NOTICE: The public is welcome to attend Library Advisory Board meetings. Visitors will be asked to
sign in and briefly describe the purpose of their visit. If the visitor is attending to discover more about the
workings of the Library Advisory Board, s/he is welcome to stay for the duration of the meeting. If the N
visitor has a specific purpose, the Chair will recognize the visitor during Public Comments to speak for up N
to three (3) minutes. Additional time may be granted to the speaker at the discretion of the Chair.

LET IT BE KNOWN that the LIBRARY ADVISORY BOARD met on this date at 10:15 a.m. in the
Headquarters Library with the following members present

The Library Advisory Board met at 10:00 am to review applications for District 1 and District 3,
as the terms for these positions will expire on December 31, 2022.
CALL TO ORDER
1] Grant LAB Member remote attendance (Motion & Approval)
• Quorum was met for this meeting; and was directed by Ms. Bettinger.
■ Mrs. Cowser was unable to attend today's meeting. Julie Blatt reported on her
behalf.
PLEDGE OF ALLEGIANCE
APPROVAL OF MINUTES
Ms. Bettinger announced that visitors are welcome to attend the LAB meetings and asked them
to sign in and complete a speaker form if they want to address the Library Advisory Board. She
also indicated the location of the room's emergency exits.
Ms. Bettinger asked for approval of the meeting minutes of October 19, 2022. Two minor
corrections were noted. Mrs. Grieve moved to approve the minutes as corrected. Dr. Hochschild
seconded and the motion was carried unanimously.

The Library Advisory Board met at 10:00 am to review applications for District 1 and
District 3, as the terms for these positions will expire on December 31, 2022.
Since there was only one applicant for District 1, by unanimous decision, the Library
Advisory Board recommended Joan Hochschild for the District 1 appointment.

■ There were two applicants for District 3, and after careful review and deliberation,
by unanimous decision, the Library Advisory Board recommended Connie Bettinger
for the District 3 appointment.
■ The necessary paperwork will be submitted to the County Attorney's Office for N
process to the Board of County Commissioners, who will review/approve the N
selections at their December 13 meeting. a;
PRESENTATIONS a
1) Report of the Friends of the Library (FOL)
• Mr. Assal reported that the Friends of the Library will have its next Board of
Director's meeting on Friday, December 9 at 2:00pm in the Rees Room at the '
Naples Regional Library.
• The Author Spotlight event with Sarah Penner, The Lost Apothecary, presented on
Thursday; November 3rd at the Sugden Theater, downtown Naples, and had 140
attendees. The next event will be held on Saturday, April 1 and tickets are still
available.
• Two Signature Series presentations for FOL members were held in October and
a
November. Five more are planned from December through April. Members can sign
up online.
■ These events are held twice each day, with general attendance of 25-55 per event.

• The Local Authors' Book Fair was held at the South Regional Library on Saturday,

November 12 from 11 am-3pm with 450 attendees.
■ 54 authors participated in this year's fair.

■ Ms. Bettinger stated that she attended the event and reported that it was great fun.

■ Mrs. Grieve added that she also attended, and one of the authors decided to

become an FOL member, and gave a donation to the FOL.
■ This year marks the 201" anniversary of the Nick Linn Lecture Series.
■ Ticket sales for the Nick Linn Series and Nonfiction series are basically sold out.

■ Generally, 600 people attend each Nick Linn Series event, and 190 attend each

Nonfiction series event.

■ FOL will be celebrating its 65th Anniversary as part of an opening by Osvaldo
Ventura at the West Wing Art Gallery, located at the Naples Regional Library, on
Friday; January 6 from 5-7pm. FOL members will be invited to join the pub€ic event
where light refreshments will be provided.
■ The FOL has redesigned its bookmark to include a QR code to encourage easy and
direct access to the FOL website. They are finalizing the FOL brochure to include a
QR code as well.
• Budget planning for 2022/23 is just about done, reflecting the Library's request and
a modest increase in membership fees.
■ Mr. Assaf added that this is the first time in 15-20 years that membership fees are
being increased. Single membership increased from $30 to $40; family membership
(for 2 people) increased from $40 to $5Q patron membership increased from $50 to
$75. All other membership levels stayed the same.
■ Membership is currently holding at 1550.
2) Report of the Library Director
a. Library Division Cheers for Peers Recipients for October
• Ms. Blatt shared the Kudos Wall listing the Cheers for Peers recipients for
October. She noted that 14 staff were recognized for doing something awesome,
and some were recognized more than once.

b. County Service Awards and VIP Certificates
• Ms. Blatt reported that no VIP or service awards were given this month, however,
the County has resumed the recognition breakfasts for those receiving service
awards.
c. Staffing Update

■ Ms. Blatt reported that the Library has posted a part-time Library Specialist I

position at the Vanderbilt Beach Branch and a Library Specialist II at the Naples
Regional Library.
d. General Operations
• Ms. Blatt reported that the South Regional, Marco Island Branch and
Headquarters libraries were early voting sites in October/November.

