facilities and how well they are used. I'm willing to learn and am very supportive of all outdoor and indoor recreational activities. Being active makes a difference in quality of life and that's an important goal. Q. What current or previous board committees have you served on and in what capacity? A. The Board of Directors of the Naples Pathways Coalition and I serve on the board of Bent Pines Villas Condo Association, a 57-unit condo association. 11 Packet Pg. 1010 30.A.3 November 16, 2022 M Q. Yes. — Mr. DeMarco noted that Susan has good experience, but he'd like to reappoint the three current members; and questioned if ranking choices could affect re-election because the new applicant was running for any of the three seats while the other three were running for their current seats individually. Ranked choices could unseat current members. Dixon said he understood that if he ranked him, Ski and Jessica 1, 2, 3 and Susan 4, it could unseat one of the members, and if another member ranked each 1, 2, 3 and Susan 4, it could unseat another member. Attorney Greene said there is no one way to vote. Most advisory boards malce a motion to re -appoint and get a second vote. She advised the PARAB to do one motion at a time. Vice Chairman Fruth made a motion to reappoint Chairman Olesky to the PARAB. Second by Ms. Heuser. The motion passed unanimously, 5-0, Chairman Olesky abstained. Vice Chairman Fruth made a motion to reappoint Mr. Dixon to the PARAB. Second by Ms. Heuser. The motion passed unanimously, 5-0, Mr. Dixon abstained. Vice Chairman Fruth made a motion to reappoint Ms. Bergel to the PARAB. Second by Ms. Heuser. The motion passed unanimously, 5-0 Chairman Olesky abstained. D E Ms. Edwards noted that she invited Attorney Greene to the meeting to ensure she and the board a) o understood the voting process. Z A discussion ensued over the ranking process and the following points were made: • A 1-4 ranking process could unseat current members. T • Ranked choices for three seats is very different from a new applicant running for one seat, versus W all three. � c Mr. Dixon made a motion to reappoint Vice Chairman Fruth as PARAB vice chairman. Second by Ms. Heuser. The motion passed unanimously, 5-0; Vice Chairman Fruth abstained. m a� b. ENCP Pickleball Courts Update m Ms. Edwards reported that: • The bid for resurfacing came in lower than expected. r • We thought the cost would be about $600,000, but it came in at $220,000 for 40 courts. a) • The six championship courts will be resurfaced and paid for by Spirit Promotions, the group that z puts on the U.S. Open Pickleball Championships. 5 a Packet Pg. 1011 30.A.3 November 16, 2022 • We asked to resurface 40 courts and the TDC approved 40, but we would like to go back and ask them if we could get the remaining 19 resurfaced to keep them all on the same maintenance c schedule. c' • They're being resurfaced with DecoTurf®. A discussion ensued and the following points were made: • The additional 19 would have to be put out to bid again. • It would be best if the same contractor did the work. • Doing all courts at once could affect the budget because all are being paid for at once, a large expense. • A roughly $400,000 hit this year, several years with no costs and then a budget hit of $400,000- $500,000 is harder than paying $100,000 yearly to resurface and maintain a few courts. • This is the first time non -championship courts have been resurfaced, so the county has no benchmark to compare costs to. This is a good way to start benchmarking. • $100,000 could be budgeted yearly for resurfacing, such as every five years, whether it's used or not. • The county puts aside money for artificial -turf fields ($700,000-$800,000), so it can be done for pickleball courts. • Costs likely will go up 20% yearly. • Capital Contractors won the bid and was the only bidder for the resurfacing. The price was fair and reasonable. • Mor-Sports was the subcontractor. VII. New Business a. PARAB Workshop Date N Ms. Edwards asked if they were interested in scheduling a PARAB workshop to create a N policy and procedures manual, which would be helpful for new members, newly elected chairs and vice chairs. She suggested January 11 or January 25, or they could discuss it at the January 18 PARAB meeting and make that a workshop. We don't have policies and procedures memorialized, so we need to get them established and get board members' input. 0 z Vice Chairman Fruth suggested they discuss it at the January meeting and make it one of the last agenda items, then follow up on it in February. A discussion ensued and the hoard agreed Ms. Edwards said she'd take their comments and suggestions and put it on the January 18 agenda. VIII. Manager Updates Ms. Edwards said there were no capital updates this month because most of the work is targeted toward hurricane cleanup. Mr. Atkinson reported that: • We're still targeting December 1 for access at beach and marina locations. • There may not be access to the boardwalks due to significant electrical issues and because an electrical station panel was destroyed. • We don't have bathrooms or concession stands. We'll get portable bathrooms in the parking lot. C� Packet Pg. 1012 30.A.3 November 16, 2022 The only location that won't open on December 1 is Caxambas Park. We're working on Barefoot Beach parking lot. Mr. DeMarco asked if Collier County had been in touch with Lee County, which is keeping beaches closed until December 31 due to water hazards. Should we be concerned? Chairman Olesky said that was due to water hazards in that area. Vice Chairman Fruth said red -tide blooms are coming into the Caloosahatchee. Mr. DeMarco questioned if that was why Lee County beaches were closed. Vice Chairman Fruth said that's why they're closed. Ms. Edwards said a member of the public wants to speak to the board via Zoom. Maureen (Zoom call), an avid pickleball player at Veterans Park, reported that: • She plays there quite often with a large group after she leaves work at 5 and she plays from 6-10 p.m. • There's a long wait to play on six lighted courts in Veterans Park, whereas East Naples has 42 lighted courts. • It can take a half-hour to wait and play at Veterans Park. • Is there anything in the plans to put lights on the other eight courts at Veterans Park?' • Can you put the takeaway/rollaway nets back on the tennis courts? • The past two nights it took almost two hours to play from 7-10 p.m. About 10 teams were waiting to play. Ms. Edwards said there is nothing -'immediately scheduled to install new lights, but it could be considered. She will look into using rollaway nets from 7-10 p.m. Maureen also reported that: • A large group comes to Veterans Park to play pickleball from 5-10 p.m. • All are avid players and members of Naples Pickleball Center, so they pay to be there. • The wait is frustrating, pickleball is becoming more popular and it will get worse in January, when more residents arrive and wait times get crazy. • Rollaway nets alleviate some of the problem. • Maybe we can get a petition together to get lights and get this on the county's radar? • NPC said they would get lights at Veterans Park for pickleball players. • Veterans Park seems to be unfairly treated because more money goes to East Naples Park. • Fences also are a problem. They're in very bad shape, bow in and people can cut themselves. • More attention needs to be paid to pickleball players at Veterans Park. A discussion ensued and the following points were made: • There is no room to build more pickleball courts at Veterans Park. • There are pickleball courts at Corkscrew and they're all lit, but Ms. Edwards understands this is a Veterans Park issue. • Ms. Edwards said she'd discuss these issues with her team. If they can resolve it, they will. She asked Maureen to call or email her and provided her contact info. • Maureen has photos that document the long wait. 7 M N O N O T cc 0 c 0 n N N O N O as E W 0 VA Packet Pg. 1013 30.A.3 November 16, 2022 • NPC also uses two courts for pickleball classes at Veterans Park from 7-8 p.m., further compounding the wait problem and leaving only four pickleball courts at night. N • Can NPC limit pickleball training classes to East Naples Park because there are 54 c' courts there? • NPC members are paying membership fees and are residents, so they want a voice. • The county should look into providing pickleball lessons at East Naples Park, not c Veterans. Region 1 [Chris Harmon — beaches and marinas] Mr. Harmon reported that: • We're starting work on beach access. • Pollution Control has reported there's red tide now on Marco Island. • We're deferring to Pollution Control and the state Department of Health on water -quality issues • We have county signs out at access points, but they don't address water quality. Mr. DeMarco asked whether