■ She provided copies of the report showing that almost half of all early votes in

Collier County were cast at our libraries. (23,121 out of 51,112 votes)

• Headquarters and South Regional libraries were also Election Day precincts and

900 votes were cast at HQ; 921 votes were cast at SR.

• The Library prepared for early voting post -Hurricane Ian by clearing debris and
repairing signs, and replacing the carpet in HQ's solarium that was impacted by

the storm.

• The Harry Potter event will be held on Saturday; December 10 from 6-8 pm at

the Headquarters Library. Registration is open with a maximum of 100 attendees.

■ There will be a costume contest and lots of Harry Potter related activities.

■ Each library location has created 651" Anniversary displays, and are encouraging
patrons to interact with the displays.
■ The Library is also working in tandem with the County for its 100-year

Anniversary.

• The Library's Masquerade Ball event date will be determined soon.
• The Library will be having its semi-annual book sale at the Naples Regional
Library beginning Thursday, December 1 — Saturday, December 3.

• FOL members are invited to attend the preview night; exclusive to FOL

members, on Wednesday; November 30 from 5-7pm.

■ The Library will be prepared to resume accepting book donations after this event.

e. Grants Update
• Andrew Meyer handed out a flyer created for the Library's newsletter announcing

the Homework Help initiative.

• He reported that the Homework Help Center started on November 7.

• Former and current Collier County Public School teachers were hired for this
program.
■ Mr. Meyer added that an each school day, 2 buses of students are brought to the
Golden Gate Branch Library parking lot.
■ 16 students attended the first day at the Golden Gate Branch Library
• 29 students attended by the last day of the first week.
■ The Homework Help Center at the Immokalee Branch Library is also
progressing.
■ The social media posting has been well received, and there is consideration to
extend the program from ten (10) weeks to 12-14 weeks.

PUBLIC COMMENTS ON GENERAL TOPICS RELATED TO THE LIBRARY DIVISION - None
UNFINISHED BUSINESS
1) By -Laws
Ms. Tibbetts contacted the County Attorney's Office to aetermine if any
amendments to the Library Advisory Board's by-laws would need to be approved by
the legal staff. The response was as follows:
• Regarding the Library Advisory Board, County Code Sec. 82-30(c) states:
"The board shall, by majority vote of the entire membership, adopt rules of
procedure for the transaction of business and shall keep a record of
meetings, resolutions: findings and determinations."
• Our office would be happy to review the updated bylaws if you would like us
to, but it is not required. In accordance with the above they may adopt their
updated bylaws by majority vote, without any other approvals needed.
NEW BUSINESS
1) Submission of Request for Reconsideration of Library Materials Form
• Kim Spina shared the information submitted by a library patron regarding the
request for reconsideration of the DVD Quills that was released on May 8, 2001.
• She also shared copies of the American Library Association's "Library Bill of Rights
and the Freedom to Read Statement" brochure.
• The freedom to read is guaranteed by the Constitution, and all public libraries follow
the ALA's guidelines in regards to their collections and business model.
• Ms. Spina stated that Library collections do not imply endorsement, they endorse
access.
• Ms. Spina shared a copy of a letter sent to a prior patron in response to their
submission of a request for reconsideration. A similar letter will be sent to the patron
requesting reconsideration of the DVD Quills.
• Discussion ensued, and Ms. Bettinger added that in the past, most patrons are
satisfied when the ALA guidelines information is explained to them.
• Mr. Assal asked if the Library has received any other inquiries from patrons
regarding its collection and any other materials. Ms. Spina replied that no other
requests for reconsideration have been received.

ADJOURNMENT
There being no further business to come before the Library Advisory Board, the meeting was
adjourned at 11:00 a.m.
LAB members asked if the December 14 meeting still needed to be held, since they met in
November, and they generally have a November/December combination meeting. Ms. Tibbetts
will look into cancelling the December meeting and make the necessary announcements.
Mrs. Cowser will update LAB members as to the format of the Library Advisory Board meeting
scheduled to be held on Wednesday, January 18, 2023 at the Headquarters Library, 2385