that contributes when we open the beach, barring whether there is red tide. Mr. Harmon said beaches aren't closed because we don't have that authority to close beaches. We're asking the public to heed the DOH warnings and county signs about hurricane damage. We're encouraging people to be mindful of current and pending hazards, but we're not addressing water quality The DOH is. Mr. DeMarco asked if the county is asking people to move off beaches as they did initially. Mr. Harmon said no. There will be lighted facilities and we're trying to open as quickly as possible. There will be formal announcements once sites are ready to be opened. Region 2 [Aaron Hopkins] [Mr. Hopkins showed a video of a WINK TV segment on the Boo-Tacular Halloween Event] Mr. Hopkins showed photos of events and reported that: • We served over 3,000 families at the Boo-Tacular event and brought in roughly $6,600. • The Golden Gate Community Center Halloween Bash drew 635 people, with 100 paying at the door. About 100 more people were under age 2, and we brought in about $2,000 in revenue. • Max A. Hasse Community Park had a Boo-Tacular Halloween party and 68 kids, ages 4-12, registered and that brought in about $1,000 in revenue. • About 200 people attended the Diggity Dog Festival. Vendors were Ruffgers, DAS, Animal Oasis Animal Hospital, Collier County Library, Smilin' Dog Bakery, Collier County Sheriff's Office, Humane Society of Naples and Rita's Italian Ice. • The Golden Gate Community Center held its Monster Bash, with a big dance in the gymnasium, games, arts and crafts and other events in the courtyard outside. About 1,000 people attended. • Immokalee Community Park held a Trunk or Treat. • The Thanksgiving Holiday Camp will be Monday through Wednesday next week. • The Christmas Holiday Camp will be Dec. 19-22 and Dec. 27-30. • The National Recreation and Park Association released its annual report today. You can view it here: https://bit.ly/2022NRPARoort • We just certified 16 people as WSIs (water -safety instructors), and 16 as lifeguards. • We updated our holiday -closure schedule online. Maintenance Update [Rick Garby] 8 N N O N O L d W 0 z Packet Pg. 1014 30.A.3 November 16, 2022 Mr. Garby reported that: • Park Maintenance is in recovery mode at the beach areas. • Most Vanderbilt Beach access points are ready to open and we have sand on the beaches. Two ramps leading to the beach were completed. • We're still working on lights for all the ballfields. It's a very slow process. Simmonds Electrical of Naples, our vendor, has been working everywhere, but we need parts and there are FPL issues, so a lot of people are suffering and complaining. Just finding an electrician is a problem. • Parks are the biggest problem electric -wise. • We're doing pesticide applications everywhere. • Overseeding will start Dec. 10, which means lot of ryegrass. • We're also putting in hundreds of tons of sand per field. • We did a lot of power -washing. This is the time of year for power -washing because it's still warm. • We're getting quotes on signs that were damaged, which is a challenge because aluminum prices have gone through the roof. Vendors don't want to do the work. They want to work on hundreds of signs, not a few. • We have quotes and are actively working on Veterans Park pickleball courts because those courts were value -engineered when they were put in and they installed thin -gauge wire and no bottom rails on the fencing. I asked for bottom rails on everything but didn't get it. • We're seeking quotes for almost 800 feet of new fence at Caxambas. • On South Marco beach, tons of fencing came down and we're working on that. • At North Collier, about 400 feet of fencing needs to be replaced. • We just finished the install at MarGood Harbor Park playground and should get the CO next week to open. • We finished a new playground at Airport Park in Immokalee but need a CO to open. • We have new quotes in for Palm Springs and South Park, so those would be the next three playgrounds. • The permit is almost through for Veterans Park playground. • We have a lot of playgrounds going on, which is good because they're the hardest to keep up and the easiest to have a child get hurt. Region 3 [Randi Swinderman] Ms. Swinderman reported that: • At Big Corkscrew's second annual Trunk or Treat, we had about 1,500 participants, a large increase from the 500 last year. • Immokalee Community Park had about 350 participants come, with 24 vendors, compared with 12 last year. • High schools don't hold a homecoming dance anymore, so we held one last Friday as a community partner and sold out, with 135 tickets, maximum capacity. It was a successful event. • There's a new, beautiful playground at Airport Park and the kids in Immokalee will be excited once we get the CO and it opens. • We have a fall festival this Friday at Immokalee Community Park, a family -fun night just before Thanksgiving. • Our big event will be Christmas Around the World on December 10. Instead of Ski as Santa Claus, we have a Santa arriving in a helicopter. That will follow the parade that we partner with the Chamber with on. It's a regional event this year and all of Region 3 is helping. 0 M N O N T c 0 n N N O N O L d 4) 0 II Packet Pg. 1015 30.A.3 November 16, 2022 • We're also working with the Tourism Division on the iArte Viva! project. We've encouraged local artists to set up their artwork in our gym. It's not just Hispanic art. It's open to all artists. Please come out and support local artists and the parks. Ms. Edwards announced that Randi Hopkins is now Randi Swinderman. She got married last Friday Region 4 [David Michel] Mr. Michel reported that: • The Halloween Boo-Tacular event was a huge success. Three different regions were involved. • The American Red Cross closed the shelter at the NCRP RecPlex on Monday and we have a cleaning crew there today and tomorrow, disinfecting and cleaning. Recreation staff also has been cleaning. • Humane Society Naples picked up all its dog and cat cages, and we got out all the chairs and cots there after the EOC cleaned out all their equipment. • We're going to reopen on Friday. That will give the cleaning company time to disinfect and clean the showers, bathrooms and dog and cat rooms. Residents will be able to use the fitness center and gymnasium again. • We reopen on Friday at Veterans Park after FEMA closed its site there and opened another at Eagle Lakes Park on Monday. • Snowfest will be 3-9 p.m. on December 3. We're partnering with Paradise Coast Sports Complex. We'll have a CAT transit bus at Golden Gate Community Park picking up people and taking them to PCSC and it will run constantly. • We're showing the movie `Elf' on the big screen at Snowfest. • We'll also have sledding hills, bounce houses, a Santa's village with lots of shops and 30 vendors, different photo booths and Santa will be there for pictures. Region 5 [James Hanrahan] Mr. Hanrahan reported that: • Sugden has started its sailing program on Tuesdays and Saturdays and a special -needs program, so they're getting back to normal after they got hit hard by the hurricane. • We just had a vegan festival that rented the space. The promoter wants to return next year. • We moved the grand opening of the East Naples Welcome Center to January due to the hurricane. It was scheduled for October. January 12 is the tentative date. We received approval today. • Veterans Park is doing an after -school program because FEMA shifted its DRC (Disaster Recovery Center) to Eagle Lakes Community Center. • What's good about Eagle Lakes, compared with Veterans, is that it's isolated, so we're still able to do our fitness and VPK program, as well as accommodate people seeking FEMA help. • We got creative and moved all our indoor fitness classes outside on the pool deck, pools and kiddy pool. Lifeguards ensured everybody was safe. • After Thanksgiving, FEMA will notify us about their plan of action after November 28. Ms. Edwards said she had no Director Highlights this month and just wanted to allow her team to share the news. Chairman Olesky told her he wants her to go before the TDC to tell them what she's doing to help bring tourists back. Mr. DeMarco noted that tourism will be tough this year. Mr. DeMarco told the parks team that everyone is doing a great job with events. Their work doesn't go unnoticed. Audience member said he's trying to get Manatee Park going and wants to get it expedited. He heard it's two or three years out. Chairman Olesky told him to speak to Rick Garby. Mr. Garby noted that PARAB voted against it. It needs to be revisited because it's a funding issue. A discussion ensued over Manatee Park and the following points were made: • It was last discussed in 2007 so it's pretty old. • Manatee Park is in Commissioner LoCastro's district, so he can contact him.
